Governance Explanations

Form 990, Part VI, Section A, Line 6

The organization has members who nominate and elect the members of the governing body. The members do not receive a share of the organizations profits or excess dues, or a share of the assets upon dissolution.

Form 990, Part VI, Section A, Line 7A

All persons eighteen years of age or over, who are members in good standing, shall have the right to vote. This includes the responsibility to nominate and elect the board of directors.

Form 990, Part VI, Section B, Line 11B

The form 990 will be reviewed by the chief financial officer, chief executive officer, and finance committee. After performing its review of the form 990, the finance committee will present the form 990 to the full board. The full board will receive a copy of the form 990 before its filing.

Form 990, Part VI, Section B, Line 12C

The conflict of interest policy of the hanover area ymca is to protect the ymca when it is contemplating entering into a contract, transaction, or arrangement that has potential for benefitting the private interest of a significant person. A significant person is any director, key employee, or committee member with board delegated powers. This would also include a significant person's spouse, brother, sister, parent, grandparent, child, or grandchildren of the person or the person's spouse. Each significant person shall completely, accurately, and timely submit the annual conflict of interest questionnaire as prepared and distributed. The board (or committee) shall determine by a majority vote of disinterested directors whether the disclosed interest may result in a conflict of interest after meeting, discussing, and voting on that matter. A significant person may make a presentation at the board (or committee) meeting, but after the presentation, he/she shall leave the meeting during the discussion of, and the vote on, the transaction or arrangement involving the possible conflict of interest. To ensure that the ymca operates in a manner consistent with charitable purposes and does not engage in activities that could jeopardize its tax-exempt status, periodic reviews shall be conducted. When conducting the periodic reviews as provided for, the ymca may, but need not, use outside advisors. If outside experts are used, their use shall not relieve the governing board of its responsibility for ensuring that periodic reviews are conducted.

The compensation of the ceo is reviewed by the executive committee and then submitted to the independent members of the board for approval. The process includes a compensation survey analysis provided by y-usa. The deliberations and decisions are documented in the committee and board minutes.

Financial Statement Notes

PART V, LINE 4:

The association has adopted investment and spending policies for endowment assets that attempt to preserve the long-term purchasing power of the endowment fund and to provide a reasonably stable and predictable revenue stream from the endowment investments from regular operating spending needs.

PART X, LINE 2:

Accounting principles generally accepted in the united states of america require management to evaluate tax positions taken by the association, including whether the entity is exempt from income taxes. Management evaluated the tax positions taken and concluded that the association has taken no uncertain tax positions that require recognition or disclosure in the combined financial statements. Therefore, no provision or liability for income taxes has been included in the combined financial statements. With few exceptions, the association is no longer subject to income tax examinations by the u.s. Federal, state, or local tax authorities for years before december 31, 2021.

IRS990/Desc0THE PURPOSE OF THE HANOVER AREA YMCA ACADEMY OF EARLY LEARNING (AEL) IS TO PROVIDE DEVELOPMENTALLY APPROPRIATE ACTIVITIES FOR YOUNG CHILDREN TO ENHANCE AND DEVELOPMENT COGNITIVE, PHYSICAL, SOCIAL AND EMOTIONAL SKILLS. OUR EARLY CHILDHOOD PROGRAM HAS BEEN OPERATING FOR OVER TWENTY-FIVE YEARS. THE AEL PROGRAM IS LOCATED AT OUR NORTH HANOVER YMCA BRANCH AND OPERATES MONDAY THROUGH FRIDAY FROM 6:15AM TO 6:00PM. THE AEL SERVED CHILDREN AGES 6 WEEKS TO 5 YEARS. THE AEL IS NAEYC ACCREDITED, KEYSTONE STAR 4 AND A CACFP SPONSORED PROGRAM.CHILDREN ENROLLED IN THE AEL RECEIVED BREAKFAST AND TWO SNACKS THROUGHOUT THE DAY AS WELL AS DAILY ACTIVITIES THAT ADHERE TO PENNSYLVANIA'S EARLY LEARNING STANDARDS. THESE ACTIVITIES ARE PLANNED WITHIN CREATIVE CURRICULUM'S GUIDELINES. EACH CHILD PARTICIPATES IN AN HOUR AND A HALF OF OUTDOOR PLAY DAILY, WEATHER PERMITTING. ON FRIDAYS, OLDER TODDLERS AND PRESCHOOLERS PARTICIPATE IN MUSIC INSTRUCTION LEAD BY A CREDENTIALED VOLUNTEER. CURRENTLY THE AEL SERVES 77 CHILDREN DAILY. THIS YEAR, 29 CHILDREN WILL TRANSITION TO KINDERGARTEN CLASSROOMS IN OUR LOCAL COMMUNITY. SEVENTY-FOUR PERCENT ARE CAUCASIAN, FOURTEEN PERCENT ARE BI-RACIAL, SEVEN PERCENT ARE AFRICAN AMERICAN, FOUR PERCENT ARE HISPANIC, AND ONE PERCENT ARE ASIAN. IN THE AEL, SIXTEEN PERCENT OF CHILDREN RECEIVE EARLY INTERVENTION SERVICES AND FIVE PERCENT ARE DUAL-LANGUAGE OR ENGLISH LANGUAGE LEARNERS.SACC PROGRAM AT HANOVER AREA YMCA:THE HANOVER AREA YMCA SCHOOL AGE CHILD CARE (SACC) PROGRAM HAS BEEN IN EXISTENCE FOR OVER 35 YEARS. THE PURPOSE OF THIS PROGRAM IS TO PROVIDE A SAFE AND NURTURING ENVIRONMENT DURING THE CRITICAL HOURS BEFORE AND AFTER SCHOOL. RESEARCH SHOWS THAT RISKY BEHAVIOR OCCURS DURING THESE TIME PERIODS WHEN WORKING PARENTS ARE UNABLE TO ADEQUATELY SUPERVISE THEIR CHILDREN. THE PROGRAM IS HELD AT BOTH OUR NORTH AND SOUTH FACILITIES AS WELL AS IN SOME OF THE LOCAL ELEMENTARY SCHOOLS AND PROVIDES CHILDREN WITH AGE-APPROPRIATE SOCIAL, RECREATIONAL, AND EDUCATIONAL ACTIVITIES. WE FOCUS ON OUR YMCA VALUES OF CARING, HONESTY, RESPECT, RESPONSIBILITY, AND FAITH. SPECIAL ACTIVITIES ARE SCHEDULED WITH INPUT FROM THE STUDENTS. STUDENTS ARE PROVIDED WITH A QUIET AREA TO DO HOMEWORK AND/OR RELAX. SACC STAFF PROVIDE HOMEWORK ASSISTANCE TO THOSE NEEDING HELP. SEVERAL CENTERS ARE OFFERED EACH DAY IN WHICH STUDENTS CAN CHOOSE WHAT THEY WOULD LIKE TO DO. CENTER ACTIVITIES INCLUDE BUT ARE NOT LIMITED TO BLOCK PLAY, DRAMATIC PLAY, SCIENCE ACTIVITIES, CREATIVE ARTS, CULTURAL ACTIVITIES, AND LIBRARY. GROSS MOTOR PLAY IS SCHEDULED DAILY. CHILDREN ARE PROVIDED A NUTRITIOUS BREAKFAST AND AFTERNOON SNACK. ALL OUR PROGRAM LOCATIONS ARE CURRENTLY AT A KEYSTONE STAR 2 RATING.OVER THE PAST YEAR, THE SACC PROGRAM PROVIDED A SAFE AND NURTURING ENVIRONMENT FOR 150 YOUTH IN GRADES K-5, REPRESENTING VARIOUS RACES, RELIGIONS, ETHNICITIES, INCOME LEVELS, AND ABILITIES. FORTY-EIGHT PERCENT OF OUR CLIENTS ARE FEMALE, AND FIFTY-TWO PERCENT ARE MALE. EIGHTY-SEVEN PERCENT OF OUR CLIENTS ARE CAUCASIAN, EIGHT PERCENT ARE AFRICAN AMERICAN, SIX PERCENT ARE HISPANIC, AND ONE PERCENT ARE ASIAN. TWENTY-THREE PERCENT OF OUR CLIENTS ARE IN KINDERGARTEN WHILE SEVENTY-SEVEN PERCENT ARE IN FIRST THROUGH FIFTH GRADES. TWENTY-SIX PERCENT OF CHILDREN IN THE SACC PROGRAM RECEIVE SOME FORM OF FINANCIAL ASSISTANCE AND EIGHT PERCENT ALSO RECEIVE CCIS FUNDING. WE PROVIDE SERVICES TO CHILDREN IN EIGHT ELEMENTARY SCHOOLS AND ONE INTERMEDIATE SCHOOL IN FOUR SCHOOL DISTRICTS IN THE GREATER HANOVER AREA.
