Governance Explanations

Form 990, Part VI, Section B, Line 11B

The form 990 was prepared by the outside accounting firm and reviewed by senior management officials. A copy was sent to each board member before filing with the irs.

Form 990, Part VI, Section B, Line 12C

Pursuant to the written conflict of interest policy, employees are expected to use good judgement to adhere to high ethical standards and to avoid situations that create an actual or potential conflict of interest between the employee's personal interests and the interests of equal access. Employees unsure as to whether a certain transaction, activity, or relationship constitutes a conflict of interest discuss it with their supervisor or the ceo for clarification. Any exceptions to this guideline, including failure to disclose any conflicts or to seek an exception, will result in disciplinary action, up to and including termination of employment. The board is required to annually disclose any conflicts of interest. If a conflict of interest were to occur, the member would recuse himself/herself from discussing and voting on the matter.

Form 990, Part VI, Section B, Line 15A

The process for determining the president/ceo's salary included a review and approval by the independent board members who used comparable salary data. The board member's decision was documented in the minutes and personnel files. The last review was conducted in november 2020. The president/ceo, along with a board member, determined the salaries for the other officers using comparable salary data and contemporaneously documented their decisions in the personnel files.

Form 990, Part VI, Section C, Line 19

The organization makes its governing documents, conflict of interest policy, and financial statements available to the public upon request.

FORM 990, PART VII, SECTION A:

Ronni goldfarb, founder of eai, served as president & ceo through january 25, 2018. As of january 26, 2018, she became a senior advisor consultant to eai, while remaining a board director. Part vii, section a reports her 2020 compensation, which represents retirement plan distributions.

Supplemental Narrative

Additional Explanations

FORM 990, PART III, LINE 4D, CONTINUATION OF PROGRAM NARRATIVE:

In september 2020, eai won the cs-lift (communities and schools leading in the fight against terrorism) project. Eai has been training a network of trusted influencers and young strategic messengers, supporting them to generate media content that 1) amplifies counter and alternative messages, 2) leverages innovative and locally trusted transmedia platforms, including eai's preventing and countering violent extremism (p/cve) messaging hub '"ourmindanow"', and 3) mobilizes local discussion and action within schools and communities. Eai's social and behavior change communication (sbcc) ecosystem approach, seeks to not only work with individuals but the entire communication ecosystem, by identifying community and structural factors that can support credible, scalable media and messages to saturate the information environment. To amplify alternative narratives and voices, eai generates and disseminates locally driven, targeted content through the ourmindanow messaging hub, partner radio stations, and through networks of youth, religious, community, and media influencers. Content will focus on issues that dissuade potential recruits, increase understanding of potential off-ramps, encourage voluntary defections, and foster local acceptance for rehabilitation and reintegration. Eai applies its social and behavior change (sbc) concepts and has launched a p/cve toolkit for schools in mindanao, including formal schools and alternative learning system (als) facilities. Eai's sbcc curriculum for teachers builds critical thinking and resilience among at-risk youth, bolstering alternative pathways and dissuading potential young recruits. The curriculum includes sessions that enhance a young person's capacity to question terrorist and terrorist ideology and choose positive alternatives. Pakistan - funded by the bureau of democracy, human rights, and labor (drl) and launched in later 2018, the "faith-based women's rights initiative in pakistan" continued to implement successfully through 2019. This included weekly radio programming and the establishment of 20 listening, diacussion and action groups which engaged 365 minority women in monthly sessions on their rights to religious freedom and equality, focused on promoting freedom of religion, specifically for minority women.

FORM 990, PART XI, LINE 9:

Ppp funding recognized as a conditional contribution 400,400. In the audited financial statements, but not forgiven by the sba until 2021.

FORM 990, PART XI, LINE 9 - OTHER CHANGE IN NET ASSETS:

On april 15, 2020, equal access international received loan proceeds in the amount of $400,400 under the paycheck protection program. The promissory note calls for monthly principal and interest payments amortized over the two-year term of the promissory note. Under the coronavirus aid, relief, and economic security act (cares act), the promissory note qualifies for forgiveness by the small business administration (sba) in whole or in part. During the year ended december 31, 2020, equal access international used the proceeds for purposes consistent with the paycheck protection program, and has met the conditions for forgiveness of the loan. On july 27, 2021, the full value of the loan was forgiven by the sba. Equal access international has recognized the entire amount of $400,400 as a conditional award during 2020 (in which all conditions have been met, and recorded as without donor restrictions); the total amount is recognized on the audited statements of activities and changes in net assets. However, for form 990 reporting purposes, the ppp loan will not be reported as revenue until the tax year when the amount is forgiven (2021).

Financial Statement Notes

PART X, LINE 2:

For the years ended december 31, 2020 and 2019, eai has documented its consideration of fasb asc 740-10, income taxes, that provides guidance for reporting uncertainty in income taxes and has determined that no material uncertain tax positions qualify for either recognition or disclosure in the consolidated financial statements.

PART XI, LINE 2D - OTHER ADJUSTMENTS:

Ppp funding recognized as a conditional contribution 400,400. In the audited financial statements, but not forgiven by the sba until 2021.

IRS990/Desc0SAHEL: 2020 WAS EAI'S FOURTH YEAR SUCCESSFULLY IMPLEMENTING VOICES FOR PEACE (V4P), AN AMBITIOUS USAID-FUNDED PROJECT THAT SPANS FIVE COUNTRIES (BURKINA FASO, CAMEROON, CHAD, MALI, AND NIGER) IN THE REGION. WE CONTINUE TO USE LOCAL-LANGUAGE RADIO PROGRAMMING TO INCREASE COMMUNITY COHESION AND PREVENT THE SPREAD OF VIOLENT EXTREMISM. BY PARTNERING WITH RESPECTED LEADERS, INSTITUTIONS, AND NETWORKS, WE ADDRESS THE DRIVERS AND ROOT CAUSES OF VIOLENT EXTREMISM SUCH AS MARGINALIZATION, EXCLUSION, AND POOR GOVERNANCE. TO DATE, WE HAVE PRODUCED AND DISSEMINATED RADIO PROGRAMMING IN 14 LANGUAGES AND BROADCAST OVER 2,000 HOURS OF CVE AND BEHAVIOR CHANGE CONTENT THROUGH A VARIETY OF FORMATS, INCLUDING ROUND TABLES, VARIETY MAGAZINE SHOWS, SOAP OPERAS, AND CALL-IN SHOWS. IN THE YEARS TO COME, WE WILL CONTINUE TO AMPLIFY MODERATE VOICES OF PEACE AND INCREASE SOCIAL COHESION AND SOLIDARITY. IN 2020, THE PROJECT MEASURED FOR THE FIRST TIME THE ESTIMATED SIZE OF ITS ENTIRE AUDIENCE - INCLUDING ALL 82 STATIONS AMONG FIVE COUNTRIES. THE PROJECT ESTIMATES THAT V4P HAS OVER 6 MILLION LISTENERS, INCLUDING 2.6 MILLION IN CAMEROON, 1.6 MILLION IN NIGER, 900,000 IN CHAD, 750,000 IN BURKINA FASO, AND 125,000 IN MALI. IN 2020, EQUAL ACCESS INTERNATIONAL (EAI) CONTINUED IMPLEMENTATION OF ITS THREE YEAR PROJECT, AMPLIFYING ALTERNATIVE NARRATIVES TO PREVENT VIOLENT EXTREMISM IN CHAD, DESIGNED TO PREVENT THE SPREAD AND INFLUENCE OF VIOLENT EXTREMISM AND AMPLIFY ALTERNATIVE NARRATIVES AND LOCAL VOICES IN CHAD. THE PROJECT IS FINANCED BY THE COOPERATION SUISSE AND DESIGNED TO SUPPORT THE REGIONAL OBJECTIVES OF USAID'S VOICES FOR PEACE PROJECT BY REINFORCING PROGRAMMING AROUND THE LAKE CHAD REGION AND EXTENDING ACTIVITIES INTO CHAD'S SOUTHERN REGIONS. THE PROJECT WORKED WITH CURRENT V4P STAFF AND PARTNERS TO IDENTIFY UNIQUE WAYS TO STRENGTHEN AND EXPAND EXISTING ACTIVITIES UNDER THE USAID-FUNDED VOICES FOR PEACE PROJECT THROUGH THIS PROJECT. THE SWISS-FUNDED TEAM CARRIED FORWARD PRODUCTION OF V4P'S RADIO SOAP OPERA, A HALLMARK ACTIVITY THAT HAS BEEN EMPIRICALLY DEMONSTRATED TO POSITIVELY CHANGE ATTITUDES AND BEHAVIORS TOWARDS VIOLENT EXTREMISM AMONG ITS LISTENERS. IN SUMMER OF 2020, EAI FINISHED CONSTRUCTION ON A NEW RADIO STATION AND TOWER IN BAGA SOLA, ON THE SHORES OF LAKE CHAD. THIS PROJECT, FINANCED BY VOICES FOR PEACE AND THE SWISS, PRIMARILY SUPPORTS THE PROGRAM'S APPROACH OF IMPROVING ACCESS TO INFORMATION AND PROVIDING PLATFORMS FOR POSITIVE COMMUNITY VOICES TO ENGAGE WITH OTHER CITIZENS, COMMUNITIES, AND AUTHORITIES. THIS CONSTRUCTION IS A CROWNING ACHIEVEMENT FOR EAI'S DECADE OF WORK IN THE SAHEL, AND WILL GREATLY EXPAND THE REACH AND POWER OF V4P RADIO PROGRAMMING AND MESSAGING TO VULNERABLE COMMUNITIES AROUND THE LAKE. THE PARTICIPATORY RESPONSIVE GOVERNANCE (PRG) - PRINCIPAL ACTIVITY (PA) IS IMPLEMENTED BY COUNTERPART INTERNATIONAL, INC. (CPI). IN 2016, CPI HAS AWARDED EAI A GRANT TO CARRY OUT CIVIC EDUCATION ACTIVITIES AND FACILITATE PUBLIC DIALOGUES THAT ARE RESPONSIVE TO PUBLIC PRIORITIES IN NIGER. IN MARCH 2020, EAI RECEIVED A COSTED EXTENSION TO CONTINUE ITS WORK AND TO ENSURE SUSTAINABILITY OF IT INTERVENTIONS IN THE COMMUNITIES PRG-PA SERVED. BY THE END OF EAI'S AWARD IN NOVEMBER 2020, CONTINUED ITS RADIO PROGRAMMING ACROSS 33 RADIO STATIONS, UTILIZING OVER 100 LISTENING AND DISCUSSION ACTION GROUP (LDAG) SESSIONS TO ENSURE RADIO PROGRAM CONTENT WAS ADAPTING TO REAL-TIME NEEDS AND CONCERNS OF CITIZENS AROUND HEALTH, SAFETY, SECURITY, AND GOOD GOVERNANCE. EAI TRAINED LOCAL PRODUCERS AND PRESENTERS FROM PRG-PA RADIO PARTNERS TO PRODUCE MEANINGFUL RADIO CONTENT AND TO MODERATE AND MANAGE LIVELY ON-AIR DEBATES. INSTILLING THESE SKILLS EMPOWERED THEM TO CREATE THEIR OWN CONTENT AND FACILITATE SIMILAR CONVERSATIONS AMONG CITIZENS AFTER PRG-PA ENDED. EAI ALSO TRAVELED THROUGHOUT PRG-PA TARGET COMMUNITIES AND HOSTED A SERIES OF DISCUSSIONS AROUND ACCOUNTABILITY THAT BROUGHT TOGETHER CITIZENS, PROMINENT LOCAL EXPERTS (RESEARCHERS, ACADEMICS, ETC.
