Additional Explanations

Form 990, Part III, Line 4D: Other Program Services Description

OTHER PROGRAM SERVICES 4: OTHEROrganizational:Hartley House is a relatively small, privately-funded Settlement House serving Manhattan, New Yorks Hells Kitchen community. Founded in 1897, Hartley House exists to serve school-age children, youth, and seniors in Hells Kitchen by enriching their lives, expanding their opportunities, and building a sense of community. Today, over 1,000 of our neighbors per year are receiving the specialized services they need to overcome the obstacles they face. Hartley Houses long history and small size make it possible to embrace progress and innovation in addressing the needs of the community, and as a result, Hartley House has seen incredible growth over the past decade. A re-invigorated board, diversified funding stream, expanded programming, and an eye toward programmatic alignment have positioned Hartley House as a true service hub for the Hells Kitchen community. Its Youth Programs, adult education and enrichment collaborations, and Home Outreach Program for Elders (HOPE) ensure that community members are supported at every stage of their lives, from elementary school to retirement and beyond. PartnershipsIn 2017, Hartley House developed new fruitful community partnerships to enhance its Youth Programs, including health education program La Palestra Kids, empathy and communication development program Big Apple Playback Theater, STEM offerings from The Intrepid Sea, Air, and Space Museum, science and non-fiction reading comprehension software Readorium, and Spanish language instruction in partnership with El Centro, long time Hartley House partner providing immigrant education and support and a Friday Spanish Club.

Financial Statement Notes

Part IV, Line 2B: Explanation of escrow account liability

Hartley House is accredited by the Social Security Administration (SSA) as an Organizational Representative Payee for HOPE clients, the basis of its Formal Money Management (FMM) component. HOPE manages its clients as full representative payees. These clients have significantly reduced their incidence of elder financial abuse, reduced their debt, prevented their monthly bills from ending up in arrears, and prevented possible eviction delaying early institutionalization.

Part V, Line 4: Intended uses of the endowment fund.

The policy is to accumulate interest, dividends, and other market gains for future appropriation, in order to meet near term programmatic needs as well as longer term strategic goals. Annual appropriations to support operations are budgeted. Additional appropriations are approved by the board of directors as deemed prudent and distributed for operating purposes.

Part X : FIN48 Footnote

Hartley does not believe its financial statements include any material uncertain tax positions. Tax filings for periods ending December 31, 2014 and later are subject to examination by applicable taxing authorities.

IRS990/ProgSrvcAccomActy2Grp/Desc0SENIOR CITIZENS AND SOCIAL WORKER The Home Outreach Program for Elders (HOPE) remains a critical source of support for low-income and vulnerable seniors in Hell's Kitchen. Offering comprehensive case management, Formal Money Management services, benefits assistance, and compassionate support, HOPE continues to increase its programmatic effectiveness and capacity. In 2017, HOPE served 72 mutually exclusive clients, Also in 2017, 55 intakes were conducted and seven were opened as new clients, 25 of those individuals not appropriate for full Case Management support received formal Information & Referral services, and 15 received ongoing informal assistance with services like help completing Social Security applications, housing applications, and benefits recertification. In 2017, HOPE secured over $27,000 in monthly private stipendiary or public benefits for its clients, and over $25,000 in one-time and emergency assistance.

IRS990/ProgSrvcAccomActy3Grp/Desc0COMMUNITY EDUCATIONCommunity SupportBINGO remains a popular element of the HOPE program, and an opportunity to provide even more formal and informal assistance, information, and support for isolated seniors in the neighborhood. An average of 45-50 seniors attend each Tuesday. In 2017, HOPE assisted 25 participants from our weekly BINGO games in completing NYC-210 and IT-214 Tax credits forms. These Tax Credits are simple to access, but accountants were charging seniors, while HOPE was proud to offer the assistance for free. Eleanor's Outings trips continue to be popular among our seniors and they have attended the now Tony-award nominated musical Come From Away, Band Stand, Big Apple Circus, the Radio City Christmas Spectacular, and the Holiday Show of the St. Luke's Orchestra. Additionally, approximately 20 Hartley House participants (HOPE & BINGO) attended three free concerts performed by the Orchestra of St. Luke's in Hell's Kitchen. Attendees enjoyed the Mendelssohn Piano Trio, Beethoven Piano Trio, MSM Brass Quintet and Aeris Brass Quintet. The performers tailored their programs to be engaging for an audience who may be new, or not have regular access to classical music, making the experience enriching for long-time classical music listeners and new listeners alike. The Intrepid Sea, Air & Space Museum brought in their Mobile Planetarium and delivered a presentation about the constellations and history of the zodiac one afternoon to the seniors as well. And finally, due to popular demand, monthly birthday celebrations have been implemented. To address food insecurity among neighborhood seniors, Hartley House has recently partnered with the nonprofit organization Rescuing Leftover Cuisine to serve leftover food from local restaurants, providing more than 200 meals to over 85 seniors per week. The food Hartley House receives is made with primarily local and organic whole grains, fresh vegetables, and lean proteins, representing a quality of ingredients most seniors would not typically have access to. Food is served to seniors at weekly Bingo on Tuesday afternoons and packaged and delivered to the most vulnerable ones on Fridays. This ensures they have healthy, nutritious food over the weekend when many are unable to access home care services for assistance in preparing meals. The seniors have lovingly dubbed this Friday Food.
