Form 990, Part VI, Section B, Line 12C

Native american advancement foundation's conflict of interest policy covers any director or committee member with governing board delegated powers, or any employee, who has a direct or indirect financial interest. In connection with any actual or possible conflict of interest, an interested person must disclose the existence of the financial interest and be given the opportunity to disclose all material facts to the board committee. After disclosure of the financial interest and all material facts, and after any discussion with the interested person, he/she shall leave the board committee meeting while the determination of a conflict of interest is discussed and voted upon. The remaining board committee members shall decide if a conflict of interest exists. After exercising due diligence, the board committee shall determine whether naaf can obtain with reasonable efforts a more advantageous transaction or arrangement from a person or entity that would not give rise to a conflict of interest. If a more advantageous transaction or arrangement is not reasonably possible under circumstances not producing a conflict of interest, the board committee shall determine by a majority vote of the disinterested directors whether the transaction or arrangement is in naaf's best interest, for its own benefit, and whether it is fair and reasonable. In conformity with the above determination, it shall make its decision as to whether to enter into the transaction or arrangement.

Additional Explanations

FORM 990, PART III, LINE 4A:

The store the store provides four rural communities with access to food. This program also provides job training and internships for high school and college students, allowing them to build their resumes for future employment. The store helps break a cycle of poverty by offering part-time employment. As a direct connection between tohono o'odham culture and economic empowerment, the store provides a space for local artisans to sell their art on consignment without charge. Finally, the store serves as a gathering place for locals to enjoy outside games and events in a safe and drug/alcohol free environment, promoting a drug/alcohol free lifestyle in a prevention type model. Participation: in 2019, the store had 4 employees, 1 contract laborer and 35 volunteers.

FORM 990, PART III, LINE 4B:

Guvo academic after-school program (asp) guvo community members and professional tutors from the district develop and manage the after-school program, which includes extracurricular activities designed to keep students scholastically engaged as well as physically fit. Students begin each session with a study hour where instructors provide tutoring in reading, writing, math, science, and the study of computer programming and robotics. Stem activities take place every-other session. Arts and crafts are also included throughout the week including art, painting, sewing, ceramics, and beading. Traditional o'odham cultural lessons are taught including pottery, dance, cooking, basket making, o'odham language, traditional songs, and gardening. Through a partnership with arizona department of education's prevention services, we teach the students too good for drugs and violence lessons to increase the perception of harm of underage drinking and drug use. These lessons are reinforced on the weekends by providing drug and alcohol-free activities 3-4 weekends per month. These activities may include field trips, game days, sports, movie nights, star gazing, or camp outs. Participating in the district's healthy o'odham promotion program (hopp) is also incorporated into our lesson planning. The hopp offers fitness clinics and wellness counseling to the students. In september of 2012, hopp was nationally recognized by the american diabetes association for its work towards prevention of diabetes and obesity (the second largest native american tribe, the tohono o'odham has the highest rate of adult onset diabetes in the world, with over 70% of its adult members having the disease). Health and wellness lessons prepared by registered nurses specifically for the program are taught, focusing on the importance of a healthy lifestyle to avoid type 2 diabetes and other illnesses. Meals: as part of our program, each student receives a complete healthy meal and snack in accordance with usda guidelines. Total meals and snacks served in 2019 = 4,496. Participation: in 2019, the nearest bie school was 40 miles away in a neighboring district of grades k-8. Beginning in september 2019, a total of 65 students participated in the meal and snack program in two locations. During 2019, no youth who participated in the after-school program dropped out of school, securing the program's 100% academic retention rate for the last six years.

FORM 990, PART III, LINE 4C:

The summer adventure program (sap) the summer adventure program is designed to promote education, build youth's self-esteem, spark curiosity, promote health and fitness, provide enrichment activities, and keep youth engaged during the long summer months. The program focuses on teaching reading, math, technology, and health education. Also incorporated are the teaching and development of traditional tohono o'odham art, handcrafts, language, gardening, and cultural history. Students take educational field trips to places such as kitt peak observatory, the pima air and space museum, biosphere 2, organ pipe national monument, as well as important locations on the reservation such as historic villages and ancestral lands where students learn respect for elders and basic survival techniques. Meals: on monday through friday, each participant is served a complete healthy meal and snack in accordance with usda guidelines. Total meals and snacks served in summer 2019 = 1,518. Participation: in 2019, 35 students attended the sap. For one week, students participated in an enrichment camp of 200 where sap contributed to meal service. The total number of youth receiving direct service in 2019 was 230.

Fin 48 (asc 740) footnote: naaf is exempt from income taxes under both federal internal revenue code section 501(c)(3) and arizona income tax laws, and is classified as other than a private foundation under section 509(a)(1). Income from certain activities not directly related to naaf's tax-exempt purpose, however, may be subject to taxation as unrelated business taxable income (ubti). The store llc is considered a disregarded entity for tax purposes and its activity is reported with naaf's activity for tax purposes. From time to time, the foundation may be subject to penalties and interest assessed by various taxing authorities, which are classified as administrative expenses if they occur.

IRS990/ProgSrvcAccomActyOtherGrp/Desc0GRADUATE SOLUTIONS, GED, VIRTUAL LEARNING CENTER (VLC) & INTERNSHIPS THE GRADUATE SOLUTIONS, GED & VIRTUAL LEARNING CENTER ARE PROGRAMS THAT PROVIDE ONLINE SUPPORT FOR STUDENTS WHO HAVE DROPPED OUT OF SCHOOL AND WISH TO FINISH THEIR EDUCATION. WITH THE VLC, STUDENTS ARE REENGAGED IN A LEARNING ENVIRONMENT AND CAN KEEP UP WITH THEIR CREDITS UNTIL A TIME WHEN THEY CAN REINTEGRATE INTO THE TRADITIONAL SCHOOL SYSTEM. IN ADDITION TO THESE PROGRAMS, NAAF OFFERS UNPAID AND PAID INTERNSHIPS TO YOUNG ADULTS WITH JOB TRAINING AT BOTH NAAF AND THE STORE. COMBINED WITH WORK EXPERIENCE, INTERNS ALSO RECEIVE SUPPORT WITH CREATING A RESUME, INTERVIEW PRACTICE, JOB SEARCH, AND LETTERS OF REFERENCE.PARTICIPATION: IN 2019, 20 STUDENTS WERE ENROLLED IN THESE PROGRAMS WHO HAD FORMERLY DROPPED OUT OF SCHOOL AND 4 YOUNG ADULTS PARTICIPATED IN THE INTERNSHIP PROGRAM.THE HEALTHY PEOPLE COALITION (HPC)HPC UTILIZES PREVENTION STRATEGIES, ACTIVITIES AND EVIDENCE-BASED CURRICULUM TO PROMOTE HEALTHFUL BEHAVIORS, DECISIONS AND ENVIRONMENTS THAT WILL REDUCE, POSTPONE OR ELIMINATE THE PROBLEMATIC USE OF ALCOHOL AND ILLICIT SUBSTANCES AMONG MINORS. HPC HOSTS AND PARTICIPATES IN MULTIPLE EVENTS THROUGHOUT THE YEAR, ON AND OFF THE TOHONO O'ODHAM NATION, INCLUDING: THE TOHONO O'ODHAM NATION RODEO AND FAIR, GUVO DISTRICT DAY AND YOUTH CONFERENCES. HPC'S PREVENTION PROGRAMS INCLUDE FREE EVENTS LIKE THE SOBER MOVIE NIGHTS AND SOBER ARCADE.PARTICIPATION: HPC HOSTED OR PARTICIPATED IN OVER 30 EVENTS.RUTH'S GARDENDUE TO EXTREME REMOTENESS AND LACK OF RESOURCES, POVERTY, FOOD SCARCITY, AND HUNGER ARE DAILY REALITIES FOR THE RESIDENTS OF THE GUVO DISTRICT. THE GARDEN'S SEASONAL HARVESTS ARE STRATEGICALLY DISTRIBUTED THROUGHOUT THE POPULATION AND ARE A KEY COMPONENT OF THE SCIENCE AND CULTURE PROGRAMMING IN OUR YOUTH-BASED PROGRAMS. MOREOVER, IT IS THE IDEAL HANDS-ON RESOURCE TO EDUCATE NATIVE YOUTH ON CULTURE, LANGUAGE, TRADITIONAL DIETS, DESERT PLANTS, ETC. ALONG WITH THE PLANTING AND HARVESTING OF THESE INDIGENOUS PLANTS, TRADITIONS FROM COMMUNITY ELDERS WITH RELATED STORY TELLING AND CEREMONIES ARE INCORPORATED INTO PROGRAMMING.

STUDENTS BEGIN EACH SESSION WITH A STUDY HOUR WHERE INSTRUCTORS PROVIDE TUTORING IN READING, WRITING, MATH, SCIENCE, AND THE STUDY OF COMPUTER PROGRAMMING AND ROBOTICS. STEM ACTIVITIES TAKE PLACE EVERY-OTHER SESSION. ARTS AND CRAFTS ARE ALSO INCLUDED THROUGHOUT THE WEEK INCLUDING ART, PAINTING, SEWING, CERAMICS, AND BEADING. TRADITIONAL O'ODHAM CULTURAL LESSONS ARE TAUGHT INCLUDING POTTERY, DANCE, COOKING, BASKET MAKING, O'ODHAM LANGUAGE, TRADITIONAL SONGS, AND GARDENING. THROUGH A PARTNERSHIP WITH ARIZONA DEPARTMENT OF EDUCATION'S PREVENTION SERVICES, WE TEACH THE STUDENTS TOO GOOD FOR DRUGS AND VIOLENCE LESSONS TO INCREASE THE PERCEPTION OF HARM OF UNDERAGE DRINKING AND DRUG USE. THESE LESSONS ARE REINFORCED ON THE WEEKENDS BY PROVIDING DRUG AND ALCOHOL-FREE ACTIVITIES 3-4 WEEKENDS PER MONTH. THESE ACTIVITIES MAY INCLUDE FIELD TRIPS, GAME DAYS, SPORTS, MOVIE NIGHTS, STAR GAZING, OR CAMP OUTS. PARTICIPATING IN THE DISTRICT'S HEALTHY O'ODHAM PROMOTION PROGRAM (HOPP) IS ALSO INCORPORATED INTO OUR LESSON PLANNING. THE HOPP OFFERS FITNESS CLINICS AND WELLNESS COUNSELING TO THE STUDENTS. IN SEPTEMBER OF 2012, HOPP WAS NATIONALLY RECOGNIZED BY THE AMERICAN DIABETES ASSOCIATION FOR ITS WORK TOWARDS PREVENTION OF DIABETES AND OBESITY (THE SECOND LARGEST NATIVE AMERICAN TRIBE, THE TOHONO O'ODHAM HAS THE HIGHEST RATE OF ADULT ONSET DIABETES IN THE WORLD, WITH OVER 70% OF ITS ADULT MEMBERS HAVING THE DISEASE). HEALTH AND WELLNESS LESSONS PREPARED BY REGISTERED NURSES SPECIFICALLY FOR THE PROGRAM ARE TAUGHT, FOCUSING ON THE IMPORTANCE OF A HEALTHY LIFESTYLE TO AVOID TYPE 2 DIABETES AND OTHER ILLNESSES. ALSO INCORPORATED ARE THE TEACHING AND DEVELOPMENT OF TRADITIONAL TOHONO O'ODHAM ART, HANDCRAFTS, LANGUAGE, GARDENING, AND CULTURAL HISTORY. STUDENTS TAKE EDUCATIONAL FIELD TRIPS TO PLACES SUCH AS KITT PEAK OBSERVATORY, THE PIMA AIR AND SPACE MUSEUM, BIOSPHERE 2, ORGAN PIPE NATIONAL MONUMENT, AS WELL AS IMPORTANT LOCATIONS ON THE RESERVATION SUCH AS HISTORIC VILLAGES AND ANCESTRAL LANDS WHERE STUDENTS LEARN RESPECT FOR ELDERS AND BASIC SURVIVAL TECHNIQUES. MEALS: ON MONDAY THROUGH FRIDAY, EACH PARTICIPANT IS SERVED A COMPLETE HEALTHY MEAL AND SNACK IN ACCORDANCE WITH USDA GUIDELINES. TOTAL MEALS AND SNACKS SERVED IN SUMMER 2019 = 1,518. PARTICIPATION: IN 2019, 35 STUDENTS ATTENDED THE SAP. FOR ONE WEEK, STUDENTS PARTICIPATED IN AN ENRICHMENT CAMP OF 200 WHERE SAP CONTRIBUTED TO MEAL SERVICE. THE TOTAL NUMBER OF YOUTH RECEIVING DIRECT SERVICE IN 2019 WAS 230.
