Governance Explanations

Form 990, Part VI, Section B, Line 11

A copy of the form 990 is distributed to the chair of the board for review prior to filing. The chair shares the form 990 with the other board members as needed and at the chair's discretion.

Form 990, Part VI, Section B, Line 12C

Each board member , officer, and key employee is required to annually affirm that they understand the conflict of interest policy, affirm that they have no conflicts of interest, and disclose any conflicts of interest that may exist. "covered persons" are required to disclose any possible conflict of interest as soon as they arise. After the "covered person" has disclosed the existence of a financial interest or a possible financial interest, the board shall determine if a conflict of interest exists because the "covered person" has an actual financial interest in the proposed transaction and that he or she shall benefit from such proposed transaction. If the board has a reasonable cause to believe that a "covered person" has failed to disclose a financial interest, it shall inform the "covered person" of the basis for such belief and afford the "covered person" an opportunity to explain the failure of such disclosure.

Form 990, Part VI, Section B, Line 15

The compensation for the ceo/president and highest compensated employees is based on compensation of comparable positions at universities and teaching colleges, compensation of comparable positions at nonprofit organizations of similar purpose and budget, and compensation of employees at most recent employers. The compensation for the ceo/president is approved by the board of directors.

Form 990, Part VI, Section C, Line 19

The organization makes its governing documents, conflict of interest policy, and financial statements available upon request to the public.

Financial Statement Notes

PART X, LINE 2:

The organization follows accounting requirements associated with uncertainty in income taxes using the provisions of fasb asc 740, income taxes. Using that guidance, tax positions initially need to be recognized in the financial statements when it is more likely than not that the positions will be sustained upon examination by the taxing authorities. It also provides guidance for derecognition, classification, interest and penalties, accounting in interim periods, disclosure, and transition. As of december 31, 2015 and 2014, the organization had no uncertain tax positions that qualified for either recognition or disclosure in the financial statements. Additionally, the organization had no interest or penalties related to income taxes. The organization files income tax returns in the u.s. Federal jurisdiction and in various states. With few exceptions, the organization is no longer subject to u.s. Federal or state income tax examinations by taxing authorities for years before 2012.

IRS990/ProgSrvcAccomActy2Grp/Desc0RESEARCH: CLIMATE CENTRAL SCIENTISTS PUBLISH PEER-REVIEWED RESEARCH ON CLIMATE SCIENCE; ENERGY; IMPACTS SUCH AS SEA LEVEL RISE; CLIMATE ATTRIBUTION AND MORE. OUR INDEPENDENT RESEARCH IS DESIGNED TO ENGAGE THE PUBLIC AND ILLUMINATE THE SCIENTIFIC FACTS OF CLIMATE, USING PIONEERING ANALYSIS AND DATA VISUALIZATION TECHNIQUES. IN 2015, WE LAUNCHED OUR FIRST NATIONAL ASSESSMENT OF CLIMATE IMPACTS AND PREPAREDNESS: STATES AT RISK. THE PROJECT, DESIGNED TO HELP STATE OFFICIALS AND OTHER STAKEHOLDERS ASSESS CLIMATE-RELATED RISK, INCREASE PREPAREDNESS, AND CREATE NEW CLIMATE CONSTITUENCIES TO HELP DRIVE CHANGE AT THE NATIONAL LEVEL WAS A MAJOR UNDERTAKING DRAWING ON OUR STAFF'S EXPERTIZE WORKING WITH MASSIVE DATASETS. WE FOUND THAT FLORIDA, TEXAS, AND CALIFORNIA ARE THE MOST AT-RISK STATES AND THAT ONLY A SMALL GROUP OF STATES-ALASKA, CALIFORNIA, CONNECTICUT, MASSACHUSETTS, MARYLAND, NEW YORK, AND PENNSYLVANIA-HAVE TAKEN STRONG ACTION TO ASSESS FUTURE RISKS AND PREPARE FOR THEM. STATES ARE MORE PREPARED FOR COASTAL FLOODING THAN ANY OTHER CLIMATE CHANGE IMPACT. (HALF OF ALL COASTAL STATES ARE TAKING STRONG ACTION). BUT STATES ARE LEAST PREPARED FOR EXTREME HEAT. (THOUGH HEAT WAVE DAYS ARE PROJECTED TO MORE THAN TRIPLE BY 2050 IN EACH OF THE LOWER 48 STATES, EXCEPT OREGON, ONLY 14 PERCENT ARE TAKING STRONG ACTION TO PREPARE.)WORKING IN CONCERT WITH OUR PARTNERS AT ICF AND GPG, WE DISSEMINATED OUR FINDINGS OF CLIMATE CHANGE RISK AND PREPAREDNESS IN LOCAL, STATE, AND NATIONAL MEDIA USING ACCESSIBLE AND ENGAGING EXPLAINERS, INFO-GRAPHICS, CHARTS, PRESS RELEASES, A WEBSITE (WWW.STATESATRISK.ORG), AND OTHER TOOLS. WE ALSO BRIEFED POLICYMAKERS AND OTHER STAKEHOLDERS; USED TRUSTED LOCAL MESSENGERS SUCH AS SCIENTISTS, THOUGHT LEADERS, TV METEOROLOGISTS, AND DECISION-MAKERS TO VALIDATE OUR MESSAGES; AND COORDINATED WITH NONPROFITS AND LOCAL, STATE, AND REGIONAL DECISION-MAKERS TO LEVERAGE OPPORTUNITIES AND EXPAND IMPACT.OUR GOAL THROUGH THE WORLD WEATHER ATTRIBUTION PROJECT IS TO CLOSE THIS INFORMATION GAP - AND MAKE CLIMATE CHANGE CLEAR AND ACTIONABLE IN A WAY THAT HAS NOT BEEN POSSIBLE BEFORE.OUR PROJECT INVOLVES RIGOROUS SCIENTIFIC RESEARCH, DESIGNED FOR COMMUNICATION AND BACKED BY PEER-REVIEW. AS AN EXAMPLE, THIS FALL, WE RELEASED A PEER-REVIEWED ANALYSIS OF THE BRAZILIAN DROUGHT WITH OUR PROJECT PARTNERS AT OXFORD, KNMI, THE RED CROSS CLIMATE CENTRE, AND MELBOURNE. WHEN WE SET OUT TO DEVELOP THE ABILITY TO QUANTITATIVELY ATTRIBUTE AND COMMUNICATE CERTAIN INDIVIDUAL WEATHER EVENTS TO CLIMATE CHANGE, WE KNEW THAT SOME OF OUR ANALYSES WOULD SHOW THAT CLIMATE CHANGE PLAYED A ROLE AND SOME WOULD SHOW THAT GLOBAL WARMING PLAYED NO ROLE OR A LESSER ROLE THAN OTHER FACTORS. WE ALSO KNEW THAT THE INTEGRITY OF THE PROGRAM IS STRENGTHENED BY RELEASING ALL OF OUR RESULTS - WHETHER WE FIND THE FINGERPRINT OF CLIMATE CHANGE OR NOT. THIS STUDY FOUND THAT GLOBAL WARMING WAS NOT A MAJOR FACTOR IN THAT EVENT. AT THE SAME TIME THAT WE ARE PEER-REVIEWING OUR METHODS, OUR TEAM IS WORKING TO "SOCIALIZE OR MAINSTREAM ATTRIBUTION SCIENCE WITH THE BROADER SCIENTIFIC COMMUNITY, THE MEDIA, AND POLICYMAKERS THROUGH BRIEFINGS, IN-PERSON MEETINGS, WORKSHOPS, AND CONFERENCE PRESENTATIONS. SINCE OUR GRANT BEGAN, WE HAVE BRIEFED KEY MEMBERS OF THE SCIENTIFIC COMMUNITY THROUGH A SERIES OF PRESENTATIONS ON WORLD WEATHER ATTRIBUTION AT THE OUR COMMON FUTURE CONFERENCE IN PARIS, THE CARNEGIE INSTITUTION, THE NATIONAL ACADEMY OF SCIENCES, AND THE AAAS IN WASHINGTON, DC. IN ORDER TO REACH THE BROADER SCIENTIFIC COMMUNITY, THE WWA TEAM HAS BRIEFED KEY MEMBERS OF THE SCIENTIFIC COMMUNITY INCLUDING JOHN HOLDREN IN THE OFFICE OF SCIENCE AND TECHNOLOGY POLICY; RALPH CICERONE AT THE NATIONAL ACADEMY OF SCIENCES; RUSH HOLT AT THE AMERICAN ASSOCIATION OF ARTS AND SCIENCES; CHARLES GODFRAY AND TIM PALMER AT OXFORD; JANE LUBCHENCO AT OREGON STATE UNIVERSITY; BRIAN HOSKINS AT THE GRANTHAM INSTITUTE; KEVIN TRENBERTH AT THE NATIONAL COUNCIL ON ATMOSPHERIC RESEARCH; MARTIN HOERLING AT NOAA; A
