Governance Explanations

Form 990, Part VI, Line 2: Description of Business or Family Relationship of Officers, Directors, Et

Board Trustee Elizabeth Kramer is the mother of two other trustees: President Alice Truax and Trustee Charles Truax. H. Hartley du Pont, Rev. Francis Geer and Alexa Platt are related (descendants of the original Hartley family). Diane Downs is married to Greg Downs (not on the Board) but also a descendant of the original Hartley family.

Form 990, Part VI, Line 11B: Form 990 Review Process

Management reviewed a draft of the Form 990 with the audit/finance committee and provided edits to the tax preparer. After this process was performed, the Form 990 was sent to the full board of directors prior to being filed with the IRS.

Form 990, Part VI, Line 12C: Explanation of Monitoring and Enforcement of Conflicts

The organization has a "board approved" conflicts of interest policy. Each board member must fill out an annual declaration stating they had no conflicts or identifying the nature of their interested party transactions.

Form 990, Part VI, Line 15A: Compensation Review & Approval Process - CEO, Top Management

The Board of Directors of Hartley House evaluated the performance of the executive director and used internal and external data, including the Non-profit Coordinating Committee and United Neighborhood House's annual survey of non-profit executives, to establish the Executive Directors compensation.

Form 990, Part III, Line 4D: Other Program Services Description

OTHER PROGRAM SERVICES 4: OTHERORGANIZATIONAL Hartley House has established a permanent Assistant Executive Director (AED) position that will supervise and collaborate with all program directors. Megan Ducoff joined Hartley House as its first AED on June 22, 2015, and her position is fully funded thanks to 100% Board fundraising participation and the securing of new foundation funding to offset the first three years of the AEDs tenure. Ms. Ducoff began to deeply and thoughtfully assess Hartley Houses programming, service delivery, and measurement and data collection systems to identify ways to strengthen and improve our impact in the Hells Kitchen community and ensure Hartley Houses sustainability. For our Home Outreach Program for Elders (HOPE), Megan worked with Director Yesenia Zuniga to assess staffing and service delivery and strategize on the award of a renewal grant from The Fan Fox & Leslie R. Samuels Foundation to support the expansion of the Part-Time Case Manager position into a Full-Time position. With the support of the AED, this will expand the capacity of HOPE to improve and enhance its intake process, incorporating scientifically validated assessment tools for client progress toward evidence-based gerentological goals and outcomes. For the Youth Programs, The AED recently identified the Survey of Academic and Youth Outcomes Youth Survey (SAYO Y) as a useful tool to assist youth in self-identifying outcomes and experiences in out-of-school time programming that are critical to youths future success. A grant from TD Bank supported staff training in the implementation of this tool. NEW PARTNERSHIPSIn 2015, Hartley House was selected as the site of the New York Junior League (NYJL) Community Improvement Project for 2015. The Project fully renovated three badly outdated learning spaces in Hartley Houses over 120-year-old historic home. The project included $50,000 in supplies and in-kind services for capital improvements, as well as a team from the NYJLs more than 2,600 women volunteers to complete the upgrades. Hartley Houses partnership with the NYJL is ongoing as we pursue a variety of additional opportunities including ongoing career counseling, job and life skills development, and financial literacy volunteer services to expand Hartley Houses support of teens, as well as an opportunity to participate in NYJLs Nonprofit Boards Clearinghouse to strengthen the current Boards capacity and recruit new members.

Financial Statement Notes

Part IV, Line 2B: Explanation of escrow account liability

Hartley House is accredited by the Social Security Administration (SSA) as an Organizational Representative Payee for HOPE clients, the basis of its Formal Money Management (FMM) component. HOPE manages its clients as full representative payees. These clients have significantly reduced their incidence of elder financial abuse, reduced their debt, prevented their monthly bills from ending up in arrears, and prevented possible eviction delaying early institutionalization.

Part V, Line 4: Intended uses of the endowment fund.

The policy is to accumulate interest, dividends, and other market gains for future appropriation, in order to meet near term programmatic needs as well as longer term strategic goals. Annual appropriations to support operations are budgeted. Additional appropriations are approved by the board of directors as deemed prudent and distributed for operating purposes.

Part X : FIN48 Footnote

Hartley does not believe its financial statements include any material uncertain tax positions. Tax filings for periods ending December 31, 2012 and later are subject to examination by applicable taxing authorities.

IRS990/Desc0CHILDREN AND YOUTH SERVICESSummer CampPied Piper Summer Day Camp is an eight-week, full-day summer camp designed to combat summer learning loss, provide low-cost and enriching childcare for working parents, and help students discover new passions and talents. In 2015, Pied Piper Summer Day Camp boasted enrollment of 177 students throughout the summer, its highest to date. Hartley House again leveraged partnerships with likeminded youth-serving organizations like the DJ Dream Fund and Federation of Protestant Welfare Agencies to offer scholarships to 14 children. After SchoolHartley Houses After School Program delivers academic and social/emotional enrichment and support through a dynamic Learning Community model that incorporates literacy, creative arts, mentoring, and life skills. In 2015 Hartley Houses After School Program served an average of 78 students on any given day, and up to 90 students on vacation days. Through a partnership with Writopia funded by the Pinkerton Foundation, Hartley House bolstered its offerings for older students with creative writing workshops. GRADSGrowing Responsibly and Delivering Services (GRADS) is a program designed to offer valuable volunteer opportunities and leadership development for students aged 13-18, or who have aged out of the After School and Summer Camp programs. In addition to between five and ten former Hartley House program participants, GRADS began hosting students from De La Salle Academy. Hartley House hosted 15 GRADS over the course of the year from De La Salle, who utilized their time as GRADS to fulfill hours for a school-required service project. Last year, four of our six counselors were former GRADS, and one GRAD is serving as a counselor-in-training.
