Mission

To assist victims of violence and to promote safety, peace and respect for all individuals.

Preventing violence. Promoting safety. Building hope. Cvic's safer tomorrows road map is unprecedented in its multi-faceted approach to end interpersonal violence by simultaneously addressing safety, healing and prevention/education. We continue to rise to meet the need for safety services while also investing in long term services. We've now completed our business plan for a self-sustaining therapy center and are in the final stages of receiving approval from our federal funders to begin billing insurance for services. This plan represents a groundbreaking approach with enormous potential not only for cvic, but also for other domestic violence/sexual assault agencies in the future. Our education and prevention work continues to grow, impacting elementary, middle, high school, and college students across grand forks county, and we continue to spread community awareness of interpersonal violence and prevention through the green dot program.

The organization requests conflicts of interest be reported as they arise. Each board member also signs the conflict of interest policy annually. A discussion on conflict of interest and what that entails is also included as part of the board orientation process.

Compensation for the president/ceo is determined by the board of directors based on years of service and annual performance appraisals. Merit increases are included in the budget each year and the board approves the budget. Merit increases are implemented if funds allow. Supervisors conduct annual performance appraisals and approve merit increases. Every three years, the director of human resources conduct a salary survey to compare salaries and benefits paid by cvic to those reflected in the regional survey conducted by nonprofit times, and to salaries and benefits paid by other similar agencies around the state.

In 2024, 29 local volunteers provided services to cvic in a variety of areas: serving as hosts, guests and speakers for take back the night rally, a domestic violence awareness event on the campus of the university of north dakota. Providing services for office work, in general. Unpaid supervised volunteers, interns, provided advocacy, crisis intervention, legal, violence intervention, supervised visitation and exchanges and counseling services.

Financial Statement Notes

PART V, LINE 4:

Earnings from endowment funds are used for operational expenses. Community violence intervention center's endowment consists of a fund established to support victim services and four funds established by the board of directors for a variety of purposes. As required by generally accepted accounting principles, net assets associated with the endowment funds are classified and reported based on the existence or absence of donor-imposed restrictions. The board of directors of community violence intervention center has interpreted the north dakota state prudent management of institutional funds act (spmifa) as requiring the preservation of the fair value of the original gift as of the gift date of the donor-restricted endowment funds absent explicit donor stipulations to the contrary. As a result of this interpretation, community violence intervention center classifies as net assets with donor restrictions(a) the original value of gifts donated to the permanent endowment, (b) the original value of subsequent gifts to the permanent endowment, and (c) accumulations to the permanent endowment made in accordance with the direction of the applicable donor gift instrument at the time the accumulation is added to the fund. The remaining portion of the donor-restricted endowment fund that is not classified in permanently restricted net assets is classified as net assets with donor restrictions until those amounts are appropriated for expenditure by the organization in a manner consistent with the standard of prudence prescribed by spmifa. In accordance with spmifa, the organization considers the following factors in making a determination to appropriate or accumulate donor-restricted endowment funds: 1.the duration and preservation of the endowment fund. 2.the purposes of the donor-restricted endowment fund. 3.general economic conditions. 4.the possible effect of inflation or deflation. 5.the expected total return from income and the appreciation of investments. 6.other resources of the organization. 7.the investment policies of the organization. On an annual basis, the board shall determine the percent of investment earnings that will be paid to the community violence intervention center for support of operations. In determining the payout amount, the board will target an amount equal to 5 percent of a previous 3 years annual moving average of the fund's market value. The board is encouraged each year to restrict the payout to one half of the targeted amount which would lead to more available spending in the long run - as corpus will grow larger and produce more revenue in future years. All earnings from donor restricted funds are classified as net assets with donor restriction until they are spent. Funds with deficiencies from time to time, the fair value of assets associated with individual donor-restricted endowment funds may fall below the level the donor or spmifa requires the organization to retain as a fund of perpetual duration. Return objectives and risk parameters community violence intervention center has adopted investment and spending policies for endowment assets that attempt to provide a predictable stream of funding to programs supported by its endowment while seeking to maintain the purchasing power of the endowment assets. Endowment assets include those assets of donor-restricted funds that the organization must hold in perpetuity. Under this policy, as approved by the board of directors, the endowment assets are invested in a manner that is intended to produce results that allow for distributions of dividends and interest income while maintaining the purchasing power of the investment portfolio. Actual returns in any given year may vary from this amount. Strategies employed for achieving objectives to satisfy its long-term rate-of-return objectives, the community violence intervention center relies on a total return strategy in which investment returns are achieved through both capital appreciation (realized and unreali

The organization was formed on september 10, 1980, as a nonprofit organization exempt from tax under section 501(c)(3) of the internal revenue code. The organization's policy is to evaluate the likelihood that its uncertain tax positions will prevail upon examination based on the extent to which those positions have substantial support within the internal revenue code and regulations, revenue rulings, court decisions, and other evidence. It is the opinion of management that the center has no significant uncertain tax positions that would be subject to change upon examination. The federal income tax returns of the organization are subject to examination by the irs, generally for three years after they were filed.

ELIZABETH (NAME AND SOME DETAILS CHANGED) CALLED CVIC SEEKING ASSISTANCE ON OBTAINING A PROTECTION ORDER. SINCE SHE LIVED IN A RURAL AREA, CVIC'S SPECIALIZED RURAL ADVOCATE FOLLOWED UP AND LET HER KNOW ABOUT THE RURAL OFFICE WHERE THEY COULD MEET TO MINIMIZE TRANSPORTATION BARRIERS. SHE MET WITH THE ADVOCATE AND RECEIVED EMOTIONAL SUPPORT, SAFETY PLANNING, CRISIS INTERVENTION, AND HOUSING ASSISTANCE. THE ADVOCATE ASSISTED HER WITH FILING A PETITION FOR AN EMERGENCY EX PARTE TEMPORARY DOMESTIC VIOLENCE PROTECTION ORDER. ELIZABETH WAS THEN CONNECTED WITH CVIC'S LEGAL SERVICES TO ENSURE SHE HAD LEGAL REPRESENTATION AT THE UPCOMING PROTECTION ORDER HEARING. THE RURAL ADVOCATE PROVIDED TRANSPORTATION ASSISTANCE TO GET THE CLIENT TO THE NECESSARY APPOINTMENTS TO INCREASE HER SAFETY. CVIC'S CLIENT ATTORNEY AND THE RURAL ADVOCATE PROVIDED ONGOING EMOTIONAL SUPPORT AND ADVOCACY SERVICES THROUGH THE STRESSFUL PROCESS OF GOING TO COURT WITH THE HOPES OF GETTING THE TEMPORARY ORDER EXTENDED BEYOND THE INITIAL TWO WEEKS. HER ATTORNEY WAS SUCCESSFUL, AND THE COURT GRANTED AN EXTENDED ORDER WHICH PROVIDED LONG-TERM PROTECTION. ELIZABETH CONTINUED TO BENEFIT FROM CVIC'S HOLISTIC SERVICES, AND BEGAN RECEIVING ON-GOING THERAPEUTIC SERVICES TO HELP HER CONTINUE HER HEALING JOURNEY.2) SAFE SHELTER: 106 PEOPLE WERE SHELTERED FOR 4,403 NIGHTS AT MARY'S PLACE WHILE THEY WORKED TOWARD SAFE AND INDEPENDENT LIVES.3) SELF-SUFFICIENCY: 9 FAMILIES WITH 10 CHILDREN RECEIVED TRANSITIONAL HOUSING SERVICES/RENTAL ASSISTANCE. 328 INDIVIDUALS RECEIVED ASSISTANCE WITH HOUSING, EMPLOYMENT, OR EDUCATION GOALS.4) CRIME VICTIM ADVOCACY: 1,499 VICTIMS AND WITNESSES OF CRIMES RECEIVED CASE INFORMATION AND SUPPORT THROUGH CRIMINAL PROCEEDINGS. CVIC'S VICTIM WITNESS SPECIALISTS ATTENDED 1,853 COURT HEARINGS WITH OR ON BEHALF OF CRIME VICTIMS AND ARRANGED AND ATTENDED 339 MEETINGS BETWEEN CRIME VICTIMS AND PROSECUTORS.SIDNEY (NAME AND SOME DETAILS CHANGED) WAS SEXUALLY ASSAULTED IN HER DORM WHILE UNCONSCIOUS AFTER ATTENDING A HOUSE PARTY. ON THE NIGHT OF THE CRIME, THE DEFENDANT LIED TO SIDNEY'S DESIGNATED DRIVER THAT HE, LIKE HER, LIVED IN THE GRAND FORKS AIR FORCE BASE DORMS. THE DESIGNATED DRIVER THOUGHT HE HAD LEFT SIDNEY SAFELY IN HER DORM, AND THAT SHE HAD LOCKED THE DOOR. HOWEVER, THE DEFENDANT WENT BACK TO HER DORM ROOM, ENTERED WITHOUT PERMISSION, AND SEXUALLY ASSAULTED HER. THE DEFENDANT WAS CHARGED WITH GROSS SEXUAL IMPOSITION AND BURGLARY SEVEN MONTHS AFTER THE INCIDENT. CVIC'S SPECIALIST AND THE BASE ADVOCATE KEPT SIDNEY APPRISED OF DEVELOPMENTS AS THE CASE WAS BEING PROSECUTED. IN THE INITIAL STAGES, SIDNEY JUST WANTED THE UPDATES. HOWEVER, SHE EVENTUALLY DECIDED SHE WANTED TO PROVIDE INPUT AND PARTICIPATE. WHEN AN AGREEMENT COULDN'T BE REACHED, A TRIAL WAS SCHEDULED. BUT THE TRIAL WAS CONTINUED FOUR DIFFERENT TIMES DUE TO A VARIETY OF REASONS INCLUDING A DIFFERENT DEFENSE ATTORNEY, PROSECUTOR, AND EVEN A DIFFERENT JUDGE BEING ASSIGNED. THIS ADDED TO THE STRESS AND STRAIN FOR SIDNEY AND THE OTHER WITNESSES INVOLVEDMANY HAD MOVED OUT OF STATE AND EVEN TO DIFFERENT COUNTRIES. THIS REQUIRED THE SPECIALIST TO PAY ADDITIONAL ATTENTION TO DETAIL WHEN SCHEDULING WITNESS PREPARATION MEETINGS IN DIFFERENT TIME ZONES ACROSS THE WORLD, ADJUST HER PHONE PLAN FOR INTERNATIONAL CALLS, AND TAKE MEETINGS BEFORE AND AFTER WORK, AND EVEN ON WEEKENDS. IRS990/ProgSrvcAccomActy2Grp/Desc0HEALING SERVICES SPECIALIZED SUPPORT HEALS THE IMPACT OF TRAUMA SO INDIVIDUALS CAN THRIVE. 1) YOUTH THERAPY: 125 CHILDREN IMPACTED BY VIOLENCE RECEIVED THERAPY TO ADDRESS TRAUMA. 78 YOUTH RECEIVED 1,016 INDIVIDUAL THERAPY SESSIONS AND 52 YOUTH PARTICIPATED IN 475 GROUP SESSIONS AT AREA SCHOOLS AND CVIC. 67 PARENTS RECEIVED EDUCATION ABOUT PARENTING NEEDS OF CHILDREN LIVING IN VIOLENT HOMES AND THE EFFECTS OF VIOLENCE/TRAUMA ON CHILDREN. WITH A FULLY STAFFED YOUTH THERAPY TEAM, THERE HAS BEEN A SIGNIFICANT INCREASE IN THE NUMBER OF THERAPY SERVICES PROVIDED TO YOUTH THIS YEAR, COMPARED WITH 2023. WE ADDED A RURAL YOUTH THERAPIST IN APRIL WHICH LED TO AN INCREASE IN REFERRALS FROM RURAL SCHOOLS, WITH 10 RURAL YOUTH CURRENTLY ON THE WAITING LIST. OUR RURAL YOUTH THERAPIST HAS A FULL CASELOAD AND IS PROVIDING SERVICES TO YOUTH AT FIVE SCHOOLS. THE NUMBER OF YOUTH PROVIDED INDIVIDUAL/FAMILY THERAPY HAS INCREASED 86% AND THE NUMBER OF SESSIONS FOR INDIVIDUAL/FAMILY CLIENTS INCREASED 216%. BECAUSE OF THE GROUP THERAPIST POSITION PARTIALLY FUNDED BY GRAND FORKS PUBLIC SCHOOLS, THE NUMBER OF YOUTH PARTICIPATING IN GROUPS HAS INCREASED BY 767%, AND THE NUMBER OF SESSIONS BY 1,339%, THIS YEAR. AS ADULT THERAPY CONTINUES TO BE FULLY STAFFED, SERVICES ARE SIMILAR TO WHAT WAS PROVIDED IN 2023. WE HAVE WAITING LISTS FOR BOTH ADULT AND YOUTH THERAPY SERVICES.2) ADULT THERAPY: 128 ADULTS RECEIVED THERAPY SERVICES, INCLUDING 120 ADULTS WHO RECEIVED 1,369 SESSIONS OF INDIVIDUAL THERAPY, 13 IN RESTORATIVE THERAPY, AND 17 ADULTS WHO PARTICIPATED IN 143 SUPPORT GROUP SESSIONS. 100% OF ADULT CLIENTS SURVEYED SHOWED IMPROVEMENT IN EMOTIONAL CONDITION. MAYA (NAME AND SOME DETAILS CHANGED) SOUGHT OUT THERAPY TO HELP PROCESS AND WORK THROUGH THINGS THAT SHE DEALT WITH NOT ONLY AS A CHILD, BUT ALSO IS CONTINUING TO DEAL WITH AS A YOUNG COLLEGE STUDENT. GROWING UP, SHE FELT AFRAID TO TALK ABOUT FEELINGS IN HER HOME, AND ENDURED EMOTIONAL ABUSE FROM HER PARENT, WHICH HAS CONTINUED INTO HER ADULTHOOD. THIS EMOTIONAL ABUSE OFTEN CAUSED HER TO HAVE NEGATIVE THOUGHTS ABOUT HERSELF SUCH AS, "I AM UNWORTHY, AND MADE HER FEEL AN INCREDIBLE SENSE OF SELF-DOUBT AND DISAPPOINTMENT. THROUGH EMDR, MAYA HAS BEEN ABLE TO PROCESS THESE FEELINGS, CHALLENGE THOSE THOUGHTS, AND COME TO THE POINT OF BELIEVING THAT SHE IS WORTHY, KNOWLEDGEABLE, AND STRONG. SHE IS CONTINUING TO SET BOUNDARIES WITH HER PARENT AND STAND UP FOR HERSELF BY COMMUNICATING TO HER PARENT THAT SHE DOES NOT DESERVE TO BE TREATED POORLY.
