Mission

Scranton area foundation strives to enhance the quality of life for all people in lackawanna county as a steward, by developing and managing permanent endowment funds; as a grantmaker, by giving support to enable the community to respond to emerging and changing needs and opportunities; as a charitable resource, by encouraging and educating donors and providing a flexible vehicle for individual donors, non-profit organizations and the community at large; as a catalyst, by mobilizing community leadership in response to issues. It is a charitable resource that has been created by and for the people of scranton and lackawanna county to assist donors to build and sustain their community while carrying out their charitable intent.

Governance Explanations

The audit committee meets with the executive director and the independent accounting firm to review and approve the form 990. The audit committee will then email the 990 to the entire board for review prior to submission.

The board is required annually to fill out a conflict of interest questionnaire. Any potential conflicts are reviewed by the executive committee.

Beginning in 2008, as directed by the executive and finance committees, the proposed operating budget reflects suggested salaries in total for the seven full time employees and specifically the president for review and action by the executive committee and final ratification by the board of governors of the salaries in total. The salary for the president is substantiated by information provided by the council on foundations - a national accrediting body.

Financial Statement Notes

PART X, LINE 2:

The foundation is exempt from federal income taxes under section 501(c)(3) of the internal revenue code. The internal revenue service has granted the foundation permanent public foundation status. Consequently, the foundation is required to draw its support from a broad base of the community. To meet this requirement, the "foundation associates" was established several years ago for the purpose of soliciting membership and participation in the work of the scranton area foundation, inc. In accordance with the financial accounting standards board guidance on accounting for uncertainty in income taxes, management evaluated the foundations tax positions and concluded that the foundation had taken no uncertain tax positions that require adjustments to the financial statements to comply with the provisions of this guidance. With few exceptions, the foundation is no longer subject to income tax examinations by the federal, state or local tax authorities for years before 2014.

THERE ARE SEVERAL INITIATIVES THAT WIP FOCUSES ON, INCLUDING: STEAM (SCIENCE, TECHNOLOGY, ENGINEERING, ART, AND MATH) EDUCATION, HEALTH AND WELLNESS INITIATIVES, SMALL BUSINESS DEVELOPMENT, AND FINANCIAL WELL-BEING AND ECONOMIC EDUCATION. EACH INITIATIVE HAS HAD NOTEWORTHY ACCOMPLISHMENTS IN 2017: STEAM (SCIENCE, TECHNOLOGY, ENGINEERING, ART, AND MATH) EDUCATIONWIP ARRANGED MULTIPLE STEAM EDUCATION PROGRAMS THAT ASSISTED OVER 1,000 STUDENTS IN THREE LOCAL SCHOOL DISTRICTS. AT THE SCRANTON AND RIVERSIDE SCHOOL DISTRICTS, THE SEVENTH GRADE STUDENTS LEARNED FROM THE SALVADORI CENTER, A NONPROFIT ORGANIZATION BASED IN NEW YORK, THAT USES COLLABORATIVE, HANDS-ON, PROJECT-BASED LEARNING. HEALTH AND WELLNESS INITIATIVESIN AN EFFORT TO SUPPORT THE DENTAL CARE CONCERNS OF WOMEN IN OUR REGION, WIP FORMED THE DENTAL COUNCIL. THIS COUNCIL IS MADE UP OF APPROXIMATELY 24 LEADERS INVOLVED IN THE MEDICAL AND DENTAL COMMUNITY, INCLUDING THE LOCAL DENTAL SOCIETY. THE DENTAL COUNCIL PLANNED A NUMBER OF PROJECTS FOCUSED ON EDUCATION, ADVOCACY, AND SUPPORT. IN PARTICULAR, A PILOT PROGRAM AIMED AT PROVIDING DENTAL CARE AND OTHER SUPPORT SERVICES WAS DEVELOPED WITH THE HOPES OF FINDING THE RIGHT PARTNERS TO BEGIN IN THE NEAR FUTURE. SMALL BUSINESS DEVELOPMENTWIP, IN CONJUNCTION WITH COMMUNITY PARTNERS, OFFERED ASSISTANCE TO WOMEN WHO WERE INTERESTED IN STARTING OR GROWING THEIR BUSINESSES. FINANCIAL CONFIDENCE SEMINARS THAT FOCUS ON PREPARING WOMEN FOR SMALL BUSINESS OWNERSHIP WERE CONDUCTED FIVE TIMES THROUGHOUT THE YEAR TO OVER FIFTY WOMEN. THE WOMEN IN OUR PROGRAM WERE ALSO PAIRED WITH MENTORS TO HELP PROVIDE ONE-ON-ONE SUPPORT. MOST IMPORTANTLY, WE FACILITATED MICRO-LOANS TOTALING $40,000 TO SIX WOMEN IN ORDER TO SUPPORT THEIR EFFORTS TO START OR GROW A BUSINESS. FINANCIAL WELL-BEING AND ECONOMIC EDUCATIONAS PART OF THE FINANCIAL WELL-BEING AND ECONOMIC EDUCATION INITIATIVE, A MATCHED SAVING PROGRAM WAS LAUNCHED AND, SINCE THE INCEPTION OF THE MATCHED SAVING PROGRAM, OVER 50 LOW-INCOME WOMEN HAVE RECEIVED FINANCIAL EDUCATION CLASSES TAUGHT BY PROFESSIONALS IN DIVERSE FIELDS. MANY OF THESE INSTRUCTORS ARE ALSO ACTIVE SUPPORTERS OF WIP, MAKING THIS A UNIQUE INITIATIVE THAT ENGAGES WITH DONORS. THE PROGRAM HAS BEEN EXTREMELY SUCCESSFUL, WITH TESTIMONY FROM PARTICIPANTS REAFFIRMING HOW IT WAS LIFE-CHANGING. THROUGH THE PROGRAM, MANY WOMEN ALSO HAD FUNDING THAT THEY HAVE SAVED FOR HOUSING, EDUCATION, HEALTH CARE, OR TRANSPORTATION NEEDS, MATCHED DOLLAR FOR DOLLAR BY WIP. NEPA EQUITABLE TRANSIT COUNCILTHE SCRANTON AREA FOUNDATION SERVES AS A CATALYST AND A CONVENER TO BRING VARIOUS ORGANIZATIONS AND COMMUNITY LEADERS TOGETHER TO WORK TOWARDS SOLUTIONS ON THE CHALLENGES FACING OUR REGION. TO THIS END, THE NEPA EQUITABLE TRANSIT COUNCIL WAS FORMED IN 2017 TO ADDRESS REGIONAL TRANSPORTATION CONCERNS. THE INTERNAL REVENUE SERVICE HAS GRANTED THE FOUNDATION PERMANENT PUBLIC FOUNDATION STATUS. CONSEQUENTLY, THE FOUNDATION IS REQUIRED TO DRAW ITS SUPPORT FROM A BROAD BASE OF THE COMMUNITY. TO MEET THIS REQUIREMENT, THE "FOUNDATION ASSOCIATES" WAS ESTABLISHED SEVERAL YEARS AGO FOR THE PURPOSE OF SOLICITING MEMBERSHIP AND PARTICIPATION IN THE WORK OF THE SCRANTON AREA FOUNDATION, INC. IN ACCORDANCE WITH THE FINANCIAL ACCOUNTING STANDARDS BOARD GUIDANCE ON ACCOUNTING FOR UNCERTAINTY IN INCOME TAXES, MANAGEMENT EVALUATED THE FOUNDATIONS TAX POSITIONS AND CONCLUDED THAT THE FOUNDATION HAD TAKEN NO UNCERTAIN TAX POSITIONS THAT REQUIRE ADJUSTMENTS TO THE FINANCIAL STATEMENTS TO COMPLY WITH THE PROVISIONS OF THIS GUIDANCE. WITH FEW EXCEPTIONS, THE FOUNDATION IS NO LONGER SUBJECT TO INCOME TAX EXAMINATIONS BY THE FEDERAL, STATE OR LOCAL TAX AUTHORITIES FOR YEARS BEFORE 2014.
