Mission

Scranton area foundation strives to enhance the quality of life for all people in lackawanna county as a steward, by developing and managing permanent endowment funds; as a grantmaker, by giving support to enable the community to respond to emerging and changing needs and opportunities; as a charitable resource, by encouraging and educating donors and providing a flexible vehicle for individual donors, non-profit organizations and the community at large; as a catalyst, by mobilizing community leadership in response to issues. It is a charitable resource that has been created by and for the people of scranton and lackawanna county to assist donors to build and sustain their community while carrying out their charitable intent.

Governance Explanations

Form 990, Part VI, Section B, Line 11B

The audit committee meets with the executive director and the independent accounting firm to review and approve the form 990. The audit committee will then email the 990 to the entire board for review prior to submission.

The board is required annually to fill out a conflict of interest questionnaire. Any potential conflicts are reviewed by the executive committee.

Form 990, Part VI, Section B, Line 15A

Beginning in 2008, as directed by the executive and finance committees, the proposed operating budget reflects suggested salaries in total for the full time employees and specifically the president for review and action by the executive committee and final ratification by the board of governors of the salaries in total. The salary for the president is substantiated by information provided by the council on foundations - a national accrediting body.

Financial Statement Notes

PART X, LINE 2:

The foundation is exempt from federal income taxes under section 501(c)(3) of the internal revenue code. The internal revenue service has granted the foundation permanent public foundation status. Consequently, the foundation is required to draw its support from a broad base of the community. In accordance with the financial accounting standards board guidance on accounting for uncertainty in income taxes, management evaluated the foundations tax positions and concluded that the foundation had taken no uncertain tax positions that require adjustments to the financial statements to comply with the provisions of this guidance. With few exceptions, the foundation is no longer subject to income tax examinations by the federal, state or local tax authorities for years before 2015.

SPITZ FOUNDATION, WHOSE COMBINED ASSETS TOTAL APPROXIMATELY $31 MILLION.NEPA MOVESSAF SERVES AS A CATALYST AND A CONVENER TO BRING VARIOUS ORGANIZATIONS AND COMMUNITY LEADERS TOGETHER TO WORK TOWARDS SOLUTIONS ON THE CHALLENGES FACING OUR REGION. TO THIS END, NEPA MOVES, FORMALLY KNOWN AS THE NEPA EQUITABLE TRANSIT COUNCIL, WAS FORMED IN 2017 TO ADDRESS REGIONAL TRANSPORTATION CONCERNS. SAF PARTNERED WITH THE FEDERAL RESERVE BANK OF PHILADELPHIA TO DEVELOP THE COUNCIL IN ORDER TO DEVELOP AN EQUITABLE TRANSPORTATION STRATEGY TO ADDRESS CONCERNS, IMPROVE ACCESS, AND FOSTER GREATER OPPORTUNITY FOR ALL PEOPLE AND COMMUNITIES ACROSS THE SCRANTON-WILKES BARRE REGION. COMPRISED OF OVER 100 KEY REGIONAL STAKEHOLDERS THAT CONVENE QUARTERLY AS A COUNCIL AS WELL AS MORE FREQUENTLY AT THE SUBCOMMITTEE LEVEL, NEPA MOVES WORKS DILIGENTLY TO GAIN A BETTER UNDERSTANDING OF THE SPECIFIC BARRIERS OF CURRENT TRANSIT SYSTEMS AND FOCUSES ON SOLVING THE TRANSPORTATION CHALLENGES THROUGH A STRATEGY THAT PROMOTES EQUITY AND ENCOURAGES ECONOMIC GROWTH IN NORTHEASTERN PENNSYLVANIA.COMMUNITY NEEDS FORUMSSAF HELD A SERIES OF COMMUNITY NEED FORUM SESSIONS ON JUNE 19TH AND 20TH. THESE FORUM SESSIONS FOR NONPROFIT ORGANIZATIONS WAS CONVENED TO INFORMALLY SURVEY NONPROFIT ORGANIZATIONS IN NEPA-TO SOLICIT THEIR INPUT AS VITAL PARTNERS AND STAKEHOLDERS IN OUR WORK THIRTY-SEVEN (37) LOCAL NONPROFIT ORGANIZATIONS MADE PRESENTATIONS WHICH WERE OPEN TO THE PUBLIC. EACH PRESENTER HAD 8 - 10 MINUTES TO DISCUSS THE ORGANIZATION'S PRINCIPAL PROGRAMS/SERVICES, BARRIERS, AND CHALLENGES. FOLLOWING EACH PRESENTATION, FOUNDATION STAFF AND BOARD MEMBERS HAD A CHANCE TO COMMENT AND ASK FOLLOW-UP QUESTIONS. IN ALL, NEARLY SEVEN HOURS OF COMMENTS AND DISCUSSION WERE RECORDED. THE VIDEOS HAVE BEEN MADE PUBLIC AND THE "2018 COMMUNITY NEEDS FORUM REPORT" WAS RELEASED IN PRINT AND DIGITAL FORM FOR USE BY PHILANTHROPISTS, COMMUNITY PARTNERS, AND OTHER FOUNDATIONS. THIS REPORT HIGHLIGHTED THE REGION'S CHALLENGES AND OPPORTUNITIES FOR NONPROFIT ORGANIZATIONS, THE POPULATION NEEDS AND TRENDS, AND A LOOK FORWARD TO HOW THE FOUNDATION WILL ADDRESS THE CONCERNS OF THE ORGANIZATIONS IN THE FUTURE. CENTER FOR COMMUNITY LEADERSHIP AND NONPROFIT EXCELLENCESAF PROVIDES FUNDING TO HELP NONPROFITS MANAGE THE PROJECTS AND PROGRAMS THAT ENHANCE THE QUALITY OF LIFE IN NORTHEASTERN PA. IN 2012, SAF REALIZED THAT IN ADDITION TO PROVIDING FUNDING, THEY COULD HELP MAXIMIZE NONPROFIT ORGANIZATIONS' ABILITY TO MEET THEIR CRITICAL MISSIONS BY PROVIDING ACCESS TO PROGRAMS, TRAINING, AND RELATED TECHNICAL ASSISTANCE. TO THAT END, THE CENTER FOR COMMUNITY LEADERSHIP AND NONPROFIT EXCELLENCE WAS ESTABLISHED. BY INVESTING IN THE EDUCATION AND TRAINING OF NONPROFIT ORGANIZATIONS, AND THROUGH FORGING EFFECTIVE PARTNERSHIPS. SAF HELPS TO IMPROVE THE EFFECTIVENESS OF THESE ORGANIZATIONS, THEREBY BROADENING AND DEEPENING THEIR IMPACT IN LACKAWANNA COUNTY. THROUGH SUPPORT FROM THE SAF AND PARTNERS SUCH AS THE MOSES TAYLOR FOUNDATION, THE CENTER FOR COMMUNITY LEADERSHIP AND NONPROFIT EXCELLENCE HAS THE OPPORTUNITY TO EXTEND ITS REACH FURTHER INTO OUR COMMUNITY.
