Mission

To reduce poverty and remove barriers for the disadvantaged throughout the deep east texas region by providing impactful innovative programs to meet community needs in collaboration with other mission-minded in our communities.

Major Activities

Activity 2
Comprehensive Energy Assistance Program - The purpose of CEAP is to assist low-income households, particularly those with the lowest incomes that pay a high proportion of household income for home energy primarily in meeting their immediate home energy needs. The program encourages priority be given to those with the highest home energy needs, meaning low income households with high residential energy use, a high energy burden and/or the presence of a "vulnerable" individual in the household, such as a child age 5 and younger, disabled person, or an elderly individual. CEAP services include: energy education, needs assessment, budget counseling (as it pertains to energy needs), utility payment assistance, crisis-related repair of existing heating and cooling units, and crisis-related purchase of portable heating and cooling units.Community Services Block Grant Program - Community Services Block Grant (CSBG) funds provide assistance to states and local communities, working through a network of community action agencies and other neighborhood-based organizations for the reduction of poverty, the revitalization of low-income communities, and the empowerment of low-income families and individuals in rural and urban areas to become fully self-sufficient (particularly families who are attempting to transition off a state program carried out under part A of title IV of the Social Security Act.) During the 2012 Program Year TCCA, Inc. assisted over 7,100 individuals (including seniors, disabled individuals, children 5 or under). The following information lists some areas of assistance that was provided:*48 individuals/households were unemployed and obtained a job with the assistance of our program.*173 participants obtained health care services for themselves or family members.*7,014 participants were assisted through the utility services program.*Low-income volunteers provided 149,379 donated hours.*1,889 seniors living independently were assisted through TCCA's programs.*2,141 individuals with disabilities were assisted through TCCA's programs.*11,000 pounds was provided to clients through TCCA's partnerships and programs.*250 families were assisted with food items for the holidays.*738 food boxes were provided to clients through TCCA's partnerships and programs.*697 families were assisted with clothing items.*Approximately 3,280 information referrals were made on behalf of clients and non-clients.*Approximately 425 students were provided school supplies through TCCA's 2012 backpack program.*Approximately 26 individuals were transitioned out of poverty by increasing their household income to over 125% of the poverty guideline.

IRS990/Description0Pre-School Education - Project Head Start/Early Head Start is a program for low-income children birth to five and their families. It is a comprehensive child development program including medical, dental, mental health, nutritional and educational services for 626 children. Early Head Start serves 154 children in a Center Base setting and 40 in a Home Base setting. The Head Start Program serves 109 in Home Base and 323 in Center Base. Tri-County Community Action serves Head Start and Early Head Start in the following counties; Shelby, San Augustine, Sabine, Jasper, Tyler, Newton and Angelina. Head Start has a Success University Program set up for all parents that involves them in educational opportunities throughout the program year. Currently the program has 20 parents enrolled and achieving their goals. Parents accrue college credits and graduate at the end of each year. Tri-County also has successful partnerships with San Augustine Independent School District where we serve 80 Head Start children and Mary Jo Gordon Center where we serve 30 Early Head Start children. We partner with Angelina College to ensure our staff has the educational opportunities to accomplish their educational needs and our agency works with Social Service Department at Angelina College to place interns at our Head Start Centers in our centers located in Lufkin. Head Start also partners with Stephen F. Austin State University and places interns in our centers in Lufkin. Tri-County is committed to providing excellent educational services through our School Readiness Program and Family Engagement Program. Child Outcomes are monitored and reviewed three times a year with reports provided to the Head Start Regional Office. Tri-County Head Start/Early Head Start is committed to quality educational service for our children and families. Integrity, Professionalism, Teamwork and Compassion is important to each employee and we work hard daily to achieve this goal.
