Mission

Jubilee Ministries exists to serve those affected by incarceration by being ambassadors of life change through the Gospel of Jesus Christ.

Jubilee Ministries provides Christian discipleship to those - See Schedule O for continuationincarcerated or in after-care programs who are committed to seeking reconciliation with God and establishing a personal growing relationship with Jesus Christ as Savior and Lord. Jubilee also provides temporary housing and life-skills training for those recently released from prison. To show the love of God to the economically disadvantaged by helping to meet their physical, emotional, material needs regardless of race, and color, creed, age or gender.

Lebanon County Christian MinistriesLebanon, PA-At the HOPES Center, Jubilee staff provided case management that connected clients with the services of local agencies. Case workers helped guests establish individual goals in different areas like employment, health, and housing. Everyday needs of the guests like showering and laundry services were met in a comfortable environment. Emergency Shelter was provided by local host churches coordiated by Lebanon County Christian Ministries (LCCM). Towards the middle of the year, LCCM staff took over management of HOPES. Jubilee agreed to continue to support this program through the end of 2017.$60,000

This evaluation goes to the board members, a few staff members, and some church leaders to complete and return. IRS990/Desc0The stores provide a training environment for the persons in our Aftercare Program. Students living in our Transitional Housing receive job training in our stores. The stores provide low-cost merchandise for sale to persons in the city and surrounding areas; especially to assist low-income households. The proceeds from the stores help to fund the other ministries of Jubilee. Volunteers gave 13,206 recorded hours in our stores. People fulfilling community service hours, giving time to qualify for public housing, and doing school projects gave an additional 725 hours. Our stores are located in Annville, Lebanon, Manheim, Myerstown, and Palmyra.

IRS990/ProgSrvcAccomActy2Grp/Desc0Jubilee's Chaplaincy Services provides Christian discipleship to those incarcerated as stated in Jubilee's mission statement. Jubilee provides full-time chaplain staff for not only our local county prison, but in state prisons as well. Our chaplains serve in Lebanon County, Luzerne County, and Snyder County; and also in the State Correctional Institutions at Camp Hill, Frackville, Mahanoy, and Retreat. Jubilee provides part-time chaplain support to the Wernersville Community Corrections Center. In Snyder County, Snyder County Prison Chaplaincy is operating under Jubilee Ministries. See Schedule O for continuationAddressing the spiritual needs of all inmates is quite a demanding and challenging role. Bible studies, life skill classes, one-on-one counseling, and English and Spanish church services are all a part of the role of Jubilee Chaplains. As all prisons are very overcrowded, the chaplains provide an even more important role of supporting the morale of the inmates and correctional staff as well. In the Lebanon County Correctional Facility, volunteers gave over 3,595 recorded hours for Bible training, leading worship services, and assembling prison release kits.

IRS990/ProgSrvcAccomActy3Grp/Desc0Jubilee Aftercare reaches out to those who have been incarcerated, homeless, and/or struggle with addiction by providing a safe, supportive and positive living environment in which they learn to develop life skills essential to their well-being and successful transition back into the community. Towards these goals, Jubilee offers a structured Christian program that includes faith-based and life-skills classes designed to assist an individual in the transition process. Addictive behaviors are addressed in one-on-one counseling sessions. The Aftercare Program is accomplishment-based rather than time-based. Graduation is achieved after students complete all requirements of the five-phase program. See Schedule O for continuationStudents receive on-the-job training at our Jubilee thrift store for a minimum of 500 hours before pursuing employment in the local community. Students are expected to maintain employment, live by an established budget, develop healthy relationships, and practice behaviors free from addiction and destructive life choices. Jubilee's Aftercare Program is a step toward creating a safer community and lowering the return-to-prison rate of offenders. The average occupancy in 2017 was 14 students. A total of 43 people were in the program at various times throughout the year. The number of students who completed the program in 2017 was 11. Volunteers gave 576 recorded hours of their time talking and relating with the residents.

IRS990/ProgSrvcAccomActyOtherGrp/Desc0Homeless Resource Center Expenses: $189,109 Grants: $ 0 Revenue $0Jubilee met the needs of the homeless in our community by operating a homeless resource center in downtown Lebanon called HOPES (Helping Others by Providing Emergency Shelter) Resource Center. At the center, Jubilee staff provided case management that connected clients with the services of local agencies. Case workers helped guests establish individual goals in different areas like employment, health and housing. Everyday needs of the guests like showering and laundry services were met in a comfortable environment. Emergency Shelter was provided by local host churches coordinated by Lebanon County Christian Ministries (LCCM). Towards the middle of the year, LCCM staff took over management of HOPES while Jubilee developed a long-term program designed specifically to meet the needs of homeless families. Volunteer hours given at the center in 2017 were 569. The total number of individuals provided for in 2017, while under Jubilee management, was 75. Lebanon Mediation Services operates under the umbrella of Jubilee Ministries. We have a team of five volunteers who are trained mediators. They work in pairs to help people settle their disputes. Neighbor issues are the most frequent conflicts referred for mediation. These conflicts are resolved through mediation in such a way that both disputants come to a mutual agreement. In 2017 there were 12 inquiries for mediation, 11 referrals and 7 mediations. Material Assistance Expenses: $ 15,921 Grants: $ 0 Revenue $0Total assistance given was $16,805. This includes $7,393 worth of clothing and furniture given from Jubilee Stores to those in need. Most of our funding helped clients that are 'prison related'. This could include those released from prison who are 'starting over and family members of inmates who are facing financial difficulties related to an incarceration. We may assist in practical ways such as giving financially toward obtaining a photo ID for employment, or transportation home after release from prison. Our case workers had over 228 requests for material assistance. Summer Camp Expenses: $ 9,445 Grants: $0 Revenue $0Jubilee provided full summer camp scholarships for children whose parent(s) are being served through Jubilee's prison ministry, aftercare program, or homeless ministry. The parent or guardian selects a week at one of the local summer camps. The overnight camp provides fun opportunities that many of these children would not otherwise experience. Families can struggle financially when faced with a prison sentence or homelessness or other life crisis. A number of the families we come alongside are single mothers or grandmothers raising their grandchildren who simply do not have the resources for summer camp. In 2017, 23 children went to a week-long camp through a Jubilee scholarship.Lebanon County VOAD Expenses: $0 Grants: $ 0 Revenue $0Lebanon County Disaster Recovery began after the devastating flooding in Lebanon County and the surrounding areas in October of 2011. In September 2014 they became Lebanon County VOAD (Voluntary Organizations Active in Disaster). They are operating under Jubilee Ministries. Their purpose is to foster more effective service to people affected by disaster through communication, coordination, cooperation, collaboration, convening mechanisms, and outreach. They will establish and maintain a network within and on behalf of the faith communities and human service agencies which will provide a coordinated response to the damage caused by disasters in Lebanon County.
