Part X : FIN48 Footnote

Income Taxes and Uncertain Tax Positions Income Tax Status TCCA qualifies as an organization exempt from income taxes under Section 501(c)(3) of the Internal Revenue Code and is subject to a tax on income from any unrelated business, as defined by Section 509(a)(1) of the Code. TCCA currently has no unrelated business income. Accordingly, no provision for income taxes has been recorded.TCCA has adopted the recognition requirements for uncertain income tax positions as required by generally accepted accounting principles. Income tax benefits are recognized for income tax positions taken or expected to be taken in a tax return only when it is determined that the income tax position will more-likely-than-not be sustained upon examinations by taxing authorities. TCCA has analyzed tax positions taken for filing with the Internal Revenue Service. TCCA believes that income tax filing positions will be sustained upon examination and does not anticipate any adjustments that would result in a material adverse effect on TCCAs financial condition, results of operations, or cash flows. Accordingly, TCCA has not recorded any reserves, or related accruals for interest and penalties for uncertain income tax positions at April 30, 2015.TCCA files forms 990 in the U.S. federal jurisdiction. Federal income status dictate that tax returns filed in any of the previous three reporting periods remain open to examination. Currently, TCCA has no open examinations with the Internal Revenue Service.

IRS990/Desc0Pre-School Education:Tri-County Head Start/Early Head Start vision/mission statement is: Provide quality child development services that promote health, education, and development to children and families in our communities to foster partnerships with other agencies to meet the needs of diverse families in a rapidly changing world. Project Head Start/Early Head Start is a comprehensive child development program for children and families who meet the age and income criteria. The program is deeply rooted in providing children with medical, dental, mental health, nutritional and educational services. Tri-County Community Action serves 632 children ages 0-5. The Early Head Start Program serves 154 children in a Center Base setting and 40 children in a Home Base setting. The Head Start Program serves 109 children in Home Base and 323 in Center Base. Tri-County Community Action serves children and families in the following counties; Shelby, San Augustine, Sabine, Jasper, Tyler, Newton and Angelina. Head Start takes pride in providing parents with an ongoing source of educational opportunities. We have partnered with a variety of health and human service agencies to provide parent education in the areas of health, nutrition and child development. In conjunction with Agri-life we hosted classes on Health Meal Planning on a Budgeting. We are preparing to kick of parenting classes in the spring using The Incredible Year curriculum. The classes will be open the Head Start/Early Head Start Parents as well as the community. In addition we are partnering with Superior Health Care to host community wide immunization clinics throughout our service area. Head Start has a successful partnered with the San Augustine Independent School District where we serve 60 Head Start children in four ISD classrooms. San Augustine County is one of the poorest counties in Texas and this relationship has increased community involvement and encouraged the local government to enlist services needed by low income families and provide them in their communities. Tri-County has also partnered with the Mary Jo Gordon Center where we serve 34 Early Head Start children. Mary Jo Gordon also provides families with homes on campus, training for young mothers, resources to assist parents in becoming self-sufficient, and after care programs for foster children. Tri-County Head Start partners with local college such as Angelina, Stephen F. Austin and Panola to ensure our staff and parents have the educational opportunities to accomplish their goals. Tri-County works with these same colleges to place interns at our Head Start Centers so they can experience quality Child Development Services in the everyday setting. We have recently added nursing and social services interns to our program to provide additional support to our children and families. Tri-County partners with other social services agencies and area resources to ensure parents and community members know what resources are available. We do this though partnerships, MOUs and joint community events. This fall we hosted a Block Party in each of our communities which allowed us to reach over 1,000 families sharing information about our services as well as hosting other community organizations to share potential services.Tri-County is committed to providing excellent educational services to children through our School Readiness Program. This year the program implemented Creative Curriculum to promote school readiness while helping children develop critical thinking skills and problem solving while introducing the necessary readiness skills to promote future educational success. Children are assessed and followed through their achievements and outcomes are monitored three times a year. Families are kept informed of their childs individual goals and achievements throughout the program year. This ties in very closely with our Family Engagement Program. This program sets goals for families in seven Outcome areas; Family Well

IRS990/ProgSrvcAccomActy2Grp/Desc0Comprehensive Energy Assistance Program:During the 2015 Program Year, TCCA, Inc. assisted: - Approximately 3,113 unduplicated households, and 7,394 unduplicated individuals (including seniors, disabled individuals, children 5 or under) with energy assistance. - Approximately $1,711,928 grant funded dollars were spent to accomplish TCCA's goals in assisting low-income households and individuals with payments to help eliminate crises from befalling the household. Weatherization Assistance Program (WAP):The program serves Harrison, Jasper, Newton, Panola, Sabine, San Augustine, Shelby, Tyler, and Upshur Counties.The purpose of the Weatherization Program is to assist low-income persons, particularly the elderly and the handicapped, in maintaining a healthful and comfortable environment within their homes, despite extremes in outside weather conditions. This program aids those persons least able to afford high energy costs and conserves needed energy.The WAP (Weatherization Assistance Program) makes repairs and modifications to dwellings that are necessary in the conservation of energy. The program is not a home improvement program, but an energy conservation program. The program is funded by the Department of Energy through the Texas Department of Housing and Community Affairs (TDHCA). The scope of weatherization services provided by Tri-County includes, but is not limited to: - Attic Insulation - Weather-stripping around all windows and doors - Repairs to doors and window frames - Replacement of doors, windows, and hardware, if not repairable - Caulking of all cracks and crevices which allow wind to enter the house - Patching all holes in the home - Floor repair of air leaks - Attic vents - Limited home repair to simplify and aide in weatherizationApproximately 28 units were assisted through the WAP services. There were 97 individuals that dwelled in the 28 units that were assisted.
