Mission and Program Overview

Mission

Clarkston Development Foundation, Inc., CDF Action, a not-for-profit created in 2010, uses an asset based community development approach, connecting and engaging the Clarkston community and surrounding areas by working alongside residents to recognize and develop the individual capacities of each person. By supporting participation and collaboration among community members, the goal is to build a community whose residents drive and direct the development of activities and services. Through a series of dialogues, early learning was selected by the community as a priority, and early learning was selected by the CDF Board of Directors as the focus of the organization.In 2021, the Board and staff completed a strategic planning process, led by Civitas, using Civitas Finding your North Star framework. As a result of the planning process, CDF developed a comprehensive document that included vision, mission, principles, approach, and 3-year strategic directions.Vision: CDF envisions communitie

From wkkf and half a matching private donation. Implementing a forced ranking process, the project selected by the residents was to improve the quality of early learning by recruiting and training multi-lingual teachers for clarkston's child care centers. Trustees from the community were selected to help design the training project, a child development associate (cda) workshop, practicum, and exam leading to national certification. Thirteen persons from sudan, iraq, eritrean, bhutan, and the united states enrolled in the workshop, conducted by georgia piedmont technical college. Two other components of clarkston families decide were planned in 2014 and took place in 2015: i am a leader workshop for participants with children birth to 8 in spring 2015 and count down to kindergarten campaign implemented may 2015. 2.cdf staff was invited to participate in two state-wide early policy initiatives: the georgia english language coalition and the georgia bright from the start family engagement task force. 3.october 2014, cdf received a grant from the united way of greater atlanta for an innovative multi-lingual early learning program located in a clarkston apartment complex. Cdf worked with the management of clarkston oaks apartments, scottdale child development and family resource center, and the families who live in the apartment complex to design the ready school program, including the renovation of space, development of recruitment strategies, developing position announcements, and recruiting staff. 4.the clarkston early learning network, organized by cdf in 2012, sponsored the second annual tell me a story festival, may 2014. It was attended by over 250 adults and children, engaging over 25 partners, with funding from united way, contributions of food, books, and more. Activities included storytelling in multiple languages, including sign language, literacy activities for all ages, free books for every family, and a raffle of 15 book cases donated by habitat for humanity. 5.cdf received a grant from united of way of greater atlanta to organize and facilitate vision and voice: family leadership institute, a family support initiative, consisting of 4 full-day workshops. The 30 participants spoke 4 languages, including nepali, somali, burmese, and english. Coaches recruited by partner agencies assisted with translation and helping the residents with the activities. Graduates received a small stipend and certificate from united way and cdf action. The participants gained confidence that they are leaders in their community; that their voice matters and can make a difference for their families. 6.national brimstone sudanese and african american children's oral storytelling initiative. Cdf completed the brimstone storytelling project, one of 3 in the country that was funded by the brimstone foundation. Cdf helped to write the grant application with two partners, kuumba storytellers of georgia and united sudan and south sudan communities association (usassca). The partners held workshops in 2014 for sudanese residents to tell children's stories which were written down and translated into english and arabic. The grant included training in storytelling techniques by the kuumba members. Ten stories were collected; over 10 sudanese residents participated with 12 members from kuumba. A final report was submitted by the partners in 2014, and the stories continue to be told by kuumba and usassca members at libraries, festivals, and other events in clarkston, georgia, and the nation. 7.cdf continued to provide technical assistance to partners, including strategic planning and proposal development. Partners included somali american community center, mommy and me, multicultural center, united sudan and south sudan communities association, and refugee assistance project. 8.clarkston afterschool collaborative was the project selected by participants through the 2013 community trust process. Cdf staff met with trustees and others interested in afters

1.cdf hosted a community development workshop in partnership with the atlanta community food bank; targeted to food bank staff and clarkston residents. 2.in the summer of 2014, cdf piloted a know your neighbor program working with local youth to discover and get to know their neighbors better in clarkston. The youth produced a book of stories from the neighbors and hosted a community get together with over 30 people attending for all those who participated. 3.cdf staff served on a leadership team that planned and implemented the 2014 clarkston community festival. Communications and presentations 1.cdf maintained a website with articles of current activities, resources, and other materials as well as face book and twitter. 2.staff presented cdf early learning initiatives at the national smart start conference, north carolina. 3.staff presented, including asset based community development theories and practices, to cooperative baptist fellowship, classes at candler school of theology at emory university, united way, and columbia seminary. 4.staff served on the clarkston refugee services coalition and participated in the annual legislative day at the capitol. 5.with partners, cdf researched zoning regulations regarding family childcare home businesses and developed a fact sheet on family childcare in clarkston.

Tax-exempt status clarkston development foundation qualifies as a tax-exempt organization under section 501(c)(3) of the internal revenue code. Therefore, no provision for income taxes is made in the accompanying financial statements. Clarkston development foundation is not classified as a private foundation. The accounting standard on accounting for uncertainty in income taxes addresses the determination of whether tax benefits claimed or expected to be claimed on a tax return should be recorded in the financial statements. Under that guidance, the organization may recognize the tax benefit from an uncertain tax position only if it is more likely than not that the tax position will be sustained on examination by taxing authorities based on the technical merits of the position. Examples of tax positions include the tax-exempt status of the organization and various positions related to the potential sources of unrelated business taxable income (ubit). The tax benefits recognized in the financial statements from such a position are measured based on the largest benefit that has a greater than 50% likelihood of being realized upon ultimate settlement. There were no unrecognized tax benefits identified or recorded as liabilities for the year ended december 31, 2014 and 2013.

CDF WORKED WITH THE MANAGEMENT OF CLARKSTON OAKS APARTMENTS, SCOTTDALE CHILD DEVELOPMENT AND FAMILY RESOURCE CENTER, AND THE FAMILIES WHO LIVE IN THE APARTMENT COMPLEX TO DESIGN THE READY SCHOOL PROGRAM, INCLUDING THE RENOVATION OF SPACE, DEVELOPMENT OF RECRUITMENT STRATEGIES, DEVELOPING POSITION ANNOUNCEMENTS, AND RECRUITING STAFF. 4.THE CLARKSTON EARLY LEARNING NETWORK, ORGANIZED BY CDF IN 2012, SPONSORED THE SECOND ANNUAL TELL ME A STORY FESTIVAL, MAY 2014. IT WAS ATTENDED BY OVER 250 ADULTS AND CHILDREN, ENGAGING OVER 25 PARTNERS, WITH FUNDING FROM UNITED WAY, CONTRIBUTIONS OF FOOD, BOOKS, AND MORE. ACTIVITIES INCLUDED STORYTELLING IN MULTIPLE LANGUAGES, INCLUDING SIGN LANGUAGE, LITERACY ACTIVITIES FOR ALL AGES, FREE BOOKS FOR EVERY FAMILY, AND A RAFFLE OF 15 BOOK CASES DONATED BY HABITAT FOR HUMANITY. 5.CDF RECEIVED A GRANT FROM UNITED OF WAY OF GREATER ATLANTA TO ORGANIZE AND FACILITATE VISION AND VOICE: FAMILY LEADERSHIP INSTITUTE, A FAMILY SUPPORT INITIATIVE, CONSISTING OF 4 FULL-DAY WORKSHOPS. THE 30 PARTICIPANTS SPOKE 4 LANGUAGES, INCLUDING NEPALI, SOMALI, BURMESE, AND ENGLISH. COACHES RECRUITED BY PARTNER AGENCIES ASSISTED WITH TRANSLATION AND HELPING THE RESIDENTS WITH THE ACTIVITIES. GRADUATES RECEIVED A SMALL STIPEND AND CERTIFICATE FROM UNITED WAY AND CDF ACTION. THE PARTICIPANTS GAINED CONFIDENCE THAT THEY ARE LEADERS IN THEIR COMMUNITY; THAT THEIR VOICE MATTERS AND CAN MAKE A DIFFERENCE FOR THEIR FAMILIES. 6.NATIONAL BRIMSTONE SUDANESE AND AFRICAN AMERICAN CHILDREN'S ORAL STORYTELLING INITIATIVE. CDF COMPLETED THE BRIMSTONE STORYTELLING PROJECT, ONE OF 3 IN THE COUNTRY THAT WAS FUNDED BY THE BRIMSTONE FOUNDATION. CDF HELPED TO WRITE THE GRANT APPLICATION WITH TWO PARTNERS, KUUMBA STORYTELLERS OF GEORGIA AND UNITED SUDAN AND SOUTH SUDAN COMMUNITIES ASSOCIATION (USASSCA). THE PARTNERS HELD WORKSHOPS IN 2014 FOR SUDANESE RESIDENTS TO TELL CHILDREN'S STORIES WHICH WERE WRITTEN DOWN AND TRANSLATED INTO ENGLISH AND ARABIC. THE GRANT INCLUDED TRAINING IN STORYTELLING TECHNIQUES BY THE KUUMBA MEMBERS. TEN STORIES WERE COLLECTED; OVER 10 SUDANESE RESIDENTS PARTICIPATED WITH 12 MEMBERS FROM KUUMBA. THEREFORE, NO PROVISION FOR INCOME TAXES IS MADE IN THE ACCOMPANYING FINANCIAL STATEMENTS. CLARKSTON DEVELOPMENT FOUNDATION IS NOT CLASSIFIED AS A PRIVATE FOUNDATION. THE ACCOUNTING STANDARD ON ACCOUNTING FOR UNCERTAINTY IN INCOME TAXES ADDRESSES THE DETERMINATION OF WHETHER TAX BENEFITS CLAIMED OR EXPECTED TO BE CLAIMED ON A TAX RETURN SHOULD BE RECORDED IN THE FINANCIAL STATEMENTS. IMPLEMENTING A FORCED RANKING PROCESS, THE PROJECT SELECTED BY THE RESIDENTS WAS TO IMPROVE THE QUALITY OF EARLY LEARNING BY RECRUITING AND TRAINING MULTI-LINGUAL TEACHERS FOR CLARKSTON'S CHILD CARE CENTERS. TRUSTEES FROM THE COMMUNITY WERE SELECTED TO HELP DESIGN THE TRAINING PROJECT, A CHILD DEVELOPMENT ASSOCIATE (CDA) WORKSHOP, PRACTICUM, AND EXAM LEADING TO NATIONAL CERTIFICATION. THIRTEEN PERSONS FROM SUDAN, IRAQ, ERITREAN, BHUTAN, AND THE UNITED STATES ENROLLED IN THE WORKSHOP, CONDUCTED BY GEORGIA PIEDMONT TECHNICAL COLLEGE. TWO OTHER COMPONENTS OF CLARKSTON FAMILIES DECIDE WERE PLANNED IN 2014 AND TOOK PLACE IN 2015: I AM A LEADER WORKSHOP FOR PARTICIPANTS WITH CHILDREN BIRTH TO 8 IN SPRING 2015 AND COUNT DOWN TO KINDERGARTEN CAMPAIGN IMPLEMENTED MAY 2015. 2.CDF STAFF WAS INVITED TO PARTICIPATE IN TWO STATE-WIDE EARLY POLICY INITIATIVES: THE GEORGIA ENGLISH LANGUAGE COALITION AND THE GEORGIA BRIGHT FROM THE START FAMILY ENGAGEMENT TASK FORCE. 3.OCTOBER 2014, CDF RECEIVED A GRANT FROM THE UNITED WAY OF GREATER ATLANTA FOR AN INNOVATIVE MULTI-LINGUAL EARLY LEARNING PROGRAM LOCATED IN A CLARKSTON APARTMENT COMPLEX. CDF WORKED WITH THE MANAGEMENT OF CLARKSTON OAKS APARTMENTS, SCOTTDALE CHILD DEVELOPMENT AND FAMILY RESOURCE CENTER, AND THE FAMILIES WHO LIVE IN THE APARTMENT COMPLEX TO DESIGN THE READY SCHOOL PROGRAM, INCLUDING THE RENOVATION OF SPACE, DEVELOPMENT OF RECRUITMENT STRATEGIES, DEVELOPING POSITION ANNOUNCEMENTS, AND RECRUITING STAFF. 4.THE CLARKSTON EARLY LEARNING NETWORK, ORGANIZED BY CDF IN 2012, SPONSORED THE SECOND ANNUAL TELL ME A STORY FESTIVAL, MAY 2014. IT WAS ATTENDED BY OVER 250 ADULTS AND CHILDREN, ENGAGING OVER 25 PARTNERS, WITH FUNDING FROM UNITED WAY, CONTRIBUTIONS OF FOOD, BOOKS, AND MORE. ACTIVITIES INCLUDED STORYTELLING IN MULTIPLE LANGUAGES, INCLUDING SIGN LANGUAGE, LITERACY ACTIVITIES FOR ALL AGES, FREE BOOKS FOR EVERY FAMILY, AND A RAFFLE OF 15 BOOK CASES DONATED BY HABITAT FOR HUMANITY. 5.CDF RECEIVED A GRANT FROM UNITED OF WAY OF GREATER ATLANTA TO ORGANIZE AND FACILITATE VISION AND VOICE: FAMILY LEADERSHIP INSTITUTE, A FAMILY SUPPORT INITIATIVE, CONSISTING OF 4 FULL-DAY WORKSHOPS. THE 30 PARTICIPANTS SPOKE 4 LANGUAGES, INCLUDING NEPALI, SOMALI, BURMESE, AND ENGLISH. COACHES RECRUITED BY PARTNER AGENCIES ASSISTED WITH TRANSLATION AND HELPING THE RESIDENTS WITH THE ACTIVITIES. GRADUATES RECEIVED A SMALL STIPEND AND CERTIFICATE FROM UNITED WAY AND CDF ACTION. THE PARTICIPANTS GAINED CONFIDENCE THAT THEY ARE LEADERS IN THEIR COMMUNITY; THAT THEIR VOICE MATTERS AND CAN MAKE A DIFFERENCE FOR THEIR FAMILIES. 6.NATIONAL BRIMSTONE SUDANESE AND AFRICAN AMERICAN CHILDREN'S ORAL STORYTELLING INITIATIVE. CDF COMPLETED THE BRIMSTONE STORYTELLING PROJECT, ONE OF 3 IN THE COUNTRY THAT WAS FUNDED BY THE BRIMSTONE FOUNDATION. CDF HELPED TO WRITE THE GRANT APPLICATION WITH TWO PARTNERS, KUUMBA STORYTELLERS OF GEORGIA AND UNITED SUDAN AND SOUTH SUDAN COMMUNITIES ASSOCIATION (USASSCA). THE PARTNERS HELD WORKSHOPS IN 2014 FOR SUDANESE RESIDENTS TO TELL CHILDREN'S STORIES WHICH WERE WRITTEN DOWN AND TRANSLATED INTO ENGLISH AND ARABIC. THE GRANT INCLUDED TRAINING IN STORYTELLING TECHNIQUES BY THE KUUMBA MEMBERS. TEN STORIES WERE COLLECTED; OVER 10 SUDANESE RESIDENTS PARTICIPATED WITH 12 MEMBERS FROM KUUMBA. A FINAL REPORT WAS SUBMITTED BY THE PARTNERS IN 2014, AND THE STORIES CONTINUE TO BE TOLD BY KUUMBA AND USASSCA MEMBERS AT LIBRARIES, FESTIVALS, AND OTHER EVENTS IN CLARKSTON, GEORGIA, AND THE NATION. 7.CDF CONTINUED TO PROVIDE TECHNICAL ASSISTANCE TO PARTNERS, INCLUDING STRATEGIC PLANNING AND PROPOSAL DEVELOPMENT.
