Mission

Jubilee Ministries exists to serve those affected by incarceration by being ambassadors of life change through the Gospel of Jesus Christ.

Jubilee Ministries provides Christian discipleship to those - See Schedule O for continuationincarcerated or in after-care programs who are committed to seeking reconciliation with God and establishing a personal growing relationship with Jesus Christ as Savior and Lord. Jubilee also provides temporary housing and life-skills training for those recently released from prison. To show the love of God to the economically disadvantaged by helping to meet their physical, emotional, material needs regardless of race, and color, creed, age or gender.

The Executive Director's compensation process is as follows - Every two years, a committee made up of board members sends out evaluations related to the performance of the Executive Director. This evaluation goes to the board members, a few staff members, and some church leaders to complete and return. The committee then reviews the evaluations and determines the necessary compensation for the Executive Director.

IRS990/Desc0The stores provide a training environment for the persons in our Aftercare Program. Students in our Discipleship Program are employed in our store. Some residents living in our Transitional Housing receive employment in our stores also. The stores provide low-cost merchandise for sale to persons in the city and surrounding areas; especially to assist low-income households. The proceeds from the stores help to fund the other ministries of Jubilee. Volunteers gave 10,350 recorded hours in our stores. People fulfilling community service hours, giving time to qualify for public housing, and doing school projects gave an additional 4,490 hours. Our stores are located in Lebanon, Manheim, Myerstown, and Palmyra. See Schedule O for continuationWe have a Re-Build-It Store in Annville in conjunction with Habitat for Humanity of Lebanon County. Jubilee works in partnership with Hope Rescue Mission in operating their Hope Outlet store in Reading.

Jubilee provides full-time chaplain staff for not only our local county prison, but in state prisons as well. Our chaplains serve in Lebanon County, Luzerne County, and Snyder County; and also in the State Correctional Institutions at Camp Hill, Frackville, Mahanoy, and Retreat. Jubilee provides part-time chaplain support to the Wernersville Community Corrections Center.In Luzerne County, Providing Hope Ministries is operating under Jubilee Ministries. See Schedule O for continuationIn Snyder County, Snyder County Prison Chaplaincy is operating under Jubilee Ministries. Addressing the spiritual needs of all inmates is quite a demanding and challenging role. Bible studies, life skill classes, one-on-one counseling, and church services are all a part of the role of Jubilee Chaplains. As all prisons are very overcrowded, the chaplains provide an even more important role of supporting the morale of the inmates and correctional staff as well. In the Lebanon County Correctional Facility, volunteers gave over 1,845 recorded hours for Bible training and leading worship services.

Men and women living at the house are required to maintain full-time employment, save money, attend recovery groups, and remain drug & alcohol free. Staff assist with budgeting and other life skills as part of their transitioning to independent living. In 2014, 15 residents completed and graduated from the six-month program. The Transition House program is a step toward creating a safer community and lowering the return-to-prison rate of offenders. By working and receiving support, individuals are more likely to avoid former habits and stay out of trouble in the future. The average occupancy in 2014 was 16 people. See Schedule O for continuationA total of 80 people were in the program at various times throughout the year. The program is geared to dealing with life-controlling issues associated with addiction. Housing was provided for 17 men during the year in this program. Eight students graduated in 2014. Homeless Resource Center - Expenses = $106,179Jubilee chose to become involved in the effort to help with homelessness in Lebanon by opening a resource center in downtown Lebanon called HOPES (Helping Others by Providing Emergency Shelter). The center opened in the fall of 2012. The main goal of the center is to help those who are homeless overcome the circumstances that prevent them from obtaining permanent housing. This is done through individual case management that connects clients with services of local agencies. Case managers also assist in finding work, permanent housing, and breaking out of the cycle of poverty. Everyday needs are met in a comfortable environment. The center is the daytime counterpart to the Emergency Shelter held at local host churches and run by Lebanon County Christian Ministries. Volunteer hours given at the center in 2014 were 1,560. The total number of individuals given assistance in 2014 was 165. During this same time, the total number of individuals who got back into housing was 109.Counseling Department - Expenses $36,245Jubilee provides master level pastoral counselors to assist those released from prison, families of inmates, and individuals and couples from the local community. The focus of pastoral counseling includes addiction, relationship issues, problem solving, and coping skills for lifes stressors. Our target population is those who are prison related. Services are provided on a sliding scale as the people we assist are often dealing with financial hardships. We also work with other local agencies.Lebanon County Mediation Services operates under the umbrella of Jubilee Ministries. Trained mediators volunteer their time to help people settle their disputes. Neighborhood disputes are the most frequent need and conflicts are able to be resolved and settled in such a way that both disputants are content with the results. There were three telephone inquiries for mediation. Five referrals were received from the police department. Two of these referrals engaged in a successful mediation process. Material Assistance - Total assistance given was $40,351. This includes $12,048 worth of clothing and furniture given from Jubilee Stores to those in need. Most of our funding base is used to assist clients that are prison related. This could include those released from prison who are starting over and family members of inmates who face financial difficulty because a family member is incarcerated. We may assist in many practical ways such as rental assistance, helping pay for prescriptions, paying a utility bill, costs of obtaining a photo ID for employment, or a bus ticket home after release from prison. Our caseworkers had over 909 requests for material assistance. The needs are great and far-ranging. Summer Camp - Expenses $19,565Jubilee provides full summer camp scholarships for children with an incarcerated parent or a parent on probation or parole. The parent selects a week at one of the summer camps in the area. The overnight camp provides fun opportunities that many of these children would not otherwise experience. Families can struggle financially to survive while one or both parents are incarcerated. A number of the families we come alongside are single mothers or grandmothers raising children who simply do not have the resources to provide a week at camp. In 2014, 55 child
