Financial Statement Notes

Part X, Line 2:

In accordance with accounting standards, which provides accounting and disclosure guidance about uncertain tax positions taken by the Agency, management believes that all of the positions taken by the Agency in its federal and state income tax returns are more likely than not to be sustained upon examination. The Agency files returns in the U.S. Federal jurisdiction and the State of California. The Agency's federal income tax returns for the prior three tax years remain subject to examination by the Internal Revenue Service. The Agency's California income tax returns for the prior four tax years remain subject to examination by the Franchise Tax Board.

IRS990/Desc0Direct Family, Youth and Adult ServicesNurturing Parenting ProgramFor the last eight years, we have been contributing to the prevention of child maltreatment by teaching parents and caregivers how to be nurturing, build self-worth, and grow closer as a family. Our Nurturing Parenting Program provides parenting classes and individual case management services to parents with children 5 years old or younger, as well as expecting parents, to develop positive parenting skills. In 2018-19, 57 individuals completed the program at various locations, and all of them reduced at least one risk category as measured by the Adolescent and Adult Parenting Inventory, whether from high to moderate/low risk or from moderate to low risk of abusive parenting. One-fifth of the parents (21%) reduced risk of abusive parenting from high to low risk, while a third (34%) went from high to moderate risk and 45% went from moderate to high risk.Mamas y BebesOur prevention efforts in mental health focused on preventing the onset of major depressive episodes during the pre and postpartum period among Latina women by teaching them mood management skills. We implemented Mamas y Bebes, an interactive program that promotes healthy mood, bonding with one's baby, and strategies for coping with stress, offered to pregnant women and new mothers who are at risk for developing perinatal depression. The 28 participants who completed the program during 2018-19 showed a decrease in depressive symptoms to a level well below the cutoff for at-risk status for clinical depression (from average score 25.8 before the program to 6.52 after the program).Positive Prevention PlusTo prevent teenage pregnancy, we have been delivering the Positive Prevention PLUS curriculum to area youth. In 2018-19, this 14-day evidence-based instruction was provided to all 7th and 8th grade students in three junior high schools, reaching over 1,500 teenagers. Based on a random sample of nine classes, students showed an increase in knowledge of sexual health with average post-test score being 20% higher than their average pre-test score. All sampled classes showed an increased score from pre to post. The BLOCKIn May 2018, we opened a youth drop-in center for youth aged 12 to 21 who need a safe place to be and to receive services. The BLOCK (Build connections - Learn new skills - Overcome barriers - Chill out - Keep coming) provides a positive environment where homeless, foster, and other youth gain tools to build connections with peers and their community, learn and develop skills, become advocates for themselves and learn to access community resources. In 2018-19, the BLOCK served 98 youth who altogether visited the center over 700 times. On average, youth spent close to three hours on each visit, receiving resources, coaching, and employment and independent living skills training.

Key awareness and exposure activities include career speaker events, job shadows, site visits, and the Health Professions Conference. 862 students attended career speaker events 823 students attended 18 seminars 840 students attended 2 Health Professions Conferences 783 students participated in 21 site visits 51 students completed job shadowsFor career preparation, we offered general healthcare (LIFE- Learning Inspired Field Experience) and primary care (White Coat) internships, providing 40 to 60 hours of hands-on learning in the field to 96 high school students. About 220 students participated in mock interviews to develop their job search and interviewing skills. For career-related training 1,069 students received Hands-Only CPR training.MIND programOur Moving In New Directions (MIND) program provides behavioral/mental health training and support to high school students and staff to promote careers in the behavioral/mental health field as well as establish a safe school environment. Over 250 students in two high schools participated in activities such as industry tours, job shadows, mentoring, and internships. In 2019, 93% of 30 high school seniors who participated in the MIND program were admitted to a 4-year university, with the intention to pursue a career in mental/behavioral health. The majority of 2018-19 MIND students in all grades (79% of 80 surveyed) reported becoming much more knowledgeable about (a) how to identify and help someone with suicidal thoughts and (b) the cultural differences in perception of mental health. In addition, the majority indicated that the advocacy component of the program helped decrease stigma about mental health across campus (61%).JUMP ClubsIn 2018-19, we implemented the Junior Upcoming Medical Professionals (JUMP) program and provided technical assistance to 12 middle schools. About 350 students met twice a month and participated in career exploration through guest speakers, field trips, and other hands-on activities throughout the year. At the end of the year, three-quarters (75%) of the students could see themselves in a healthcare career. The majority of students (97% of 179 students surveyed) reported wanting to learn more about healthcare careers after participation in the program as opposed to 88% before participation. As an indication of their interest, 66% of the students stated they will seek more information about healthcare and 62% said they will take healthcare related courses in high school if offered.Nexus groupsThroughout 2018-19, we continued to convene the Inland Health Professions Coalition (IHPC) and the Nexus groups to support the region's students and educators in healthcare work-based learning activities. Four Nexus groups serve 4 areas of the Inland Empire: San Bernardino and surrounding cities, West San Bernardino County and East LA County, northeast Riverside County, and Southwest Riverside County.Community Health and Policy AdvocacyHealthy Jurupa ValleyWe celebrated our 6th year partnering with the City of Jurupa Valley to implement Healthy Jurupa Valley (HJV). With five action teams focusing on different facets of community health, HJV has become a model for Healthy City initiatives. In 2018-19, HJV hosted the Jurupa Valley Small Business Summit and Expo, painted murals and crosswalks, planted an Edible Path to School, and involved local high school youth to learn drug refusal skills, just to name a few activities. These activities aim to equip small businesses with tools for effective management, draw more residents to those businesses and community resources, encourage residents to stay active an
