To be recognized globally as the premier developer and provider of voluntary consensus standards, related technical information, and services that:- promote public health and safety, support the (continued on sch o) protection and sustainability of the environment, and overall quality of life; - contribute to the reliability of materials, products, systems, and services; and- facilitate international, regional, and national commerce. This statement reflects the language of astm's charter and makes clear astm's commitments to the development and dissemination of high-quality standards and technical information in increasingly diverse fields, and to strengthening the acceptance and use of astm standards in a global environment of international, regional, and national breadth.

To bring together producers, users, consumers and others from all over the world to join together to develop voluntary consensus standards. See sch. O for additional info.

Volunteers

Form 990, part i, line 6 volunteers 21,767 the total number reported on form 990, part i, line 6 represents the number of volunteer technical committee members and organizational committee members of astm international who have an active role in our standards development process.

Members

Form 990, part vi, section a, lines 6, 7a & 7b the organization has members, who join by purchasing a membership or qualifying for a free membership from the organization. A nominating committee consisting of six members appointed by the board of directors and three past chairs of the board of directors select nominees for open board positions. All qualified members then vote on the nominees.

Review Process

Form 990, part vi, section b, line 11b astm board procedures 3.3 require, in part, that the finance and audit committee is responsible for "review and approval of return of organization exempt from income tax (irs form 990)that each board member will have the opportunity to review and comment on the form 990 prior to filing. An electronic form 990, including required schedules, is provided to each voting member of the astm board prior to its filing with the irs.

Conflict of Interest Policy

Form 990, part vi, section b, line 12c astm has a written conflict of interest policy. The conflict of interest policy defines conflicts of interest, identifies the classes of individuals within the organization covered by the policy, facilitates disclosure of information that may help identify conflicts of interest, and specifies procedures to be followed in managing conflicts of interest.

Process for Determining Compensation

Form 990, part vi, section b, line 15a & 15b compensation of president and vp's: pursuant to astm board procedure 2.4 the executive committee is responsible for administering the president's employment agreement and compensation program; and pursuant to astm board procedure 3.3 the finance and audit committee is responsible for monitoring astm employee benefits and salary administration programs and for making recommendations to the board of directors for such modifications as may be necessary. To that end, the executive committee of board of directors is authorized to contract, negotiate and set the salary and benefits package of the president. The practices and the procedures used to set the salary and benefits package are as follows: - every 3rd year the executive committee authorizes a salary and benefit benchmark report for the president's position from one of the major benefit consulting firms in the us. - all of the astm staff positions are benchmarked at least every 3rd year by a major benefit consulting firm in the us. (1/3 of all positions are benchmarked every year).

How Forms Are Made Available to the Public

Form 990, part vi, section c, line 19 astm, upon request, makes the following available for public inspection: - original and amended, if any, annual information returns; - application for tax exemption including its governing instruments, supporting documents and all irs correspondence pertaining thereto; - conflict of interest policy; and - financial statements.

Fundraising

Form 990, part ix, line 25 col. (d) astm, a voluntary consensus standards developing organization, derives most of its funding from the sale of standards and related technical information. The organization does not do any formal fundraising. The organization does not actively solicit contributions from the public. Any contributions are solicited by our members for research projects, meeting expenses, and awards or scholarships.

Fin 48 (asc 740) Footnote

Schedule d, part x, line 2 the internal revenue service has classified astm international and safety equipment institute, inc. As exempt from income taxes under section 501(c)(3) of the internal revenue code ("code"), except on unrelated business income, as organizations, contributions to which are deductible under section 170(c); and as organizations that are not private foundations as defined in section 509(a). Astm international llc and astm international eu llc are limited liability companies whose sole member is an exempt organization. The test monitoring center is not a separate legal entity and is considered part of astm international for tax purposes. U.s. Gaap requires management to evaluate tax positions taken and recognize a tax liability if the society has taken an uncertain tax position that more likely than not would not be sustained upon examination by a government authority. Management has analyzed the tax positions taken by the society and has concluded that as of december 31, 2019 and 2018, there are no uncertain positions taken or expected to be taken that would require recognition of a liability or disclosure in the consolidated financial statements. The society recognizes accrued interest and penalties associated with uncertain tax positions, if any, as part of administrative expenses. There were no income tax related interest and penalties recorded for either of the years ended december 31, 2019 or 2018.

IRS990/Desc0Founded in 1898, ASTM International provides a forum for a broad range of international stakeholders to come together to create and revise voluntary consensus standards. These standards serve as building blocks of international trade, product quality, and public safety, ultimately helping ASTM International achieve its mission of helping our world work better. These standards are developed by more than 34,000 members worldwide, who represent large and small businesses, government entities, academia and research, consumer groups, and other stakeholders. ASTM International also offers ways for business and industry to better use standards through training, certification programs, laboratory proficiency testing, and more. The following are examples of how ASTM International members and staff support our mission by developing voluntary consensus standards and through other activities and offerings. Standards Development that Supports Innovation Across Many Industries: At the core of ASTM Internationals mission is the development of standards that positively impact public health and safety, consumer confidence, and overall quality of life. In 2019, the stakeholders in ASTM Internationals 148 technical committees created more than 150 new standards to support emerging technologies, consumer safety, the environment, and other areas. A small sampling of new and/or revised standards from 2019 includes those related to: -Bulletproof police doors -Cannabis -Clothing storage unit safety -Commercial spaceflight -Correctional facility security fencing -Hayride attractions -Infant bathers -Isolation gowns -Metal detector assessment -Oil spill prevention and cleanup -Portable fuel containers -Radiological decontamination -Recovered carbon black -Remote ID for drones -Safety in nuclear facilities -Spinal implant inspection -Surgical implant safety, and much more. Also in 2019, ASTM International launched its second center of excellence, focused on accelerating exo technology, which could lead to breakthroughs in industries ranging from ergonomics to safety. Certification, Proficiency Testing, and More: The Safety Equipment Institute, the Cement and Concrete Reference Laboratory, and the Test Monitoring Center constitute important affiliates/collaborators of ASTM Internationals mission to meet industrys needs for services surrounding our standards. -The Safety Equipment Institute (SEI), an ASTM International affiliate, operates independent certification programs that test and certify thousands of safety and protective products. In 2019, the list of SEI certified products continued to grow, with the addition of new standards for recreational products and law enforcement. The USDA BioPreferred Certification Program, administered by SEI, certified 369 products, added more than 50 companies, and received nearly 200 new applications. The program has now certified more than 3,500 products. -The Cement and Concrete Reference Laboratory (CCRL) program improves construction-materials testing through lab assessments, proficiency samples, instruction, guidance, and clarification of standards. For example, CCRLs Proficiency Sample Program helps labs compare their results with others by testing samples of the same material. In 2019, this program shipped over 21,500 boxes (455 tons) of samples to 1,750 laboratories worldwide. -The Test Monitoring Center provides worldwide calibration services for more than 45 test methods that evaluate automotive lubricants. Reference oil distribution, test stand calibration, and laboratory visits form the core of the centers mission. Leading Globally: ASTM Internationals standards are used by industry and governments around the world. Since 2001, its Memorandum of Understanding Program with national and regional standards bodies helps signatories enhance their own standards programs and encourages global participation in the development of new and revised standards.
