Governance Explanations

Form 990, Part VI, Section B, Line 11B

A copy of the form 990 is distributed to the chair of the board for review prior to filing. The chair shares the form 990 with the other board members as needed and at the chair's discretion.

Form 990, Part VI, Section B, Line 12C

Each board member , officer, and key employee is required to annually affirm that they understand the conflict of interest policy, affirm that they have no conflicts of interest, and disclose any conflicts of interest that may exist. "covered persons" are required to disclose any possible conflict of interest as soon as they arise. After the "covered person" has disclosed the existence of a financial interest or a possible financial interest, the board shall determine if a conflict of interest exists because the "covered person" has an actual financial interest in the proposed transaction and that he or she shall benefit from such proposed transaction. If the board has a reasonable cause to believe that a "covered person" has failed to disclose a financial interest, it shall inform the "covered person" of the basis for such belief and afford the "covered person" an opportunity to explain the failure of such disclosure.

Form 990, Part VI, Section B, Line 15

The compensation for the ceo/president and highest compensated employees is based on compensation of comparable positions at universities and teaching colleges, compensation of comparable positions at nonprofit organizations of similar purpose and budget, and compensation of employees at most recent employers. The compensation for the ceo/president is approved by the board of directors.

Form 990, Part VI, Section C, Line 19

The organization makes its governing documents, conflict of interest policy, and financial statements available upon request to the public.

Financial Statement Notes

PART X, LINE 2:

The organization follows accounting requirements associated with uncertainty in income taxes using the provisions of fasb asc 740, income taxes. Using that guidance, tax positions initially need to be recognized in the financial statements when it is more likely than not that the positions will be sustained upon examination by the taxing authorities. It also provides guidance for derecognition, classification, interest and penalties, accounting in interim periods, disclosure, and transition. As of december 31, 2016 and 2015, the organization had no uncertain tax positions that qualified for either recognition or disclosure in the financial statements. Additionally, the organization had no interest or penalties related to income taxes. The organization files income tax returns in the u.s. Federal jurisdiction and in various states. With few exceptions, the organization is no longer subject to u.s. Federal or state income tax examinations by taxing authorities for years before 2013.

AT THE CLOSE OF 2015, THERE WERE 285 WEATHERCASTERS IN THE PROGRAM IN 100 MARKETS ACROSS THE U.S. AT THE CLOSE OF 2016, WE COUNTED 368 PARTICIPANTS ACROSS THE U.S. (ONE OF WHOM WON AN EMMY FOR HER CLIMATE REPORTING) AT 250 STATIONS (37 OF WHICH ARE SPANISH-LANGUAGE STATIONS) IN 125 MARKETS. IN 2016, CM PRODUCED 67 SEPARATE RELEASES, NEVER MISSING A WEEK. IN ADDITION TO CUSTOMIZED WEEKLY REPORTS FOR MORE THAN 100 LOCAL MEDIA MARKETS, WE PRODUCED MORE THAN A DOZEN SPECIAL REPORTS THAT HIGHLIGHTED GLOBALLY SIGNIFICANT MATTERS. (SEE ARCHIVES OF ALL 2016 CM RELEASES AT HTTP://WWW.CLIMATECENTRAL.ORG/CLIMATE-MATTERS-2016.)ALONG WITH OUR WEEKLY DISTRIBUTIONS, WE EXPANDED OUR IN-PERSON OUTREACH EFFORTS. IN BOULDER, WE HOSTED THE FIRST EVER CLIMATE MATTERS USERS' WORKSHOP, FOLLOWED BY TWO ADDITIONAL WORKSHOPS AT THE AMERICAN METEOROLOGICAL SOCIETY (AMS) BROADCAST CONFERENCE IN AUSTIN, TX, AND THE NATIONAL WEATHER ASSOCIATION (NWA) ANNUAL MEETING IN NORFOLK, VA. WE ALSO HOSTED 6 TRAINING WEBINARS FOR METEOROLOGISTS ON CURRENT WEATHER TOPICS.CLIMATE MATTERS PRESENCE IN THE INTERNATIONAL WEATHERCAST COMMUNITY WAS STRENGTHENED IN 2016. IN PARTNERSHIP WITH THE WORLD METEOROLOGICAL ORGANIZATION (WMO), WE PRODUCED THREE JOINT GLOBAL CM RELEASES: THE WMO STATEMENT ON THE STATUS OF THE GLOBAL CLIMATE (MARCH), THE WMO SOUTH ASIA MONSOON OUTLOOK (APRIL), AND THE WMO GREENHOUSE GAS BULLETIN (OCTOBER), WHICH WERE PUSHED OUT TO APPROXIMATELY 90 INTERNATIONAL WEATHER PRESENTERS. CLIMATE CENTRAL'S JOURNALISTIC CONTENT RECEIVED HIGH-LEVEL ATTENTION FROM THE MEDIA ON LOCAL, NATIONAL, AND INTERNATIONAL LEVELS. OUR STORIES WERE REPUBLISHED 690 TIMES, AND THERE WERE NEARLY 5,300 PRINT, ONLINE, AND ON-AIR MENTIONS OF OUR WORK. OUR STORIES GENERATED 24.5 MILLION PAGE VIEWS ON THE CLIMATE CENTRAL WEBSITE, AND OUR SOCIAL MEDIA IMPACT RESULTED IN 44.5 MILLION IMPRESSIONS ON TWITTER AND 45 MILLION ON FACEBOOK. THE COMBINED EFFORTS OF OUR RESEARCH AND JOURNALISM TEAMS PRODUCED 16 ORIGINAL RESEARCH PRODUCTS IN 2016, INCLUDING REPORTS ON WILDFIRES, EXTREME HEAT, SEWAGE OVERFLOWS, THE RISING NUMBER OF SUNNY-DAY FLOODS, AND THE INCREASE IN MOSQUITO-AMENABLE DAYS ACROSS THE U.S. BECAUSE THIS YEAR MARKED THE 100TH ANNIVERSARY OF THE NATIONAL PARK SERVICE (NPS), WE PRODUCED SEVEN LONG-FORM STORIES ON WHAT CLIMATE CHANGE MEANS FOR THE NATIONAL PARKS, INCLUDING AN INTERVIEW WITH NPS DIRECTOR JONATHAN JARVIS.

IRS990/ProgSrvcAccomActy2Grp/Desc0RESEARCH: CLIMATE CENTRAL SCIENTISTS PUBLISH PEER-REVIEWED RESEARCH ON CLIMATE SCIENCE; ENERGY; IMPACTS SUCH AS SEA LEVEL RISE; CLIMATE ATTRIBUTION AND MORE. OUR INDEPENDENT RESEARCH IS DESIGNED TO ENGAGE THE PUBLIC AND ILLUMINATE THE SCIENTIFIC FACTS OF CLIMATE, USING PIONEERING ANALYSIS AND DATA VISUALIZATION TECHNIQUES. OUR SURGING SEAS PROGRAM AND ITS SUITE OF INTERACTIVE WEB-BASED TOOLS DEPICTING THREATS FROM SEA LEVEL RISE AND COASTAL FLOODING CAN BE USED TO INFORM RISK ASSESSMENTS, EMERGENCY PREPAREDNESS EFFORTS, COMMUNICATION ACTIVITIES, AND POLICY ANALYSES. THE JULY 2016 RELEASE OF SURGING SEAS RISK FINDER 2.0 - OUR MOST DATA-INTENSIVE TOOL, PROVIDING INTERACTIVE MAPS AND INFORMATION ON MORE THAN 100 VARIABLES SUCH AS SOCIAL VULNERABILITY, RISK TO REAL ESTATE, THREATS TO HOUSING, ROADS, POWER PLANTS, SCHOOLS, AND HOSPITALS, AND A WIDE RANGE OF OTHER INFRASTRUCTURE AND CRITICAL FACILITIES - WAS WELL RECEIVED. ONE OF THE GOALS FOR THE NEW VERSION - REDESIGNED BASED ON FEEDBACK FROM HUNDREDS OF USERS - WAS TO PROVIDE A MORE INTUITIVE INTERFACE. THE FEEDBACK WAS VALIDATED WITHIN THE FIRST FOUR WEEKS OF THE RELEASE OF THE NEW SITE WITH MORE THAN 40,000 PAGE VIEWS GENERATED. SINCE THEN, THE SITE HAS CONTINUED TO REALIZE A SIGNIFICANT INCREASE IN USER ENGAGEMENT, WITH MONTHLY DOWNLOADS MORE THAN DOUBLING FOR THE JULY - DECEMBER TIME PERIOD, YEAR OVER YEAR, AND THE SIZE OF THE SURGING SEAS LISTSERV GROWING FROM 4,000 TO MORE THAN 8,500 USERS IN THOSE SAME SIX MONTHS.ANOTHER OF THE PROGRAM'S SIGNIFICANT ACCOMPLISHMENTS IN 2016, PRODUCED IN CONSULTATION WITH FEMA COMMUNITY RATING SYSTEM (CRS) COORDINATORS AND LOCAL CRS IMPLEMENTERS, WAS THE WORK OUR SEA LEVEL RISE TEAM DID TO ESTABLISH GUIDELINES WHEREBY COMMUNITIES THAT USE SURGING SEAS TOOLS FOR PLANNING PURPOSES MAY NOW QUALIFY FOR CREDITS WITHIN THE CRS SYSTEM. SURGING SEAS ALSO PLAYED A ROLE IN THE PILOT PROJECT RAISING RISK AWARENESS, WHICH THE WORLD WEATHER ATTRIBUTION TEAM DEVELOPED IN 2016 IN PARTNERSHIP WITH THE CLIMATE AND DEVELOPMENT KNOWLEDGE NETWORK IN INDIA AND BANGLADESH, AND IN KENYA AND ETHIOPIA. FOR THE FIRST TIME, THE SURGING SEAS TEAM DEVELOPED A COUNTRY-SPECIFIC SURGING SEAS WEBSITE (OUTSIDE OF THE U.S.) THAT INCLUDES DETAILED MAPS OF SEA LEVEL RISE EXPOSURE IN SLIDING SCALE INCREMENTS OF 1 TO 10 FEET, WITH MAPS AND BASIC RISK INFORMATION TRANSLATED INTO BANGLA. WORLD WEATHER ATTRIBUTION (WWA), A COLLABORATION BETWEEN CLIMATE CENTRAL, THE OXFORD ENVIRONMENTAL CHANGE INSTITUTE, THE UNIVERSITY OF MELBOURNE, THE ROYAL DUTCH METEOROLOGICAL SOCIETY, THE RED CROSS RED CRESCENT CLIMATE CENTRE, AND OTHER REGIONAL AFFILIATES AROUND THE GLOBE, AIMS TO ANALYZE AND COMMUNICATE THE CAUSAL CONNECTION BETWEEN GLOBAL WARMING AND EXTREME WEATHER. THANKS TO ADVANCES IN THE SCIENCE OF EXTREME EVENT ATTRIBUTION, WWA SCIENTISTS CAN NOW ASSESS THE QUANTITATIVE IMPACT OF CARBON EMISSIONS IN CERTAIN CLASSES OF EXTREME EVENTS, INCLUDING HEAT WAVES, DROUGHTS, AND HEAVY DOWNPOURS, MAKING THE ROLE OF CLIMATE CHANGE MORE ACTIONABLE THAN EVER BEFORE. IN 2016, THE WWA TEAM FOCUSED ON BUILDING WIDESPREAD ACCEPTANCE OF THIS NEW CAPABILITY ACROSS THE SCIENTIFIC COMMUNITY, EXPANDED PARTNERSHIPS BOTH DOMESTICALLY AND INTERNATIONALLY, AND RECEIVED HIGH-LEVEL ATTENTION IN PRINT, DIGITAL AND BROADCAST MEDIA.IN 2016, WWA SCIENTISTS PERFORMED BOTH COLD CASE AND REAL-TIME ANALYSES OF EXTREME WEATHER EVENTS, INCLUDING THE AUSTRALIAN GREAT BARRIER REEF BLEACHING; THE CALIFORNIA DROUGHT; THE EUROPEAN RAINSTORMS/PARIS FLOODS; THE RECORD LOUISIANA RAIN/FLOOD EVENT; THE DECEMBER 2015 CHENNAI FLOODS AND THE MAY 2016 INDIAN HEAT WAVE; AND THE HEAT WAVE IN THE ARCTIC. THREE PEER-REVIEWED PAPERS WERE PUBLISHED ON THESE EVENTS IN 2016, THREE MORE ARE IN REVIEW, AND THREE MORE ARE IN PREPARATION. INTERNATIONALLY, WE LAUNCHED THE PILOT PROGRAM RAISING RISK AWARENESS IN MARCH 2016, WHICH BROUGHT TOGETHER SCIENTISTS FROM WWA AND DEVELOPMENT EXPERTS FROM THE CLIMATE AND DEVELOPMENT KNOWLEDGE NETWORK TO RAISE AWAR
