Governance Explanations

Form 990, Page 6, Part VI, Line 11B

A draft of the 990 is provided to the members of the finance committee, audit committee, and board of directors, including the treasurer and executive director. The treasurer and executive director have the authority of the board of directors to approve and file the 990.

Form 990, Page 6, Part VI, Line 12C

Each board member completes and signs a conflict of interest reporting form on an annual basis.

Form 990, Page 6, Part VI, Line 15A

The board of directors sets compensation and benefits for the executive director using current, relevant compensation comparison data from comparable nonprofit organizations and for executive directors with comparable qualifications.

Form 990, Page 6, Part VI, Line 19

The organization makes its governing documents, conflict of interest policy, and financial statements available to the public upon request.

Supplemental Narrative

Additional Explanations

Form 990, Page 2, Part III, Line 4A

Mobile choice, a home delivery service, was launched, serving clients with limited mobility due to age, health and/or disability. Clients are contacted by valley outreach volunteers who review a shopping list, fill the order from the warehouse and deliver the food directly to client homes.

Form 990, Page 2, Part III, Line 4C

Clients go through an in-person interview to assess eligibility and need.

Form 990, Page 2, Part III, Line 4D

Valley outreach also maintains a full-time, staff position for a resource liaison. This person assists clients through difficult, and often unexpected, life situations. We work to bridge gaps by making connections to additional resources and organizations. This can include where and how to obtain medical aid, affordable health care, find affordable housing and link to job and skill-building programs. We do this to move people to a higher level of self-sufficiency. As noted earlier, our resource advisor, as part of client services, supported 2,709 individuals in the last year. Additionally, in august of 2016, we added a full-time position, lead client advocate, staffed by a master's level, licensed social worker. This role was created to expand the depth of what we offer to clients. Once we assist with basic needs, we are able to address longer-term concerns such as stable housing, education and employment. Adding client-centered case management allows us to offer a continuum of integrated services.

Financial Statement Notes

Schedule D, Page 3, Part X

The organization is exempt from income taxes under section 501(c)(3) of the internal revenue code. Management has determined that the organization does not have any uncertain tax positions and associated unrecognized benefits that materially impact the financial statements or related disclosures. Tax returns for the past three years remain open for examination.
