Mission

Hartley house has served those who live and work in new york city's hell's kitchen since 1897. Its mission is to respond energetically and creatively to the ever-evolving needs of its neighbors regardless of their age, income, race, gender or sexual orientation. Our programs include educational, creative, recreational, civic and social services. Hartley house not only reaches out to neighbors of all backgrounds and ages, but also fosters ongoing connections with them as they pass from one phase of life into another. The wellbeing of each growing, changing person enriches our entire community. Every neighborhood is a complex web of connections among families, friends, neighbors, businesses and organizations. Strengthening these connections is our mission.

Founded in 1897, Hartley House exists to serve school-age children, youth, and seniors in Hell's Kitchen by enriching their lives, expanding their opportunities, and building a sense of community.

Governance Explanations

Form 990, Part VI, Line 2: Description of Business or Family Relationship of Officers, Directors, Et

Board Emeritus Elizabeth Kramer is the mother of two other trustees: President Alice Truax and Trustee Charles Truax. H. Hartley du Pont is related to Board Member Emeritus Francis Geer and is a descendant of the original Hartley family. Diane Downs is married to Greg Downs, who is a descendant of the original Hartley family.

Form 990, Part VI, Line 3: Description of Delegated Duties to Management Company

An independent firm provides fiscal management services reporting directly to the executive director and board of trustees. The services provided include the following: supervision and management of the fiscal operations of the organization, preparation of the annual budget, oversight of the cash management system, and the creation of financial reports for the board of directors and executive management throughout the year. No one listed in Part VII or Schedule J of the return received compensation from the management company.

Form 990, Part VI, Line 11B: Form 990 Review Process

Management reviewed a draft of the Form 990 with the audit/finance committee and provided edits to the tax preparer. After this process was performed, the Form 990 was sent to the full board of directors prior to being filed with the IRS.

Form 990, Part VI, Line 12C: Explanation of Monitoring and Enforcement of Conflicts

Hartley House has a board approved Conflicts of Interest policy. Each board member must fill out an annual declaration stating they had no conflicts or identifying the nature of their interested party transactions.

Form 990, Part VI, Line 15A: Compensation Review & Approval Process - CEO, Top Management

The Board of Directors of Hartley House evaluates the performance of the executive director as part of its advisory management agreement. Compensation for the Deputy Director, which is approved by the Board of trustees in the annual budget is determined using internal and external data, including the Non-profit Coordinating Committee and United Neighborhood House's annual survey of non-profit executives.

Financial Statement Notes

Part IV, Line 2B: Explanation of escrow account liability

Hartley House is accredited by the Social Security Administration (SSA) as an Organizational Representative Payee for HOPE clients, the basis of its Formal Money Management (FMM) component. HOPE manages its clients as full representative payees. These clients have significantly reduced their incidence of elder financial abuse, reduced their debt, prevented their monthly bills from ending up in arrears, and prevented possible eviction delaying early institutionalization.

Part V, Line 4: Intended uses of the endowment fund.

The policy is to accumulate interest, dividends, and other market gains for future appropriation, in order to meet near term programmatic needs as well as longer term strategic goals. Annual appropriations to support operations are budgeted. Additional appropriations are approved by the board of directors as deemed prudent and distributed for operating purposes.

Hartley does not believe its financial statements include any material, uncertain tax positions. Tax filings for the three previous tax years are subject to examination by applicable taxing authorities.

IRS990/Desc0CHILDREN AND YOUTH SERVICES Hartley House suspended its in-person After School programming in March 2020 in response to the COVID-19 pandemic. Hartley House staff, maintained communication with children and caregivers throughout the year, and provided remote and at-home activities for children enrolled in the After School Program. Hartley House reopened program for the first-time post pandemic in fall of 2021 enrolling a total of 40 participants. Hartley House youth programming provides a safe and warm environment in which children are encouraged to develop their academic, creative and leadership skills.

IRS990/MissionDesc0Hartley House has served those who live and work in New York City's Hell's Kitchen since 1897. Its mission is to respond energetically and creatively to the ever-evolving needs of its neighbors regardless of their age, income, race, gender or sexual orientation. Our programs include educational, creative, recreational, civic and social services. Hartley House not only reaches out to neighbors of all backgrounds and ages, but also fosters ongoing connections with them as they pass from one phase of life into another. The wellbeing of each growing, changing person enriches our entire community. Every neighborhood is a complex web of connections among families, friends, neighbors, businesses and organizations. IRS990/ProgSrvcAccomActy2Grp/Desc0SENIOR CITIZENS AND SOCIAL WORKER During the pandemic, Hartley House maintained much of its service through the HOPE Program. HOPE remains a priority for Hartley House and a critical source of support for low-income and vulnerable seniors residing Hell's Kitchen. HOPE provides wrap-around case management, Formal Money Management services, benefit assistance and support. These services are necessary for older adults to age safely and with dignity in their own homes. In 2021, HOPE served approximately 60 clients. In addition, the program conducted outreach and wellness calls to 25 additional community members on a weekly basis.COMMUNITY SUPPORTSupport to the local community. Bingo for 30-40 seniors was offered every Tuesday afternoon, and Yoga was held each Thursday for 25-30 participants. Hartley House also hosted music concerts, guest speakers and informal socialization for potentially isolated seniors. During the COVID-19 lock-down period, Hartley House distributed meals six times to 40-50 seniors each time. HOPE connected 31 clients to the GET FOOD NYC emergency food program. The program was also able to help distribute holiday food and holiday gifts during the crisis. HOPE assisted six clients with emergency funds to help cover the cost of rent, food, and utilities (a total of $7,600) through various public and private funding sources.
