Jubilee Ministries exists to serve those affected by incarceration by being ambassadors of life change through the Gospel of Jesus Christ.
Jubilee ministries provides christian discipleship to those incarcerated or in after-care programs who are committed to seeking reconciliation with god and establishing a personal growing relationship with jesus christ as savior and lord. Jubilee also provides temporary housing and life-skills training for those recently released from prison. To show the love of god to the economically disadvantaged by helping to meet their physical, emotional, material needs regardless of race, and color, creed, age or gender.

Every two years, a committee made up of board members sends out evaluations related to the performance of the executive director. This evaluation goes to the board members, a few staff members, and some church leaders to complete and return. The committee then reviews the evaluations and determines the necessary compensation for the executive director.”
“The following is the compensation process for all employees. The board of directors are not paid. Regular times of dialogue are scheduled by the supervisor to assist each employee in recognizing and using their god-given qualities and gifts. A review is scheduled after several months of employment. Additional reviews may be arranged if either the supervisor or the employee desires more communication. These times provide opportunity for problem solving, goal setting, and feedback from the employee. A written evaluation is scheduled by october 1st of each year. “Also, in snyder county, snyder county prison chaplaincy is operating under jubilee ministries. Addressing the spiritual needs of all inmates is quite a demanding and challenging role. Bible studies, life skill classes, one-on-one counseling, and church services are all a part of the role of jubilee chaplains. As all prisons are grossly overcrowded, the chaplains provide an even more important role of supporting the morale of the inmates and correctional staff as well. Our prison chaplains gave over 17,927 hours in seven prisons in pa and one correctional center. In the lebanon county correctional facility, volunteers gave over 1,992 recorded hours for bible training and worship services.”
“By working and receiving support, individuals are more likely to avoid former habits and stay out of trouble in the future. The average occupancy in 2013 was 19 people. A total of 75 people were in the program at various times throughout the year. Volunteers gave 658 hours of their time talking and relating with the residents. Discipleship program: jubilee's discipleship program is an intensive christian program offered to persons that have been incarcerated. The program is individualized for a minimum of six months. This program is more intensive with vocational classes, bible study, budget management, and individual counseling. The individuals work at jubilee receiving vocational training and gradually progress to employment outside of jubilee. The program is geared to dealing with life-controlling issues associated with addiction. Housing was provided for 22 men during the year in this program. Two students graduated in 2013. Three of the students who arrived in 2013 are expected to graduate the following year.”
“Material assistance: total assistance given was 36,050. This includes 12,543 worth of clothing and furniture given to those in need. Part of our funding base is used to assist clients that are 'prison related'. This could include those released from prison who are 'starting over' and family members of inmates who face financial difficulty because a family member is incarcerated. Our case worker seeks to determine how to empower the person to help themselves. We may assist in many practical ways such as rental assistance, helping pay for prescriptions, paying a utility bill, costs of childcare, costs of obtaining a photo id for employment, or a bus ticket home after release from jail. Our case worker works part time and saw over 674 clients. The needs are great and far-ranging. Counseling department: jubilee provides master level pastoral counselors to assist those released from prison, families of inmates, and individuals and couples from the local community. The focus of pastoral counseling includes addiction, relationship issues, problem solving, and coping skills for life's stressors. Our target population is those who are prison related. Services are provided on a sliding scale as the people we assist are often dealing with financial hardships. We also work with other local agencies. Lebanon county mediation services operates under the umbrella of jubilee ministries. Trained mediators volunteer their time to help people settle their disputes. Neighborhood disputes are the most frequent need and conflicts are able to be resolved and settled in such a way that both disputants are content with the results. There were three referrals. Each of these seemed successful with agreements made. Two parties called in for divorce mediations - we were unable to help them because they needed attorney representation. Over the course of the commitment of the committee to help the residents of lebanon county over 4000 individuals were identified with some sort of need (by fema's standards); the caseworkers of the committee made contact with everyone on the list or at least attempted - several never returned calls or answered emails or snail mail. There were over 300 homeowners helped rehabilitating their homes by mucking out the mess, replacing damaged areas of their homes, painting or assisting with mitigation process; of these 300 homeowners, 175 received some sort of monetary assistance with the repairs for purchase of the supplies needed (the monies were used in the form of gift cards by the members of the committee purchasing items for the residents so that there was always someone from the committee in control of disbursing funds); 200 families received food assistance; 3 families needed clothing; 12 just needed ears to listen to their stories. Summer camp: jubilee provides full summer camp scholarships for children with an incarcerated parent or a parent on parole. The week-long overnight camping fun provides opportunities that many of these children would otherwise not experience. The healthy interaction of camp counselors allows these children to experience good relationships when often they come from a world of turmoil and uncertainty. We also provide opportunities for children who are timid about staying at camp overnight, to attend the day camp at the ymca. Sometimes the inmates' family becomes the "forgotten people". Families struggling to survive while one or both parents are incarcerated. A number of the families we come alongside are single mothers or grandmothers raising children and struggling to make it financially while husbands are in prison. The "luxury" of sending children to camp is simply not an option. In 2013, 62 children received scholarships to attend a week-long summer camp. Family camp: family camp was established after learning that many parents of our summer campers never had an opportunity to attend camp themselves. JUBILEE ALSO PROVIDES PART-TIME CHAPLAIN SUPPORT TO THE WERNERSVILLE COMMUNITY CORRECTIONS CENTER. IN LUZERNE COUNTY, PROVIDING HOPE MINISTRIES IS OPERATING UNDER JUBILEE MINISTRIES. SEE SCHEDULE O FOR ADDITIONAL INFORMATION. ALSO, IN SNYDER COUNTY, SNYDER COUNTY PRISON CHAPLAINCY IS OPERATING UNDER JUBILEE MINISTRIES. ADDRESSING THE SPIRITUAL NEEDS OF ALL INMATES IS QUITE A DEMANDING AND CHALLENGING ROLE. BIBLE STUDIES, LIFE SKILL CLASSES, ONE-ON-ONE COUNSELING, AND CHURCH SERVICES ARE ALL A PART OF THE ROLE OF JUBILEE CHAPLAINS. AS ALL PRISONS ARE GROSSLY OVERCROWDED, THE CHAPLAINS PROVIDE AN EVEN MORE IMPORTANT ROLE OF SUPPORTING THE MORALE OF THE INMATES AND CORRECTIONAL STAFF AS WELL. OUR PRISON CHAPLAINS GAVE OVER 17,927 HOURS IN SEVEN PRISONS IN PA AND ONE CORRECTIONAL CENTER. STAFF ASSIST WITH BUDGETING AND OTHER LIFE SKILLS AS PART OF THEIR TRANSITIONING TO INDEPENDENT LIVING. IN 2013, 16 RESIDENTS COMPLETED AND GRADUATED FROM THE SIX-MONTH PROGRAM. THE TRANSITION HOUSE PROGRAM IS A STEP TOWARD CREATING A SAFER COMMUNITY AND LOWERING THE RETURN-TO-PRISON RATE OF OFFENDERS. SEE SCHEDUEL O FOR ADDITIONAL INFORMATION. BY WORKING AND RECEIVING SUPPORT, INDIVIDUALS ARE MORE LIKELY TO AVOID FORMER HABITS AND STAY OUT OF TROUBLE IN THE FUTURE. THE AVERAGE OCCUPANCY IN 2013 WAS 19 PEOPLE. A TOTAL OF 75 PEOPLE WERE IN THE PROGRAM AT VARIOUS TIMES THROUGHOUT THE YEAR. VOLUNTEERS GAVE 658 HOURS OF THEIR TIME TALKING AND RELATING WITH THE RESIDENTS. DISCIPLESHIP PROGRAM: JUBILEE'S DISCIPLESHIP PROGRAM IS AN INTENSIVE CHRISTIAN PROGRAM OFFERED TO PERSONS THAT HAVE BEEN INCARCERATED. THE PROGRAM IS INDIVIDUALIZED FOR A MINIMUM OF SIX MONTHS. THIS PROGRAM IS MORE INTENSIVE WITH VOCATIONAL CLASSES, BIBLE STUDY, BUDGET MANAGEMENT, AND INDIVIDUAL COUNSELING. THE INDIVIDUALS WORK AT JUBILEE RECEIVING VOCATIONAL TRAINING AND GRADUALLY PROGRESS TO EMPLOYMENT OUTSIDE OF JUBILEE. THIS COULD INCLUDE THOSE RELEASED FROM PRISON WHO ARE 'STARTING OVER' AND FAMILY MEMBERS OF INMATES WHO FACE FINANCIAL DIFFICULTY BECAUSE A FAMILY MEMBER IS INCARCERATED. OUR CASE WORKER SEEKS TO DETERMINE HOW TO EMPOWER THE PERSON TO HELP THEMSELVES. WE MAY ASSIST IN MANY PRACTICAL WAYS SUCH AS RENTAL ASSISTANCE, HELPING PAY FOR PRESCRIPTIONS, PAYING A UTILITY BILL, COSTS OF CHILDCARE, COSTS OF OBTAINING A PHOTO ID FOR EMPLOYMENT, OR A BUS TICKET HOME AFTER RELEASE FROM JAIL. OUR CASE WORKER WORKS PART TIME AND SAW OVER 674 CLIENTS. THE NEEDS ARE GREAT AND FAR-RANGING. COUNSELING DEPARTMENT: JUBILEE PROVIDES MASTER LEVEL PASTORAL COUNSELORS TO ASSIST THOSE RELEASED FROM PRISON, FAMILIES OF INMATES, AND INDIVIDUALS AND COUPLES FROM THE LOCAL COMMUNITY. THE FOCUS OF PASTORAL COUNSELING INCLUDES ADDICTION, RELATIONSHIP ISSUES, PROBLEM SOLVING, AND COPING SKILLS FOR LIFE'S STRESSORS. OUR TARGET POPULATION IS THOSE WHO ARE PRISON RELATED. SERVICES ARE PROVIDED ON A SLIDING SCALE AS THE PEOPLE WE ASSIST ARE OFTEN DEALING WITH FINANCIAL HARDSHIPS. WE ALSO WORK WITH OTHER LOCAL AGENCIES. LEBANON COUNTY MEDIATION SERVICES OPERATES UNDER THE UMBRELLA OF JUBILEE MINISTRIES. TRAINED MEDIATORS VOLUNTEER THEIR TIME TO HELP PEOPLE SETTLE THEIR DISPUTES. NEIGHBORHOOD DISPUTES ARE THE MOST FREQUENT NEED AND CONFLICTS ARE ABLE TO BE RESOLVED AND SETTLED IN SUCH A WAY THAT BOTH DISPUTANTS ARE CONTENT WITH THE RESULTS. THERE WERE THREE REFERRALS. EACH OF THESE SEEMED SUCCESSFUL WITH AGREEMENTS MADE. TWO PARTIES CALLED IN FOR DIVORCE MEDIATIONS - WE WERE UNABLE TO HELP THEM BECAUSE THEY NEEDED ATTORNEY REPRESENTATION. OVER THE COURSE OF THE COMMITMENT OF THE COMMITTEE TO HELP THE RESIDENTS OF LEBANON COUNTY OVER 4000 INDIVIDUALS WERE IDENTIFIED WITH SOME SORT OF NEED (BY FEMA'S STANDARDS); THE CASEWORKERS OF THE COMMITTEE MADE CONTACT WITH EVERYONE ON THE LIST OR AT LEAST ATTEMPTED - SEVERAL NEVER RETURNED CALLS OR ANSWERED EMAILS OR SNAIL MAIL. THERE WERE OVER 300 HOMEOWNERS HELPED REHABILITATING THEIR HOMES BY MUCKING OUT THE MESS, REPLACING DAMAGED AREAS OF THEIR HOMES, PAINTING OR ASSISTING WITH MITIGATION PROCESS; OF THESE 300 HOMEOWNERS, 175 RECEIVED SOME SORT OF MONETARY ASSISTANCE WITH THE REPAIRS FOR PURCHASE OF THE SUPPLIES NEEDED (THE MONIES WERE USED IN THE FORM OF GIFT CARDS BY THE MEMBERS OF THE COMMITTEE PURCHASING ITEMS FOR THE RESIDENTS SO THAT THERE WAS ALWAYS SOMEONE FROM THE COMMITTEE IN CONTROL OF DISBURSING FUNDS); 200 FAMILIES RECEIVED FOOD ASSISTANCE; 3 FAMILIES NEEDED CLOTHING; 12 JUST NEEDED EARS TO LISTEN TO THEIR STORIES. SUMMER CAMP: JUBILEE PROVIDES FULL SUMMER CAMP SCHOLARSHIPS FOR CHILDREN WITH AN INCARCERATED PARENT OR A PARENT ON PAROLE. THE WEEK-LONG OVERNIGHT CAMPING FUN PROVIDES OPPORTUNITIES THAT MANY OF THESE CHILDREN WOULD OTHERWISE NOT EXPERIENCE. THE HEALTHY INTERACTION OF CAMP COUNSELORS ALLOWS THESE CHILDREN TO EXPERIENCE GOOD RELATIONSHIPS WHEN OFTEN THEY COME FROM A WORLD OF TURMOIL AND UNCERTAINTY. WE ALSO PROVIDE OPPORTUNITIES FOR CHILDREN WHO ARE TIMID ABOUT STAYING AT CAMP OVERNIGHT, TO ATTEND THE DAY CAMP AT THE YMCA. SOMETIMES THE INMATES' FAMILY BECOMES THE "FORGOTTEN PEOPLE". FAMILIES STRUGGLING TO SURVIVE WHILE ONE OR BOTH PARENTS ARE INCARCERATED. A NUMBER OF THE FAMILIES WE COME ALONGSIDE ARE SINGLE MOTHERS OR GRANDMOTHERS RAISING CHILDREN AND STRUGGLING TO MAKE IT FINANCIALLY WHILE HUSBANDS ARE IN PRISON. THE "LUXURY" OF SENDING CHILDREN TO CAMP IS SIMPLY NOT AN OPTION. IN 2013, 62 CHILDREN RECEIVED SCHOLARSHIPS TO ATTEND A WEEK-LONG SUMMER CAMP.
