Governance Explanations

Form 990, Part VI, Line 2: Description of Business or Family Relationship of Officers, Directors, Et

Board Trustee Elizabeth Kramer is the mother of two other trustees: President Alice Truax and Trustee Charles Truax. H. Hartley du Pont and Alexa Platt are related (descendants of the original Hartley family). Diane Downs is married to Greg Downs (not on the Board) but also a descendant of the original Hartley family.

Form 990, Part VI, Line 11B: Form 990 Review Process

Management reviewed a draft of the Form 990 with the audit/finance committee and provided edits to the tax preparer. After this process was performed, the Form 990 was sent to the full board of directors prior to being filed with the IRS.

Form 990, Part VI, Line 12C: Explanation of Monitoring and Enforcement of Conflicts

The organization has a "board approved" conflicts of interest policy. Each board member must fill out an annual declaration stating they had no conflicts or identifying the nature of their interested party transactions.

Form 990, Part VI, Line 15A: Compensation Review & Approval Process - CEO, Top Management

The Board of Directors of Hartley House evaluates the performance of the executive director and uses internal and external data, including the Non-profit Coordinating Committee and United Neighborhood House's annual survey of non-profit executives, to establish the Executive Directors compensation. After a deliberation of this matter, a new proposed salary and benefit package is voted on. The minutes of the board of directors reflect the nature of this process.

Additional Explanations

Form 990, Part III, Line 4D: Other Program Services Description

OTHER PROGRAM SERVICES 4: OTHERORGANIZATIONAL Hartley House is a relatively small, privately-funded Settlement House serving Manhattan, New Yorks Hells Kitchen community. Founded in 1897, Hartley House exists to serve school-age children, youth, and seniors in Hells Kitchen by enriching their lives, expanding their opportunities, and building a sense of community. Today, over 1,000 of our neighbors per year are receiving the specialized services they need to overcome the obstacles they face. Hartley Houses long history and small size make it possible to embrace progress and innovation in addressing the needs of the community, and as a result, Hartley House has seen incredible growth over the past decade. A re-invigorated board, diversified funding stream, expanded programming, and an eye toward programmatic alignment have positioned Hartley House as a true service hub for the Hells Kitchen community. Its Youth Programs, adult education and enrichment collaborations, and Home Outreach Program for Elders (HOPE) ensure that community members are supported at every stage of their lives, from elementary school to retirement and beyond. In 2016, Hartley House welcomed three new board members bringing a variety of new experience from an LCSW to marketing to legal expertise. Hartley House also onboarded a new full-time, in-house bookkeeper to replace outsourced services. This new position has expanded program capacity by managing financial program elements previous handled by program staff such as Formal Money Management in HOPE and Child and Adult Care Food Program reimbursements in After School. NEW PARTNERSHIPSIn 2016, Hartley House developed new fruitful community partnerships to enhance its Youth Programs, including health education program La Palestra Kids; empathy and communication development program Big Apple Playback Theater; STEM offerings from The Intrepid Sea, Air, and Space Museum; science and non-fiction reading comprehension software Readorium; and Spanish language instruction in partnership with El Centro, long time Hartley House partner providing immigrant education and support, as well as a Friday Spanish Club.

Financial Statement Notes

Part IV, Line 2B: Explanation of escrow account liability

Hartley House is accredited by the Social Security Administration (SSA) as an Organizational Representative Payee for HOPE clients, the basis of its Formal Money Management (FMM) component. HOPE manages its clients as full representative payees. These clients have significantly reduced their incidence of elder financial abuse, reduced their debt, prevented their monthly bills from ending up in arrears, and prevented possible eviction delaying early institutionalization.

Part V, Line 4: Intended uses of the endowment fund.

The policy is to accumulate interest, dividends, and other market gains for future appropriation, in order to meet near term programmatic needs as well as longer term strategic goals. Annual appropriations to support operations are budgeted. Additional appropriations are approved by the board of directors as deemed prudent and distributed for operating purposes.

Part X : FIN48 Footnote

Hartley does not believe its financial statements include any material uncertain tax positions. Tax filings for periods ending December 31, 2013 and later are subject to examination by applicable taxing authorities.

IRS990/Desc0CHILDREN AND YOUTH SERVICESPied Piper Summer Day Camp is an eight-week, full-day summer camp designed to combat summer learning loss, provide low-cost and enriching childcare for working parents, and help students discover new passions and talents. In 2016, Pied Piper Summer Day Camp boasted enrollment of 135 students throughout the summer. Hartley House again leveraged partnerships with likeminded youth-serving organizations like the DJ Dream Fund and Federation of Protestant Welfare Agencies to offer scholarships to 13 children. Hartley Houses After School Program delivers academic and social/emotional enrichment and support through a dynamic Learning Community model that incorporates literacy, creative arts, mentoring, and life skills. In 2016 Hartley Houses After School Program served an average of 80 students on any given day, and over 90 students on vacation days. Growing Responsibly and Delivering Services (GRADS) is a program designed to offer valuable volunteer opportunities and leadership development for students aged 13-18, or who have aged out of the After School and Summer Camp programs. In 2016, Hartley House served 11 grads, and six were given the opportunity to serve as Counselors in Training, a pathway to employment at the House: over 60% of paid counselor positions are filled by former GRADS each year.
