Part X : FIN48 Footnote

Income Taxes and Uncertain Tax Positions Income Tax Status TCCA qualifies as an organization exempt from income taxes under Section 501(c)(3) of the Internal Revenue Code and is subject to a tax on income from any unrelated business, as defined by Section 509(a)(1) of the Code. TCCA currently has no unrelated business income. Accordingly, no provision for income taxes has been recorded.TCCA has adopted the recognition requirements for uncertain income tax positions as required by generally accepted accounting principles. Income tax benefits are recognized for income tax positions taken or expected to be taken in a tax return only when it is determined that the income tax position will more-likely-than-not be sustained upon examinations by taxing authorities. TCCA has analyzed tax positions taken for filing with the Internal Revenue Service. TCCA believes that income tax filing positions will be sustained upon examination and does not anticipate any adjustments that would result in a material adverse effect on TCCAs financial condition, results of operations, or cash flows. Accordingly, TCCA has not recorded any reserves, or related accruals for interest and penalties for uncertain income tax positions at April 30, 2016.TCCA files forms 990 in the U.S. federal jurisdiction. Federal income status dictate that tax returns filed in any of the previous three reporting periods remain open to examination. Currently, TCCA has no open examinations with the Internal Revenue Service.

IRS990/Desc0PRE-SCHOOL EDUCATION:TCCA HS/EHS vision/mission statement is to: Provide quality child services that promote health, education, and development to children and families in our communities, and to foster partnerships with other agencies to meet the needs of diverse families in a rapidly changing world. Project Head Start/Early Head Start is a comprehensive child development program for children and families who meet the age and income criteria. The program is deeply rooted in providing children with medical, dental, mental health, nutritional, and educational services. TCCA serves 632 children ages 0-5. The Early Head Start program serves 154 children in a center base setting and 40 children in a home base setting. The Head Start program serves 109 children in home base and 323 in Center base. TCCA serves children and families in the following counties; Shelby, San Augustine, Sabine, Jasper, Tyler, Newton, and Angelina. Head Start takes pride in providing parents with an ongoing source of educational opportunities. We have partnered with a variety of health and human service agencies to provide parent education in the areas of health, nutrition, and child development In conjunction with Agra-life we hosted classes on Healthy Meal Planning on a Budget. We are preparing to kick off parenting classes in the spring using the Incredible Years curriculum. The classes will be open to the HS/EHS parents as well as the community. In addition, TCCA is partnering with Superior Health Care to host community wide immunization clinics throughout our service area. TCCA has successfully partnered with the San Augustine Independent School District where we serve 60 children in four ISD classrooms. San Augustine is one of the poorest counties in Texas and this relationship has increased community involvement and encouraged the local government to enlist services needed by low income families. TCCA has also partnered with Mary Jo Gordon Center where we serve 34 Early Head Start children. Mary Jo Gordon Center also provides families with homes on campus, training for young mothers, resources to assist parents in becoming self-sufficient, and after care programs for foster children. TCCA partners with local colleges, such as, Angelina, Stephen F. Austin and Panola to ensure staff and parents have the educational opportunities to accomplish their goals. TCCA works with these colleges to place interns within our program so that they can experience quality child development services in the everyday setting. TCCA has recently added nursing and social services interns to our program to provide additional support to our children and families. TCCA partners with other social service agencies and area resources to ensure parents and community members know what resources are available. TCCA does this through partnerships, MOUs and joint community events. This fall TCCA hosted a Block Party in each of our communities which allowed us to reach over 1,000 families sharing information about our services as well as hosting other community organizations to share potential services. TCCA is committed to providing excellent educational services to children through our School Readiness program. This year the program implemented Creative Curriculum to promote school readiness while helping children develop critical thinking skills and problem solving, while introducing the necessary readiness skills to promote future educational success. Children are assessed and followed through their achievements and outcomes are monitored three times per year. Families are kept informed of their childs individual goals and achievements throughout the program year. The assessments are used to develop individual teaching strategies geared to the success of each child. This ties in very closely with our Family Engagement Program. This program sets goals for families in seven outcome areas: Family Well-Being, Positive Parent-Child Relationships, Families as Lifelong Educators, Familie

This included seniors, disabled individuals, and households with children 5 and under.-Approximately $1,241,458.39 grant funded monies were spent in order to meet the needs of those individuals that qualified for assistance to help prevent crisis within their households.-Tri-County received approximately 20% less funding for Program Year 2016 than we did in 2015.

IRS990/ProgSrvcAccomActy3Grp/Desc0Emergency Services - Provides funds to help the needy in cases of emergencies, including services for the homeless, energy crisis, food and disaster.COMMUNITY SERVICE BLOCK GRANTDuring the program year 2016, Tri-County assisted: 43 individuals who were unemployed, obtain a job 3 individuals were employed and obtained an increase in their income or benefits 159 obtained child or dependent care 713 obtained health care services for themselves or family members 1,211 seniors living independently were assisted through Tri-Countys programs 1,540 individuals with disabilities were assistance through Tri-Countys programs Approximately 6,116 food boxes were provided to families through Tri-County programs 214 families were assisted with units of clothing 1,196 information and referrals were made on behalf of individualsFOOD PANTRYIn 2014 Tri-County partnered with the East Texas Food Bank to help with providing nutritious food to impoverished individuals and household within our county. The need to eradicate hunger is so great that it was important for our agency to become a part of this plan to assist with doing that just that. In 2016, Tri-County assisted 344 households with a total of 784 members with providing food bags. Each Thursday, our pantry allows for new clients to sign-up to receive assistance with food allowance. After which, every days that same client is eligible to receive a food bag. Being funding through the State of Texas, Tri-County spent approximately $ in the year 2016 to contribute to the eradication of hunger within our community.Also, every 3rd Wednesday of each month, we are provide fresh produce to the community and surrounding areas. This is also a partnership made with the East Texas Food Bank. Produce from the local farmers and grocers provide the overflow through the ETFB to be distributed within several different counties.
