Governance Explanations

Form 990, Part VI, Section A, Line 6

The organization has members who nominate and elect the members of the governing body. The members do not receive a share of the organizations profits or excess dues, or a share of the assets upon dissolution.

Form 990, Part VI, Section A, Line 7A

All persons eighteen years of age or over, who are members in good standing, shall have the right to vote. This includes the responsibility to nominate and elect the board of directors.

Form 990, Part VI, Section B, Line 11B

The form 990 will be reviewed by the chief financial officer, chief executive officer, and finance committee. After performing its review of the form 990, the finance committee will present the form 990 to the full board. The full board will receive a copy of the form 990 before its filing.

Form 990, Part VI, Section B, Line 12C

The conflict of interest policy of the hanover area ymca is to protect the ymca when it is contemplating entering into a contract, transaction, or arrangement that has potential for benefitting the private interest of a significant person. A significant person is any director, key employee, or committee member with board delegated powers. This would also include a significant person's spouse, brother, sister, parent, grandparent, child, or grandchildren of the person or the person's spouse. Each significant person shall completely, accurately, and timely submit the annual conflict of interest questionnaire as prepared and distributed. The board (or committee) shall determine by a majority vote of disinterested directors whether the disclosed interest may result in a conflict of interest after meeting, discussing, and voting on that matter. A significant person may make a presentation at the board (or committee) meeting, but after the presentation, he/she shall leave the meeting during the discussion of, and the vote on, the transaction or arrangement involving the possible conflict of interest. To ensure that the ymca operates in a manner consistent with charitable purposes and does not engage in activities that could jeopardize its tax-exempt status, periodic reviews shall be conducted. When conducting the periodic reviews as provided for, the ymca may, but need not, use outside advisors. If outside experts are used, their use shall not relieve the governing board of its responsibility for ensuring that periodic reviews are conducted.

The compensation of the ceo is reviewed by the compensation committee and then submitted to the independent members of the board for approval. The process includes a compensation survey. The deliberations and decisions are documented in the committee and board minutes.

Financial Statement Notes

PART V, LINE 4:

The association has adopted investment and spending policies for endowment assets that attempt to preserve the long-term purchasing power of the endowment fund and to provide a reasonably stable and predictable revenue stream from the endowment investments from regular operating spending needs.

PART X, LINE 2:

Accounting principles generally accepted in the united states of america require management to evaluate tax positions taken by the association, including whether the entity is exempt from income taxes. Management evaluated the tax positions taken and concluded that the association has taken no uncertain tax positions that require recognition or disclosure in the combined financial statements. Therefore, no provision or liability for income taxes has been included in the combined financial statements. With few exceptions, the association is no longer subject to income tax examinations by the u.s. Federal, state, or local tax authorities for years before december 31, 2019.

OUR EARLY CHILDHOOD PROGRAMS HAVE BEEN IN OPERATION FOR OVER TWENTY-FIVE YEARS. THE AEL PROGRAM IS LOCATED AT OUR NORTH HANOVER SITE, AND IS FOR CHILDREN AGES 12 MONTHS TO 5 YEARS. THIS PROGRAM IS OPEN YEAR ROUND FROM 6:15 AM TO 6:00 PM, AND IS NAEYC ACCREDITED AND A KEYSTONE STAR 4. CHILDREN ARE PROVIDED BREAKFAST, TWO SNACKS, AND LUNCH USING CACFP GUIDELINES. THE ELC PROGRAM IS LOCATED AT OUR SOUTH HANOVER SITE AND IS FOR CHILDREN AGES 3 TO 5 YEARS. THIS PROGRAM IS OPEN YEAR ROUND FROM 7:00AM TO 5:00PM, AND IS A KEYSTONE STAR 2. CHILDREN ARE PROVIDED WITH BREAKFAST AND TWO SNACKS DAILY. OUR TEACHERS USE THE CREATIVE CURRICULUM AS A PLANNING TOOL THAT IS BASED ON LEARNING THROUGH PLAY. THIS CURRICULUM IS CROSS-WALKED WITH THE PENNSYLVANIA EARLY LEARNING STANDARDS. ACTIVITIES INCLUDE LEARNING CENTERS, CIRCLE TIME, CREATIVE ARTS, LANGUAGE AND LITERACY, MUSIC, MATH, SCIENCE, COOKING AND GROSS MOTOR PLAY. CHILDREN AGE 3 TO 5 PARTICIPATE IN SPORTS AND SWIMMING LESSONS, AND HAVE MUSIC CLASSES TWICE PER MONTH. THE AEL IS LICENSED TO PROVIDE CARE FOR 150 CHILDREN. THE CURRENT ENROLLMENT IS 75 CHILDREN. THE ELC IS LICENSED FOR 33 CHILDREN, THE CURRENT ENROLLMENT IS 20. LAST SCHOOL YEAR, 38 CHILDREN GRADUATED FROM OUR PRE-K CLASSES AND WENT ON TO KINDERGARTEN. OF THE TOTAL NUMBER OF CHILDREN SERVED IN THE PROGRAM, FIFTY-TWO PERCENT ARE FEMALE AND FORTY-EIGHT ARE MALE. EIGHTY-SIX PERCENT ARE CAUCASIAN, NINE PERCENT ARE AFRICAN AMERICAN, AND FIVE PERCENT ARE HISPANIC. SIXTY PERCENT OF CHILDREN IN THE ELC RECEIVE SOME FORM OF FINANCIAL ASSISTANCE, AND FIFTEEN PERCENT RECEIVE CCIS FUNDING.THE PURPOSE OF THE HANOVER AREA YMCA SCHOOL AGE CHILD CARE (SACC) PROGRAM IS TO PROVIDE A SAFE AND NURTURING CHILD DEVELOPMENT ENVIRONMENT DURING THE CRITICAL HOURS BEFORE AND AFTER SCHOOL. RESEARCH SHOWS THAT RISKY BEHAVIOR OCCURS DURING THESE TIME PERIODS WHEN WORKING PARENTS ARE UNABLE TO ADEQUATELY SUPERVISE THEIR CHILD. OUR PROGRAM IS HELD AT OUR NORTH HANOVER LOCATION, AS WELL AS IN SOME OF THE AREA SCHOOLS, AND PROVIDES CHILDREN WITH AGE-APPROPRIATE SOCIAL, RECREATIONAL AND EDUCATIONAL ACTIVITIES. WE FOCUS ON OUR YMCA VALUES OF HONESTY, CARING, RESPECT, RESPONSIBILITY AND FAITH. SPECIAL ACTIVITIES ARE SCHEDULED WITH INPUT FROM THE STUDENTS. STUDENTS ARE PROVIDED WITH A QUIET AREA TO DO HOMEWORK AND/OR RELAX. SACC STAFF PROVIDE HOMEWORK ASSISTANCE TO THOSE WHO NEED HELP. SEVERAL CENTERS ARE OFFERED EACH DAY IN WHICH STUDENTS CAN CHOOSE WHAT THEY WOULD LIKE TO DO. CENTER ACTIVITIES INCLUDE BLOCK PLAY, DRAMATIC PLAY, SCIENCE ACTIVITIES, CREATIVE ARTS, CULTURAL ACTIVITIES AND LIBRARY. GROSS MOTOR PLAY IS SCHEDULED DAILY. CHILDREN ARE PROVIDED A NUTRITIOUS BREAKFAST AND AFTERNOON SNACK. ALL OF OUR PROGRAMS ARE CURRENTLY AT A KEYSTONE STAR 2. THE YMCA'S SACC PROGRAM HAS BEEN IN EXISTENCE FOR OVER 35 YEARS. OVER THE PAST YEAR, THE SACC PROGRAM PROVIDED A SAFE AND NURTURING ENVIRONMENT FOR 188 YOUTH IN GRADES K - 6, REPRESENTING ALL RACES, RELIGIONS, ETHNICITY, INCOME LEVELS AND ABILITIES. FIFTY-TWO PERCENT OF OUR CLIENTS ARE FEMALE AND FORTY-EIGHT PERCENT ARE MALE. EIGHTY-SEVEN PERCENT OF OUR CLIENTS ARE CAUCASIAN, SEVEN PERCENT ARE AFRICAN AMERICAN, FIVE PERCENT ARE HISPANIC AND ONE PERCENT ARE ASIAN. TWELVE PERCENT OF OUR CLIENTS ARE AGE 5; EIGHTY-EIGHT PERCENT OF OUR CLIENTS ARE BETWEEN THE AGES OF 6 AND 12. FORTY PERCENT OF CHILDREN IN THE SACC PROGRAM RECEIVE SOME FORM OF FINANCIAL ASSISTANCE, FIVE PERCENT ALSO RECEIVE CCIS FUNDING. WE PROVIDE SERVICES TO CHILDREN FROM EIGHT ELEMENTARY SCHOOLS AND ONE INTERMEDIATE SCHOOL LOCATED IN FOUR SCHOOL DISTRICTS IN THE GREATER HANOVER AREA.
