Mission

Scranton area foundation strives to enhance the quality of life for all people in lackawanna county as a steward, by developing and managing permanent endowment funds; as a grantmaker, by giving support to enable the community to respond to emerging and changing needs and opportunities; as a charitable resource, by encouraging and educating donors and providing a flexible vehicle for individual donors, non-profit organizations and the community at large; as a catalyst, by mobilizing community leadership in response to issues. It is a charitable resource that has been created by and for the people of scranton and lackawanna county to assist donors to build and sustain their community while carrying out their charitable intent.

Governance Explanations

Form 990, Part VI, Section B, Line 11

The audit committee meets with the executive director and the independent accounting firm to review the form 990. The audit committee will then email the 990 to the entire board for review. The audit committee then votes whether or not to accept it.

The board is required annually to fill out a conflict of interest questionnaire. Any potential conflicts are reviewed by the executive committee.

Form 990, Part VI, Section B, Line 15A

Beginning in 2008, as directed by the executive and finance committees, the proposed operating budget reflects suggested salaries in total for the three full time employees and specifically the president for review and action by the executive committee and final ratification by the board of governors of the salaries in total. The salary for the president is substantiated by information provided by the council on foundations - a national accrediting body.

Financial Statement Notes

PART X, LINE 2:

The foundation is exempt from federal income taxes under section 501(c)(3) of the internal revenue code. The internal revenue service has granted the foundation permanent public foundation status. Consequently, the foundation is required to draw its support from a broad base of the community. To meet this requirement, the "foundation associates" was established several years ago for the purpose of soliciting membership and participation in the work of the scranton area foundation, inc. In accordance with the financial accounting standards board guidance on accounting for uncertainty in income taxes, management evaluated the foundations tax positions and concluded that the foundation had taken no uncertain tax positions that require adjustments to the financial statements to comply with the provisions of this guidance. With few exceptions, the foundation is no longer subject to income tax examinations by the federal, state or local tax authorities for years before 2011.

THIS PROGRAM WAS A MINI-RETREAT FOR NONPROFIT BOARD MEMBERS WITH A FOCUS ON PROVIDING TOOLS AND GUIDELINES FOR NONPROFIT LEADERS AND BOARD MANAGEMENT TO AVOID RISKS AND MAXIMIZE OPPORTUNITIES FOR ORGANIZATIONS. OVER 75 PEOPLE ATTENDED THIS WORKSHOP, WHICH WAS FREE FOR ALL ATTENDEES, AND MORE THAN 30 ORGANIZATIONS IN NORTHEASTERN PENNSYLVANIA WERE REPRESENTED. THIS CPE SEMINAR WAS OPEN TO EVERYONE AND PRESENTED BY MARK FROEHLICH, CPA, MBA, CONTROLLER OF THE PHILADELPHIA FOUNDATION. THE TOPICS COVERED BY THE TWO HOUR SEMINAR PROVIDED A THOROUGH REVIEW OF EXTERNAL FINANCIAL REPORTING REQUIREMENTS OF NONPROFIT ORGANIZATIONS, INCLUDING AUDITED FINANCIAL STATEMENTS AND THE IRS FORM 990. THE SEMINAR FURTHER CLARIFIED THE ROLES OF EXECUTIVES AND THE BOARD WITH RESPECT TO EXTERNAL FINANCIAL REPORTS AND FIDUCIARY RESPONSIBILITY. SAF SPONSORED THIS SEMINAR AT NO CHARGE TO THE COMMUNITY AND MORE THAN 60 PEOPLE REGISTERED TO ATTEND, INCLUDING 12 LOCAL CPAS. FOLLOWING THE PRESENTATION, THE POSITIVE FEEDBACK WAS OVERWHELMING. ALL ATTENDEES LEFT WITH A GREATER UNDERSTANDING OF THE FINANCIAL REPORTING REQUIREMENTS FOR THE AGENCIES THEY REPRESENT AND ASKED SAF TO SPONSOR SIMILAR TRAININGS IN THE FUTURE. AS THE SOLE COMMUNITY FOUNDATION SERVING LACKAWANNA COUNTY, SAF STRIVES TO PROVIDE IMPORTANT PROGRAMS AND TRAININGS THAT WILL BENEFIT THE ORGANIZATIONS AND INDIVIDUALS THAT LIVE AND WORK IN THE COUNTY WE SERVE.UNRESTRICTED GRANTSERVING APPROXIMATELY 450 STUDENTS IN LACKAWANNA COUNTY EVERY YEAR, THE Y.E.S. (YOUTH IN ENVIRONMENTAL SCIENCE) PROGRAM, PROVIDES CHILDREN, PRIMARILY AGE 6-12, WITH AN AFTERSCHOOL HANDS-ON LEARNING PROGRAM IN SCIENTIFIC METHOD TESTING, BIOLOGY, ECOLOGY, AND MATH. THIS PROGRAM SELECTS CHILDREN FROM LOW TO MODERATE INCOME FAMILIES AT RISK FOR ACADEMIC FAILURE TO PARTICIPATE. WITHOUT Y.E.S., MOST OF THESE STUDENTS WOULD NOT BE ABLE TO ATTEND A SCIENCE PROGRAM OUTSIDE OF SCHOOL AND MANY OF THESE CHILDREN COULD FAIL. THE $7,500 GRANT FROM THE COMMUNITY NEEDS FUND (UNRESTRICTED GENERAL ENDOWMENT) ALLOWED THIS PROGRAM TO BE OFFERED TO HUNDREDS OF STUDENTS IN THREE SEPARATE SCHOOL DISTRICTS IN LACKAWANNA COUNTY.
