Mission
Jubilee Ministries exists to serve those affected by incarceration by being ambassadors of life change through the Gospel of Jesus Christ.
Major Activities

- Jubilee's chaplaincy services provides christian discipleship to those incarcerated as stated in jubilee's mission statement. Jubilee provides full-time chaplain staff for not only our local county prison, but in state prisons as well. Our chaplains serve in lebanon county, camp hill, frackville, luzerne, mahoney, retreat, and snyder county. In luzerne county, providing hope ministries is operating under jubilee ministries. Also, in snyder county, snyder county prison chaplaincy is operating under jubilee ministries. Addressing the spiritual needs of all inmates is quite a demanding and challenging role. Bible studies, life skill classes, one-on-one counseling, and church services are all a part of the role of jubilee chaplains. As all prisons are grossly overcrowded, the chaplains provide an even more important role of supporting the morale of the inmates and correctional staff as well. Our prison chaplains gave over 31,800 hours in seven prisons in pa. In the lebanon county correctional facility, volunteers gave over 2,155 recorded hours for bible training and worship services. Also in lebanon, chaplains and volunteers: "led 278 english bible studies with male inmates "led 162 spanish bible studies with male inmates "led 179 english bible studies with female inmates "led 107 english worship services with male inmates "led 151 spanish worship services with male inmates "led 70 english worship services with female inmates "had 1,299 one-to-one counseling sessions "made 905 housing area visits "showed 43 instructional videos "gave out 783 bibles "gave 167 bible correspondence courses "processed 3,686 inmate request slips

- The transition house is part of jubilee's aftercare program, which is a six-month program that provides affordable safe housing for those coming out of prison. Men and women living at the house are required to maintain full-time employment, save money, attend 12-step groups, and remain drug & alcohol free. Staff assist with budgeting and other life skills as part of their transitioning to independent living. In 2012, 19 residents completed and graduated from the six-month program. The transition house program is a step toward creating a safer community and lowering the return-to-prison rate of offenders. By working and receiving support, individuals are more likely to avoid former habits and stay out of trouble in the future. The average occupancy in 2012 was 19 people. A total of 72 people were in the program at various times throughout the year. Volunteers gave 658 hours of their time talking and relating with the residents. Jubilee's discipleship program is an intensive discipleship program offered to persons that have been incarcerated. The program is individualized for a minimum of 12 months. This program is more intensive with vocational classes, bible study, budget management, and individual counseling. The individuals work at jubilee receiving vocational training and gradually progress to employment outside of jubilee. The program is geared to dealing with life-controlling issues associated with addiction. Housing was provided for 26 men during the year in this program. Three of those students stayed in the program through the first six months. Three students graduated from the program staying the full twelve months. Jubilee provides master level pastoral counselors to assist those released from prison, families of inmates, as well as some community individuals. This service addresses a variety of issues from addiction and other life- controlling problems, to problem solving, and coping with the normal stressors of life. Our target population are those who are prison related, and often those with financial hardships so services are provided on a sliding fee basis. Our office counseling staff met with clients: 18 sessions dealing with issues involving marriage, 140 sessions dealing with drug & alcohol abuse, 26 sessions dealing with domestic & sexual abuse, and had 317 sessions helping people cope with life after release from prison. This also involves meetings with other local agencies. Lebanon county mediation services operates under the umbrella of jubilee ministries. Trained mediators volunteer their time to help people settle their disputes. Neighborhood disputes are the most frequent need and conflicts are able to be resolved and settled in such a way that both disputants are content with the results. There were 11 referrals. Two were divorce/custody mediations; one of which was satisfactorily resolved. Most of the others did not follow through.

THE "LUXURY" OF SENDING CHILDREN TO CAMP IS SIMPLY NOT AN OPTION. SEVENTY-FIVE CHILDREN WERE GIVEN THE OPPORTUNITY TO GO TO CAMP. FAMILY CAMP THIS PROGRAM WAS DEVELOPED WHEN IT WAS REALIZED THAT MANY OF THE PARENTS OF THE CHILDREN SENT TO OUR SUMMER CAMP PROGRAM HAD NOT THEMSELVES EVER EXPERIENCED A TIME AT CAMP. TAKING THE EX-OFFENDER AND THEIR FAMILY PROVIDES A TIME OF LEARNING TO INTERACT AND SIMPLY HAVE FUN TOGETHER IN ALL THE VARIOUS CAMP ACTIVITIES. ADULTS WHO HAVE NEVER BEEN INVOLVED IN 'NORMAL' CHILDREN ACTIVITIES LEARN TO HAVE FUN NOT ONLY WITH THEIR FAMILIES BUT WITH OTHERS AS WELL. FOUR FAMILIES PARTICIPATED IN 2012'S WEEKEND FAMILY CAMP. HOMELESS RESOURCE CENTER JUBILEE CHOSE TO BECOME INVOLVED IN THE EFFORT TO HELP WITH HOMELESSNESS IN LEBANON BY OPENING A RESOURCE CENTER IN DOWNTOWN LEBANON CALLED HOPES (HELPING OTHERS BY PROVIDING EMERGENCY SHELTER). THE MAIN GOAL OF THE CENTER IS TO HELP THOSE WHO ARE HOMELESS OVERCOME THE CIRCUMSTANCES THAT PREVENT THEM FROM OBTAINING PERMANENT HOUSING. THIS IS DONE THROUGH INDIVIDUAL CASE MANAGEMENT THAT CONNECTS CLIENTS WITH SERVICES OF LOCAL AGENCIES. CASE MANAGERS ALSO ASSIST IN FINDING WORK, PERMANENT HOUSING, AND BREAKING OUT OF THE CYCLE OF POVERTY. EVERYDAY NEEDS ARE MET IN A COMFORTABLE ENVIRONMENT. VOLUNTEER HOURS GIVEN AT THE CENTER IN 2012 WERE 296. THE CENTER IS THE DAYTIME COUNTERPART TO THE EMERGENCY SHELTER HELD AT LOCAL HOST CHURCHES AND RUN BY LEBANON COUNTY CHRISTIAN MINISTRIES. SINCE THE CENTER OPENED IN THE FALL OF 2012, THE TOTAL NUMBER OF NIGHTS PROVIDED WAS 1083. TOTAL NUMBER OF INDIVIDUALS GIVEN ASSISTANCE WAS 96. TOTAL NUMBER OF INDIVIDUALS WHO GOT BACK INTO HOUSING WAS 33. LEBANON COUNTY DISASTER RECOVERY LEBANON COUNTY DISASTER RECOVERY BEGAN AFTER THE DEVASTATING FLOODING IN LEBANON COUNTY AND THE SURROUNDING AREAS IN OCTOBER OF 2011. THEY ARE OPERATING UNDER JUBILEE MINISTRIES. THEY HAVE BEEN ORGANIZED FOR THE PURPOSE OF PROVIDING A COORDINATED LOCAL RESPONSE TO DAMAGES CAUSED BY DISASTERS IN LEBANON COUNTY. TOTAL HOUSEHOLDS HELPED WAS 98 WITH AN AVERAGE HOUSEHOLD OF FIVE PEOPLE REQUIRING FOOD, CLOTHING OR JUST DIRECTION. THERE WERE 94 HOUSES REQUIRING REBUILD OR REHAB, SOME OF WHICH WERE FINISHED IN 2013. 125 VOLUNTEERS GAVE 3800 HOURS, AVERAGING 320 HOURS PER MONTH. |
