James A. Thomas, President, is the father of James S. Thomas, Assistant VP Sales & Marketing.

The organization has members, who join by purchasing a membership or qualifying for a free membership from the organization. A nominating committee consisting of six Members appointed by the Board of Directors and three past chairmen of the Board of Directors select nominees for open board positions. All qualified members then vote on the nominees.

Form 990, Part VI, Section B, Line 11B

ASTM Board procedures 3.3 require, in part, that the finance and audit committee is responsible for "review and approval of return of organization exempt from income tax (IRS Form 990) and that each board member will have the opportunity to review and comment on the draft Form 990 prior to filing. An electronic draft of Form 990, including required schedules, is provided to each voting member of the ASTM Board prior to its filing with the IRS.

ASTM has a written conflict of interest policy. The conflict of interest policy defines conflicts of interest, identifies the classes of individuals within the organization covered by the policy, facilitates disclosure of information that may help identify conflicts of interest, and specifies procedures to be followed in managing conflicts of interest.

Compensation of President and VP's: Pursuant to ASTM Board procedure 2.4 the Executive Committee is responsible for administering the President's employment agreement and compensation program; and pursuant to ASTM Board procedure 3.3 the finance and audit committee is responsible for monitoring ASTM employee benefits and salary administration programs and for making recommendations to the Board of Directors for such modifications as may be necessary. To that end, the Executive Committee of Board of Directors is authorized to contract, negotiate and set the salary and benefits package of the president. The practices and the procedures used to set the salary and benefits package are as follows: - Every year the executive committee receives salary/benefits survey information from American Research Company's National Compensation Study of Association Chief Staff Executives. - In addition to the annual American Research Company's National Compensation Study of Association Chief Staff, every 3rd year the Executive Committee Authorizes a salary and benefit benchmark report for the President's position from one of the major benefit consulting firms in the US (i.e. AON, Watson Wyatt. E&Y, Mercer, etc.) - All of the ASTM International staff positions are benchmarked at least every 3rd year by a major benefit consulting firm in the US. (1/3 of all positions are benchmarked every year) - This information is provided to the executive committee and the full Board of Directors during the annual budget review as part of the budget review process.

Safety Equipment Institute, Inc

On April 27, 2016, the Society became the sole corporate member of Safety Equipment Institute, Inc. (SEI), a private nonprofit organization. SEI is an organization that administers a testing certification program for safety products. The purpose of this certification program is to assist government agencies along with users and manufacturers of safety and protective equipment in meeting their mutual goals of protecting those who use safety and protective equipment on or off the job.

FIN 48 (ASC 740) Footnote The society is a tax-exempt entity under the Internal Revenue Code (IRC) Section 501(c)(3). Accordingly, the society does not pay income taxes. The society is no longer subject to U.S. Federal and State Tax eliminations for years prior to 2013. The society accounts for the effect of any uncertain tax positions based on a "more likely than not" threshold applied to the recognition of the tax positions being sustained based on the technical merits of the position under scrutiny by the applicable taxing authority. IRS990/Desc0Founded in 1898, ASTM International provides a forum for a broad range of international stakeholders to come together to create voluntary consensus standards. These standards serve as the building blocks of international trade, product quality, and public safety. They are developed by some 30,000 individual members who represent multinational corporations, small businesses, government, and academia. ASTM also offers ways for business and industry to better use our standards through training, certification programs, and laboratory proficiency testing. Following are examples of how ASTM staff and members support our mission to serve global societal needs and positively impact public health and safety, consumer confidence, and overall quality of life helping our world work better. Helping Drive Innovation ASTM Internationals responsive, stakeholder-based standards development process is a key enabler of innovation in emerging industries: - Commercial Spaceflight: Partly in response to a mandate for voluntary consensus standards in the U.S. Commercial Space Launch Competitiveness Act, stakeholders in this arena came together in 2016 to form a new ASTM committee on commercial spaceflight (F47). This committee plans to define core competencies for human spaceflight safety and create standards for design, manufacturing, and use of spaceflight vehicles. Subcommittees will focus on unoccupied launch and reentry vehicles, spaceports, occupant safety in both suborbital and orbital vehicles, and more. - 3D Printing: Standards are critical to fostering innovation in the additive manufacturing industry. Also known as 3D printing, additive manufacturing can advance U.S. manufacturing and innovation by streamlining product design and reducing manufacturing costs. In 2016: ASTM and the 3MF Consortium (an industry association that supports a new file format for 3D printing) signed an agreement to jointly work on standards and roadmapping to help bring state-of-the-art 3D-printing technologies to market. ASTM International and the International Organization for Standardization (ISO) celebrated five years of partnership in additive manufacturing by jointly releasing the Additive Manufacturing Standards Development Structure, which guides the work of experts and standards development organizations, ensuring cohesion among additive manufacturing standards. ASTMs committee on additive manufacturing technologies (F42) created a standard to help manufacturers and buyers who want to use 3D-printed stainless steel alloys, and another standard that covers directed energy deposition, an important metal additive manufacturing process. - Drones: With the FAAs 2016 promulgation of comprehensive regulations for drones, the work of ASTMs committee on unmanned aircraft systems (F38) took on new relevance. This group of stakeholders developed a new standard that defines how to prepare the risk assessments that are needed for approvals in drone airworthiness, design, and operations. - Response Robots: ASTMs committee on homeland security applications (E54) began work on expanding an existing suite of 15 test methods in 2016 for response robots that enhance public safety and protect the lives of emergency responders, such as bomb squads. The tests evaluate robot capabilities, reliability, and remote operator proficiency. - Small and Medium Sized Enterprises: In the U.S., SMEs are the primary source of jobs and account for a large proportion of the gross domestic product. SMEs are the largest group of U.S. exporters and are a major user of imported goods. In response to their similarly significant impact on standards development, ASTM celebrated the Year of the SME in 2016, encouraging entrepreneurs and small business owners to join while also thanking them for their contributions to creating high-quality technical standards.
