Mission

The Alliance for Peacebuilding's mission is threefold: Innovate - We cultivate innovation in the field of peacebuilding by accelerating and integrating new concepts and approaches through inventive and collaborative programming that pushes the boundaries of traditional peacebuilding and effectiveness. Impact - We prove the impact of peacebuilding by encouraging a culture of monitoring and evaluation (M&E) across the field - developing more rigorous M&E methods and fostering a culture of openness and accountability. Influence - We influence the broader peacebuilding field by fostering an understanding of systemic approaches to peacebuilding and conflict resolution, and ensuring they are integrated into the programs and policies of governments and donors, international agencies, and non-government organizations; and by shifting public awareness and promoting social action through the use of media to effectively convey peacebuilding and conflict resolution messages.

The Alliance for Peacebuilding is a leader in developing and disseminating innovative approaches to peacebuilding, catalyzing collaboration between related fields including development, relief, human rights, democracy, security sector reform, media, neuroscience, and others. AfP connects its members and civil society actors from around the world with US policymakers and broad international policy initiatives. AfP is a global membership association of 100 peacebuilding organizations, 1,000 professionals, and a network of more than 15,000 people developing processes for change in the most complex, chaotic conflict environments in the US and around the world. AfP amplifies the strengths of its members and works collaboratively on issues that are too large for any one organization to tackle by itself. AfP's membership is a coalition of organizations and professionals around the world working together to enhance the impact and effectivenss of the peacebuilding community.

Form 990, Part VI, Section A, Line 7A

AfP organization members have the power to elect or appoint one or more members of the governing body. The AfP Membership Manual states: The Designated Representative (DR) is the duly authorized agent of an organization for the purpose of participating in AfP decision-making structures and governance (e,.g. the Annual Conference, committee membership, Board elections, etc). Member organizations should be represented in AfP's governance by principals of the organizations(e.g. CEOs or directors of programs or divisions charged with carrying out the organization's international peacebuilding work). lt is important that all AfP DRs have stature and authority within their own organizations to make commitments to AfP on behalf of those organizations. Participation in governance should be by that individual, not by proxy. In certain situations, another staff person may be substituted, with approval by AfP's CEO. One of the most important functions of the Designated Representative is voting on new AfP Board Members, and new BY-LAWS amendments. Section 3.07 of our BY-LAWS states that "a quorum for the transaction of any business shall consist of at least one third (1/3) of the entire organizational membership present". Electronic voting is allowed under the bylaws. Section 3.08 of AfP's BY-LAWS describes the voting procedure: Each member shall have one (1) vote. Whenever any corporate action is to be taken by vote of the members, it shall, except as otherwise required by law, be authorized by consensus, or where consensus cannot be reached, by a majority of the votes cast at a meeting of members by the members entitled to vote thereon. Voting on all matters may be conducted by mail, telephone call, telegram, cablegram, electronic mail, or any other means of electronic or telephonic transmission provided that the member shall state, or submit information from which it can be determined, that the method of voting chosen was authorized by the member.

Financial Statement Notes

Alliance is exempt from income taxes, except for unrelated business income, under section 50l(c)(3) of the Internal Revenue Service Code, and has not been classified as a private foundation. Consequently, there is no provision for income taxes. Alliance had no unrelated business income for the year ended December 31, 2018. Alliance adopted the provisions of F ASB ASC, "Accounting for Uncertainty in Income Taxes, " having no significant impact on its financial statements. The provisions clarify the accounting for uncertainty in income taxes recognized in an organization's financial statements. Management believe it has taken no uncertain tax positions that require disclosure. Tax return filings are subject to examination by the IRS, generally for three years after they are filed. Alliance's tax returns for tax years before 2015 are no longer subject to examination.

This requires building capacity to capture high quality, actionable data; encouraging the field to become more evidence-based; and making a stronger case for peace through shared research efforts to synthesize impact. AfP is not only designing how to prove impact but is also building capacity to measure results among its members, so collectively they can be more effective in reducing violence and building sustainable peace. AfP made great strides in 2018 to achieve our goals and promote opportunities for shared learning around monitoring and evaluation (M&E). Over the course of 2018, AfP co-hosted its first Peacebuilding M&E Solutions Forum with the United States Institute of Peace and One Earth Future Foundation, supported a dedicated L&E tract at PeaceCon, provided capacity building to more than 30 global peacebuilders participating in the IREX Community Solutions Program, and provided technical support to the inaugural Somalia SDG 16 Monitoring and Evaluation Task Force with UNDP, UNPBSO, and the Global Alliance. The Solutions Forum was a unique opportunity for M&E practitioners to come together, network, and connect with counterparts. It further provided participants with an open environment in which to share best practices, lessons learned, results, and evidence from across a broad spectrum of M&E activities in peacebuilding programming. The full-day event was met with overwhelming support, interest, and success. It hosted over 150 individuals from around the world, featured 30 presentations, and had 48 presenters from 11 countries. It also supported a scholarship fund to bring six presenters from around the world to share their work and enhance this learning event. It was an unparalleled opportunity for AfP to convene a safe space for knowledge and ideas exchange and employ action learning to develop creative, flexible, and successful strategies to pressing M&E problems in the peacebuilding field. In addition to convening our own events, AfP has been supporting our members and the United Nations through practical capacity building. The focus of this work has been to provide recommendations and skills building on the actual process and methodology of measuring to move beyond discussion and present feasible solutions on how to measure peace. 2018 also marked a considerable transition for AfP in how we define, prioritize, and conduct our research. Recognizing that most peacebuilding organizations operate within a single programming area or approach and conduct research to support those efforts, AfP's research efforts in 2018 looked to bridge the gap between organizational-relevant research and sector-wide learning. Our work has focused on synthesizing available data and learning into approachable formats, conducting relevant research, and developing partnerships with leading academics and institutions. AfP has focused on how we concatenate, translate, and make available guidance, research, and outcome-level learnings that are usable and practical. Lessons learned from this work enable AfP to better provide actionable recommendations to our members and the broader community on peacebuilding M&E, as well as participate in the development of innovative M&E systems intended to improve the impact and accountability of international investment in Sustainable Development Goal 16. This includes publishing the "Guiding Steps for Peacebuilding Design, Monitoring, and Evaluation," leading research and making policy-relevant recommendations on employing adaptive management in peacebuilding, and the publication of the "Snapshot of Adaptive Management in Peacebuilding Programs." AfP has further undertaken our own additional research efforts to better understand the state of the peacebuilding field.
