The 990 form was prepared by the outside accounting firm and reviewed by senior management officials. A copy was sent to each board member before filing with the irs.

Form 990, Part VI, Section B, Line 12C

Pursuant to the written conflict of interest policy, employees are expected to use good judgement to adhere to high ethical standards and to avoid situations that create an actual or potential conflict of interest between the employee's personal interests and the interests of equal access. Employees unsure as to whether a certain transaction, activity, or relationship constitutes a conflict of interest discuss it with their supervisor or the ceo for clarification. Any exceptions to this guideline, including failure to disclose any conflicts or to seek an exception, will result in disciplinary action, up to and including termination of employment. The board is required to annually disclose any conflicts of interest. If a conflict of interest were to occur, the member would recuse himself/herself from discussing and voting on the matter.

Form 990, Part VI, Section B, Line 15A

The process for determining the president/ceo's salary included a review and approval by the independent board members who used comparable salary data. The board member's decision was documented in the minutes and personnel files. The last review was conducted in march 2017. The president/ceo, along with a board member, determined the salaries for the other officers using comparable salary data and contemporaneously documented their decisions in the personnel files.

Form 990, Part III, Line 4A

Tech camps brought together more than 200 youth from different communities in the priority zones to create national youth advocacy networks, learn advocacy techniques, and be trained in the use of social media, and techniques for filming, editing and uploading videos using smartphones. Youth video competitions conducted in synergy with the camps in niger and burkina resulted in the production of 14 user-submitted videos in niger and 16 in burkina, amounted to a total of several thousand views and 160 hours of online viewing. With the support of the u.s. Embassy in chad, equal access continued to work collaboratively with four radio stations in amtiman, bousso, guereda, and massenya. Ea-chad provided trainings to radio personnel and radio station committee members throughout 2017 to ensure that they have the skills to continue producing, broadcasting, and managing their stations. In february 2017, ea-chad finished building the newest and fifth community radio station in karal. The inauguration of the station took place in early july 2017 in which the american ambassador to chad and other embassy representatives, the sultan of hadjar lamis, the governor of karal, as well as representatives from the hcc and communications minister joined eai celebrated the newest station. This station demonstrated reaching nearly 80 km out of karal and provides information to people who live surrounded by terrorist threats and a lack of information. Ea-chad also provided funds to reconstruct a radio tower that fell in massenya at one of our other radio partners, radio mourgoudida.

Planned activities to take place include media production and community engagement, radio psas and programs, mobile theater performances and post-performances discussion groups, university engagement and mobile shuras, and online engagement through social media production and monitoring. In december eai held the first cag meeting and organized the stakeholders workshop. Further program activities extended into 2018.

THEMATIC AREAS FOCUSED ON THE HEALTH OF THE MOTHER AND CHILD, NUTRITION FOR BOTH THE MOTHER AND CHILD, AS WELL AS THE NECESSITY OF KEEPING GOOD HYGIENE. PUSH CAMPAIGNS WERE USED SUCCESSFULLY ON THIS PROJECT TO GET A BETTER SENSE OF DEMOGRAPHICS OF LISTENERS, BUT ABOUT THE IMPACT OF THE SHOW.PARTICIPATORY, RESPONSIVE GOVERNANCE IN NIGER. WORKING AS SUB TO COUNTERPART INTERNATIONAL, EQUAL ACCESS AIMED TO IMPROVE COLLECTIVE (GOVERNMENT AND CITIZEN) RESPONSIVENESS TO PRIORITY PUBLIC NEEDS SUCH AS HEALTH, EDUCATION, AND SECURITY, AS WELL AS THE THREE FOLLOWING OUTCOMES: (A) ELECTIONS ARE MORE RESPONSIVE TO PRIORITY PUBLIC NEEDS; (B) INFORMED MULTISTAKEHOLDER (GOVERNMENT AND NON-GOVERNMENT) CONTRIBUTION TO SPECIFIC ELEMENTS OF REFORM IMPLEMENTATION FOR TARGETED CITIZEN PRIORITIES; AND (C) INCREASED CAPACITY OF KEY ACTORS TO PROMOTE COLLECTIVE ACTION. DURING 2017, A KEY COMPONENT OF THE PROJECT'S SCALING STRATEGY WAS ITS TRAINING AND MENTORSHIP OF NIGERIEN MEDIA PROFESSIONALS, PARTICULARLY WOMEN AND MINORITIES, TO FOSTER GREATER AWARENESS AND DISCUSSION OF CITIZEN PRIORITIES AT THE NATIONAL, REGIONAL, AND LOCAL LEVEL. AS PART OF PRG-PA'S OVERALL COMMITMENT TO LEARNING AND RESEARCH, THE INFORMATION AND LEARNINGS THAT EMERGED FROM THE DISCUSSIONS GENERATED BY PRG-PA'S ACTIVITIES WAS COMMUNICATED ACROSS DIFFERENT PLATFORMS, INCLUDING RADIO (DEBATES, ROUNDTABLES, AND MAGAZINES), SOCIAL MEDIA AND IVR/SMS PLATFORMS. IN 2017, EA-NIGER PRODUCED 22 EPISODES RELATING TO EDUCATION AND HEALTH WHICH WAS BROADCASTED ON COMMUNITY STATIONS IN FOUR DIFFERENT REGIONS OF NIGER (AGADEZ, DIFFA, NIAMEY, AND ZINDER). TO ACHIEVE THESE OBJECTIVES, EQUAL ACCESS WILL SUPPORT A CULTURALLY-RESONANT COMMUNICATIONS ENVIRONMENT OF INDIGENOUS CVE NARRATIVES BY BUILDING THE CAPACITY OF LOCALLY INFLUENTIAL VOICES, ESTABLISHING INTERACTIVE MEDIA PLATFORMS, AND ENGAGING AT-RISK YOUTH, WOMEN, AND COMMUNITIES WITH QUALITY, CREDIBLE CVE CONTENT.FOLLOWING THE RECRUITMENT OF STAFF AND PROCUREMENT AND FURNISHING OF OFFICES IN THE FIRST AND SECOND QUARTERS, THE V4P TEAM LAID THE FOUNDATION FOR THE PROJECT'S LONG-TERM RELEVANCE AND SUCCESS WITH FORMATIVE RESEARCH. THE COMPREHENSIVE FORMATIVE RESEARCH PROCESS INCLUDED STAKEHOLDER AND AUDIENCE ENGAGEMENT, RADIO SECTOR AND CIVIL SOCIETY MAPPING, AS WELL AS OUTREACH TO EXISTING CVE AND PEACEBUILDING STRUCTURES AND CONSTITUENCIES. ALSO DURING FORMATIVE RESEARCH, V4P WORKED TO ASSESS THE TECHNICAL AND MANAGEMENT CAPACITY OF RADIO STATION PARTNERS ACROSS THE REGION, AND TO COLLECT THE DATA NECESSARY TO CREATE NATIONAL, LOCAL AND REGIONAL FM SIGNAL COVERAGE MAPS. THE OBJECTIVE OF THE RESEARCH EXERCISE WAS TO OBTAIN THE QUALITATIVE INFORMATION NECESSARY TO INFORM THE INITIAL PROGRAM STRATEGY FOR THE V4P PROJECT. ONE GOAL OF THIS PROJECT WAS TO REVIVE HUJRA AND MAKE THE COMMUNITIES REALIZE THAT THEY NEEDED TO INVOKE ABANDONED TRADITIONS LIKE THIS ONE, TO BRING TOGETHER A FRAGMENTED AND DISINTEGRATED SOCIETY TO DEVELOP LOCAL SOLUTIONS OF PRESSING PROBLEMS INCLUDING CIVIC ACTIVISM.THE EA TEAM ALSO SUCCESSFULLY STAGED A TOTAL OF 4 MOBILE THEATER PERFORMANCE (MTPS) THROUGHOUT FATA AND KP WITH THE OBJECTIVE OF PROMOTING PEACE MESSAGING, AND ENCOURAGING BEHAVIOR CHANGE REGARDING FATA REFORMS AS WELL AS ENCOURAGING YOUTH WITH THE RESPONSIBILITY TO PLAY CIVIC ACTIVIST ROLE IN SOCIETY. SOME 877 PERSONS ATTENDED THE 2017 MTPS. THESE MTPS PLAYED A CRITICAL ROLE IN PROMOTING FATA REFORM AND CIVIC ACTIVISM INTERCONNECTED WITH OUR RADIO PROGRAMMING THEMES.AS A FINAL ACTIVITY, THE EA TEAM SUCCESSFULLY IMPLEMENTED A TOTAL OF THREE SPORT COMPETITIONS/GALAS IN MORE THAN 6 VILLAGES THROUGHOUT FATA AND KP WITH THE OBJECTIVE OF CREATING EDUCATIONAL AND RECREATIONAL OPPORTUNITIES FOR PAKISTANI YOUTH IN FATA AND KP. THE SPORTS COMPETITIONS WERE SUCCESSFULLY ORGANIZED AT KURRAM AGENCY, LUCKY MARWAT AND MALAKAND AGENCY WITH THE PURPOSE OF PROMOTING YOUTH ENGAGEMENT IN CIVIC ACTIVITIES, WHILE ENSURING THE ACTIVE PARTICIPATION OF 723 YOUTH BETWEEN THE AGES OF 21 YEARS TO 35 YEARS INCLUDING 215 (29%) MALE AND 448 (71%) FEMALES. THE PK-08 PROGRAM COMPLETED IN DECEMBER, 2017.THE PARTICIPANT MEDIA GIRLS' EDUCATION CAMPAIGN CONTINUED IN 2017 TO PRODUCE AND BROADCAST SEVERAL SHORT RADIO SPOTS/PIECES IN PAKISTAN WITH GIRLS FOCUSED ON THEIR EDUCATIONAL RIGHTS AND ADVOCACY. PRODUCTION HAPPENED IN CLOSE COORDINATION WITH ITA IN PAKISTAN WHO MANAGED IMPLEMENTATION OF OTHER PROJECT COMPONENTS. EQUAL ACCESS' KADAM PAKADAM WEEKLY MAGAZINE PROGRAM BROADCAST ON RADIO PAKISTAN FM STATIONS AROUND THE REGION SET THE STAGE AND DISCUSSED WOMEN'S EMPOWERMENT MORE BROADLY IN A CULTURALLY RESONANT WAY INCLUDING STORIES FROM COMMUNITIES, INTERVIEWS WITH KEY INFLUENCERS AND LOCAL CELEBRITIES, MUSIC AND DRAMA WHERE POSSIBLE. IN TOTAL, 420 RADIO SPOTS WEREPRODUCED, BROADCAST AND AIRED.
