OTHER PROGRAM SERVICES 4: Organizing & AdvocacyOrganizing: HIP builds a base of public health workers to take action on social determinants of health and equity as part of broader social justice movement. In 2020, our Public Health Awakened initiative now consisting of over 2,600 public health professionals mobilized around a number of issues including, the 2020 election, paid sick/family leave, voting safety and access, COVID-19 response and recovery, housing justice, labor protections, decarceration, defunding police, and stopping ICE transfers. Members supported campaigns through targeted outreach to decision-makers, phone banking, op-eds and letters to the editor, issuing fact sheets, messaging guidance, and sign-on letters, and giving testimony and speaking at events. We also produced and disseminated resources related to COVID-19 response and recovery, and continued to support and grow our chapters in Michigan, Los Angeles, and Washington DCAdvocacy: HIP amplifies the use of public health research, expertise, framing, and communications to support targeted campaigns and movements. In 2020, we did that for 50+ local, state, and federal campaigns by signing on to campaigns; speaking at press conferences and public hearings; organizing health professionals to make public statements in the context of legislative and administrative debates; helping to collect public comments about federal rule changes; and producing fact sheets and infographics to bring a health lens to policy making.

Part X : FIN48 Footnote

The Internal Revenue Service and the California Franchise Tax Board have determined that the Organization is exempt from federal and state income taxes under IRC 501(c)(3) and California RTC 23701(d). The Organization has evaluated its current tax positions as of December 31, 2020 and is not aware of any significant uncertain tax positions for which a reserve would be necessary. The Organizations tax returns are generally subject to examination by federal and state taxing authorities for three and four years, respectively, after they are filed.

IRS990/ProgSrvcAccomActy2Grp/Desc0Capacity building: HIP provides training, technical assistance, and leadership development to support public health organizations and practitioners to use a power and structural oppression framework to advance health equity and center racial justice. In 2020, HIP provided training and/or technical assistance to 13 state or local health departments and/or public health organizations to advance health equity (500+ people). We also designed and facilitated an alumni cohort of our public health leadership institute with 24 fellows from local/state public health, as well as a peer learning community for 25+ states/territories to address health equity, which was particularly salient during the COVID pandemic. We also published numerous new resources for public health both the field broadly and health departments specifically to improve their systems, policies, and practices to advance health equity goals. Topics focused on healthy voting, police violence, incarceration, and equity lens tools.

IRS990/ProgSrvcAccomActy3Grp/Desc0Policy-driven Research: HIP conducts policy-focused, innovative, and strategic research that evaluates health impacts and inequities to support targeted campaigns and movements for social change. In 2020, HIP started and/or completed 9 public health research projects in partnership with community organizing groups based in California, Colorado, New Mexico, Wisconsin, and Florida, as well as nationally. These focused on housing (n=4), community safety (n=3), economic security (n=1), and transportation (n=1). These and our prior research projects helped build power by lifting up the experiences of those most impacted by health inequities and also contributed to policy successes related to paid family leave, ending direct transfers to detention facilities, enacting protections for gig workers, and increasing public support for renter protections.

The Organization receives more than 10% of its support from public sources. It is actively engaged in attracting additional public support on an ongoing basis. It has a representative governing board. It makes its programs broadly available. As the Organization is not a membership organization, the fifth factor is not applicable. Percentage of public support. The Organizations public support is 29.90%, substantially above the 10% facts and circumstances threshold. The Organization already attracts meaningful public support, intends to be publicly supported, and is actively engaged in activities that are intended to attract new and additional public or governmental support on a continuous basis. Sources of support. The Organization currently attracts support from government sources, individuals and community groups, and continues to expand its sources of support, particularly from governmental sources of support. Availability of public facilities or services. Most of the organizations program services are available to the broad general public free of charge; the remaining services are delivered to local and state government agencies to support their public services. The Organization publishes its research findings for free on its public website and invests significant resources in publicizing its research through media coverage and speaking engagements. It also develops public health resources and materials for public and community entities to use, and trains and builds the capacity of other organizations to achieve their charitable and public interest goals. Participation in the Organizations activities is open to the public and events are widely publicized in advance.Representative governing body. The Organization has a fully independent volunteer Board of Directors, none of whom are compensated for their services, nor family of founders, officers, or other Board members.
