Financial Statement Notes

In accordance with accounting standards, which provides accounting and disclosure guidance about uncertain tax positions taken by the Agency, management believes that all of the positions taken by the Agency in its federal and state income tax returns are more likely than not to be sustained upon examination. The Agency files returns in the U.S. Federal jurisdiction and the State of California. The Agency's federal income tax returns for the prior three tax years remain subject to examination by the Internal Revenue Service. The Agency's California income tax returns for the prior four tax years remain subject to examination by the Franchise Tax Board.

IRS990/ProgSrvcAccomActyOtherGrp/Desc0Community Health and Policy (CHP) The CHP team offers specialized programs and courses that focus on substance abuse prevention. We work with community members, students, educators, and government leaders to create safe and healthy neighborhoods. Our prevention team offers Drug Trend Presentations and Responsible Beverage and Sales Trainings.
IRS990/ProgSrvcAccomActyOtherGrp/Desc1Community and Family Wellness (CFW) The CFW team applies data-driven, trauma-informed strategies with evidence-based, research-focused frameworks to improve overall well-being and outcomes for children and families. Programs serve families by working collaboratively to enhance communication, promote safety, and provide healthy alternatives, all aimed at building a nurturing environment where families can thrive.
IRS990/ProgSrvcAccomActyOtherGrp/Desc2Youth Court The Youth Court program represents a collaborative effort between Fontana School Police, Fontana Unified School District, Jurupa Unified School District, and Reach Out, serving as a voluntary diversion initiative that connects students with wraparound services designed to keep them out of the traditional juvenile justice system. This innovative program addresses first-time and minor offenses, ensuring all proceedings remain confidential. Youth Court has proven effective in preventing first-time juvenile offenders from progressing to more serious legal issues. This year, the program engaged 58 participants, demonstrating its ongoing success in promoting positive outcomes for youth in the community.Community Coalitions The Fontana Community Coalition (FCC) is a dedicated grassroots partnership that fosters positive opportunities for youth and celebrates Fontana's cultural diversity. FCC works to unite community members and organizations through media, policy initiatives, and capacity-building efforts to reduce and prevent substance misuse. Throughout the year, we participated in various events and launched the Partners for Innovative Communities (PIC) initiative in the City of Perris, empowering communities to create healthy and safe environments through policy design and collaborations. This year, we had a total of 53 participants across all coalitions, which include law enforcement, elected officials, youth organizations, and other community stakeholders. Additionally, the Morongo Basin Community Coalition (MBCC) focuses on reducing substance misuse in the Morongo Basin by building partnerships and facilitating discussions to promote a safer and healthier community.Opioid Awareness Training In our commitment to youth, we delivered Alcohol and Other Drugs (AOD) presentations to students aged 12-17 across the Inland Empire. These sessions help young participants understand the dangers of substance misuse and equip them with practical coping strategies. Notably, we reached all 7th and 8th grade students at South Ridge Middle School in Fontana, fostering a supportive environment for student wellness and advocacy. Our Opioid Overdose Response Training equips participants with vital knowledge about opioids, including how to recognize an overdose and administer Narcan. A life-saving medication. The training, offered in both English and Spanish, ensures participants leave with a Narcan Kit and the ability to act quickly in emergencies.Medication Assisted Treatment Program We are excited to announce the launch of the Medication Assisted Treatment (MAT) Program in the Morongo Basin. MAT is an evidence-based strategy designed to effectively treat opioid use disorder, combining FDA-approved medication with counseling and behavioral therapies to provide a holistic approach for individuals facing dependency challenges. Our community health workers have successfully supported community members, assisting with nine cases to date, and are dedicated to helping others on their path to recovery.National Innovative Communities ConferenceThe 14th annual National Innovative Communities Conference (NICC), Southern California's premier event focused on health equity and quality of life improvement, took place on June 11-12 at the Riverside Convention Center, drawing over 500 attendees, including community members, nonprofit leaders, healthcare professionals, policymakers, and business leaders. With the theme "Real Change Starts Here," the conference emphasized local action and bipartisan collaboration. Keynote speakers Dr. Yusef Salaam and Dr. Victor Rios shared impactful personal stories that underscored the importance of criminal justice reform and community-led change. The event also tackled the Inland Empire's health workforce shortage, featuring a Public Health Leadership roundtable and discussions on strategic solutions like creating an Academic Public Health Department and expanding paid internships.
