The finance and executive committees will review the 990 and then present it to the board of directors for approval. Formal board approval will be documented in the board meeting minutes prior to filing.

The organization has a written conflict of interest policy that is completed annually by directors and employees. Signed statements are on file at the organization's office. The board (or a duly constituted committee thereof) shall determine whether a conflict exists and in the case of an existing conflict, whether the contemplated transaction may be authorized as just, fair and reasonable to project fine. The decision of the board (or a duly constituted committee thereof) on these matters will rest in their sole discretion, and their concern must be the welfare of project fine and the advancement of its purpose.

A performance review of the executive director is conducted annually by the executive committee of the board of directors. The review and any applicable salary adjustment is brought before the full board for a vote and documentation in the meeting minutes. The purpose of the review is to document the past year's performance, develop a work plan for the coming year, provide feedback for work related goals and determine what resources are needed to be successful. The review shall be written and specifically address each of the areas noted above. Following the performance review, the board of directors will meet in closed session to discuss the review. At this time, the board will also discuss any necessary compensation adjustments. Any adjustments will be voted upon by the board of directors and presented to the executive director.

Employment services: connect refugees and immigrants with employment and training to reach their economic goals. In 2024, 302 hours of services were provided to 261 individuals. Wesa outreach: this project provided outreach about the women's economic security act, which outlines requirements for workplace conditions and time off for pregnant women or new parents. In 2024, staff conducted 9 calls and 2,900 home visits to share information. Welcoming table: this project is an opportunity for the community to come together to share a meal and build cross-cultural relationships. 5 gatherings were held in 2024 in winona and st charles, with 430 people participating. Esst outreach: this project provided information about the new mn earned sick and safe time law. Staff conducted 100 outreach calls and 62 home visits to share information, and reached an additional 1,000 people through local softball games and other community events. My hmong roots: providing hmong language classes for children. In 2024, 38 youth participated. Girls reaching above and beyond: designed to help girls age 10-18 discover their identity and strengths and create a roadmap to pursue their dreams. In 2024, 72 girls participated. College education connection: provides academic support and access to resources for youth as they pursue higher education. In 2024, 5 scholarships were awarded to program participants. Force: this program is designed for middle and high school boys and focuses on developing positive character traits and values, promoting healthy lifestyle choices, and preparing for financial stability. In 2024, 31 boys participated in program activities. Energy efficiency outreach: the goal of this project is to provide education and connections to resources to help refugees and immigrants improve the energy efficiency of their homes and learn about clean energy. 51 people participated in educational sessions. Cultural arts & ancestry st charles: this program offers art classes focused on a traditional or folk art, taught by local refugees or immigrants. 2024 classes included puerto rican dancing, mexican corn husk dolls and hmong story cloth, and 77 people participated. Crime prevention program: this program provides information and education about laws and the criminal justice system for refugees and immigrants. In 2024, 105 people participated in program activities, which included sessions on drug and alcohol use, a tour of the jail, dialogue with law enforcement and information about internet safety and social media scams. Early learning program: provides resources, education and support for refugee and immigrant families with young children age 0-5. Activities include in-home visits to families focused on cognitive and social learning, mental health and parental engagement. During 2024, 453 hours of individualized training were provided. Follow along program community connectors: follow along is offered by the mn department of health to support families with young children as they grow and learn. Project fine was one of 8 organizations across the state selected to offer culturally and linguistically inclusive outreach and support to families as they enroll in the program. In 2024, we engaged with 20 local families and registered 7 to participate. Microbusiness support: this project offers support for refugee and immigrant entrepreneurs, focusing on very small businesses, usually sole proprietors or home based operations. In 2024, 6 entrepreneurs received support. Cultural arts & ancestry winona: this program offers art classes focused on a traditional or folk art, taught by a local refugees or immigrants. 2024 classes included painting, pinata, dancing, and feather crowns, and 128 people participated. Supporting growers: provides agricultural education for refugees and immigrants, and increases access to resources related to gardening or growing food. IN 2024, 105 PEOPLE PARTICIPATED IN PROGRAM ACTIVITIES, WHICH INCLUDED SESSIONS ON DRUG AND ALCOHOL USE, A TOUR OF THE JAIL, DIALOGUE WITH LAW ENFORCEMENT AND INFORMATION ABOUT INTERNET SAFETY AND SOCIAL MEDIA SCAMS.
