Mission

Scranton area foundation strives to enhance the quality of life for all people in lackawanna county as a steward, by developing and managing permanent endowment funds; as a grantmaker, by giving support to enable the community to respond to emerging and changing needs and opportunities; as a charitable resource, by encouraging and educating donors and providing a flexible vehicle for individual donors, non-profit organizations and the community at large; as a catalyst, by mobilizing community leadership in response to issues. It is a charitable resource that has been created by and for the people of scranton and lackawanna county to assist donors to build and sustain their community while carrying out their charitable intent.

Governance Explanations

Form 990, Part VI, Section B, Line 11B

The audit committee meets with the executive director and the independent accounting firm to review and approve the form 990. The audit committee will then email the 990 to the entire board for review prior to submission.

The board is required annually to fill out a conflict of interest questionnaire. Any potential conflicts are reviewed by the executive committee.

Form 990, Part VI, Section B, Line 15A

Beginning in 2008, as directed by the executive and finance committees, the proposed operating budget reflects suggested salaries in total for the six full time employees and specifically the president for review and action by the executive committee and final ratification by the board of governors of the salaries in total. The salary for the president is substantiated by information provided by the council on foundations - a national accrediting body.

Financial Statement Notes

PART X, LINE 2:

The foundation is exempt from federal income taxes under section 501(c)(3) of the internal revenue code. The internal revenue service has granted the foundation permanent public foundation status. Consequently, the foundation is required to draw its support from a broad base of the community. To meet this requirement, the "foundation associates" was established several years ago for the purpose of soliciting membership and participation in the work of the scranton area foundation, inc. In accordance with the financial accounting standards board guidance on accounting for uncertainty in income taxes, management evaluated the foundations tax positions and concluded that the foundation had taken no uncertain tax positions that require adjustments to the financial statements to comply with the provisions of this guidance. With few exceptions, the foundation is no longer subject to income tax examinations by the federal, state or local tax authorities for years before 2013.

THERE ARE SEVERAL PROGRAMMATIC ASPECTS OF THE WIP INITIATIVE, WHICH ARE OUTLINED SEPARATELY IN THE FOLLOWING PARAGRAPHS: STEAM (SCIENCE, TECHNOLOGY, ENGINEERING, ART, AND MATH) EDUCATION PILOT PROGRAMTHE STEAM EDUCATION PILOT PROGRAM IS A TWO YEAR PROJECT TO BRING EFFECTIVE STEAM EDUCATION TO PUBLIC SCHOOL DISTRICTS IN LACKAWANNA COUNTY; THIS PILOT BEGAN AT THE START OF THE 2016-2017 SCHOOL YEAR. FOR THE PILOT, WIP IS PROVIDING IN-CLASS INSTRUCTION FROM THE SALVADORI CENTER TO ALL OF THE 7TH GRADE STUDENTS IN THE SCRANTON AND RIVERSIDE SCHOOL DISTRICTS, APPROXIMATELY 850 CHILDREN. THE SALVADORI CENTER PROVIDES HANDS-ON LEARNING EXPERIENCES TO HELP CHILDREN GAIN FAMILIARITY WITH STEAM CONCEPTS. BECAUSE THE SALVADORI CENTER USES A HANDS-ON APPROACH TO LEARNING, IT IS AN EFFECTIVE MODEL FOR STUDENTS WHO SPEAK ENGLISH AS A SECOND LANGUAGE (ESL). THE SCRANTON AND RIVERSIDE SCHOOL DISTRICTS HAVE THE HIGHEST PERCENTAGE OF ESL STUDENTS IN LACKAWANNA COUNTY. IN ADDITION TO THE SALVADORI CENTER INSTRUCTION, WIP ENGAGED THE SERVICES OF PENN STATE WORTHINGTON SCRANTON TO PROVIDE THE STUDENTS AT SCRANTON SCHOOL DISTRICT AN AFTER-SCHOOL GIRLS STEAM CLUB, AND RIVERSIDE GIRLS WERE TAKEN ON STEAM RELATED FIELD TRIPS. AT THE START OF THE STEAM EDUCATION PILOT PROGRAM, WIP HOSTED A STEAM LAUNCH EVENT FOR THE 7TH GRADE STUDENTS AT SCRANTON AND RIVERSIDE SCHOOL DISTRICTS, WHICH INCLUDED DYNAMIC STEAM-CENTERED SPEAKERS AND INTERACTIVE DISPLAYS.IN ADDITION TO THE PROGRAMS PROVIDED AT SCRANTON AND RIVERSIDE, WIP ALSO PARTNERED WITH THE DUNMORE SCHOOL DISTRICT TO PROVIDE SUPPLEMENTAL STEAM EDUCATION LECTURES TO THE STUDENTS IN 4TH-6TH GRADES. THESE PRESENTATIONS WERE COORDINATED WITH THE TEACHERS TO COMPLIMENT THE LESSON PLANS, AND BROUGHT IN A VARIETY OF ENGAGING SPEAKERS FOR THE STUDENTS TO HEAR. MATCHED SAVINGS GROUPSTHE WIP MATCHED SAVINGS GROUPS ARE OPERATED THROUGH A PARTNERSHIP WITH WIP MEMBERS, UNITED NEIGHBORHOOD CENTERS (UNC), PNC BANK, AND OTHER MEMBERS OF THE COMMUNITY. THROUGH THE MATCHED SAVINGS GROUPS, 37 LOW-TO-MODERATE INCOME WOMEN IN LACKAWANNA COUNTY MET MONTHLY AT UNC CENTERS TO RECEIVE FINANCIAL EDUCATION CLASSES. THE SUBJECT OF THESE CLASSES RANGED FROM BANKING BASICS, TO MAKING LARGE PURCHASES, AND APPLYING FOR LOANS. DURING THE YEAR OF INSTRUCTION, PARTICIPANTS SAVED MONEY TOWARD A PRE-DEFINED GOAL, WHICH INCLUDED SAVING TO BUY A HOME OR CAR, MAKING REPAIRS TO A CURRENT HOME, PAYING FOR EDUCATION, STARTING A BUSINESS, OR PAYING MEDICAL BILLS. AT THE END OF THE PROGRAM, WIP MATCHED THE MONEY SAVED BY PARTICIPANTS ON A DOLLAR FOR DOLLAR BASIS UP TO $2,500 EACH. SPECIALIZED, ZERO-FEE SAVINGS ACCOUNTS WERE ESTABLISHED AT PNC BANK, WHICH GAVE PARTICIPANTS ACCESS TO A TRADITIONAL BANK ACCOUNT AND HELPED THEM SAVE MONEY WITHOUT GARNERING FEES. THROUGH THIS PROGRAM, WIP AIMED TO DECREASE THE NUMBER OF WOMEN AND FAMILIES LIVING PAYCHECK TO PAYCHECK BY PROVIDING USEFUL FINANCIAL INFORMATION, ACCESS TO TRADITIONAL BANKING INSTITUTIONS, AS OPPOSED TO PAYDAY LENDERS OR OTHER PREDATORY BANKING PRACTICES, AND PROVIDING THE PARTICIPANTS WITH A MONETARY BUFFER THAT COULD BE USED IN THE EVENT OF AN EMERGENCY EXPENSE OR CATASTROPHIC INCIDENT. FINANCIAL CONFIDENCE AND ENTREPRENEURSHIPTHROUGH THE FINANCIAL CONFIDENCE AND ENTREPRENEURSHIP PROGRAM, ASPIRING WOMEN ENTREPRENEURS LIVING OR WORKING IN LACKAWANNA COUNTY WERE PROVIDED WITH FINANCIAL AND BUSINESS EDUCATION INSTRUCTION, MENTORSHIP, BUSINESS PLAN CULTIVATION ASSISTANCE, AND THE START-UP CAPITAL TO GROW OR START A BUSINESS.
