“James A. Thomas, President, is the father of James S. Thomas, Assistant VP Sales & Marketing.”
“The organization has members, who join by purchasing a membership or qualifying for a free membership from the organization. A nominating committee consisting of six Members appointed by the Board of Directors and three past chairmen of the Board of Directors select nominees for open board positions. All qualified members then vote on the nominees.”
“ASTM Board procedures 3.3 require, in part, that the finance and audit committee is responsible for "review and approval of return of organization exempt from income tax (IRS Form 990) and that each board member will have the opportunity to review and comment on the draft Form 990 prior to filing. An electronic draft of Form 990, including required schedules, is provided to each voting member of the ASTM Board prior to its filing with the IRS.”
“ASTM has a written conflict of interest policy. The conflict of interest policy defines conflicts of interest, identifies the classes of individuals within the organization covered by the policy, facilitates disclosure of information that may help identify conflicts of interest, and specifies procedures to be followed in managing conflicts of interest.”
“Compensation of President and VP's: Pursuant to ASTM Board procedure 2.4 the Executive Committee is responsible for administering the President's employment agreement and compensation program; and pursuant to ASTM Board procedure 3.3 the finance and audit committee is responsible for monitoring ASTM employee benefits and salary administration programs and for making recommendations to the Board of Directors for such modifications as may be necessary. To that end, the Executive Committee of Board of Directors is authorized to contract, negotiate and set the salary and benefits package of the president. The practices and the procedures used to set the salary and benefits package are as follows: - Every year the executive committee receives salary/benefits survey information from American Research Company's National Compensation Study of Association Chief Staff Executives. - In addition to the annual American Research Company's National Compensation Study of Association Chief Staff, every 3rd year the Executive Committee Authorizes a salary and benefit benchmark report for the President's position from one of the major benefit consulting firms in the US (i.e. AON, Watson Wyatt. E&Y, Mercer, etc.) - All of the ASTM International staff positions are benchmarked at least every 3rd year by a major benefit consulting firm in the US. (1/3 of all positions are benchmarked every year) - This information is provided to the executive committee and the full Board of Directors during the annual budget review as part of the budget review process.”
“Pursuant to IRS Regulations, ASTM, upon request, makes the following available for public inspection: - Original and Amended, if any, annual information returns; - Application for tax exemption including its governing instruments, supporting documents and all IRS correspondence pertaining thereto; - Conflict of interest policy; and - Financial Statements.”
“The American Society for Testing and Materials, a voluntary consensus standards developing organization, derives most of its funding from the sale of standards and related technical information. The organization does not do any formal fundraising. The organization does not actively solicit contributions from the public. Any contributions are solicited by our members for research projects, meeting expenses, and awards or scholarships.”
“Due to the retirement of Margaret M. Cassidy, as of January 4, 2016, Philip L. Lively was named Treasurer of ASTM International.”
“Per the Form 990 Instructions Gross Receipts in calculated as follows: Total Revenue (Part VIII, Line 12, COl A) $84,746,299 Add: Total Cost Basis of Assets Sales (Part VIII, Line 7b) 79,073,268 ------------ Total Gross Receipts $163,819,567”
“Volunteers - 23,645 The total number reported on Form 990 Part 1, Page 1, Line 6 represents the number of volunteer technical committee members and organizational committee members of ASTM International who have an active role in our standards development process.”
“Change in Retirement Benefit Obligation $2,053,876”
“Endowment Funds Funds are held to provide scholarships to appropriate applicants.”
“FIN 48 (ASC 740) Footnote The society is a tax-exempt entity under the Internal Revenue Code (IRC) Section 501(c)(3). Accordingly, the society does not pay income taxes. The society is no longer subject to U.S. Federal and State Tax eliminations for years prior to 2012. The society accounts for the effect of any uncertain tax positions based on a "more likely than not" threshold applied to the recognition of the tax positions being sustained based on the technical merits of the position under scrutiny by the applicable taxing authority. The society has identified its tax status as a 501(c)(3) tax exempt entity and as a Limited Liability Company (for ASTM International LLC and ASTM International EU LLC) as tax positions. The society does not believe its consolidated financial statements include any material uncertain tax positions.”

| IRS990/Desc | 0 | Founded in 1898, ASTM International provides a forum in which a broad range of stakeholders from around the world come together to create voluntary consensus standards that serve as the building blocks of international trade, product quality, and public safety. ASTMs standards are developed by some 30,000 individual members who represent multinational corporations, small businesses, government, and academia. ASTM also offers ways for business and industry to better use our standards through training, certification programs, and laboratory proficiency testing. Following are examples of how ASTM staff and members support our mission to serve global societal needs, positively impact public health and safety, consumer confidence, and overall quality of life, helping our world work better. New Committees and Subcommittees Address Emerging Societal Needs: The lifeblood of ASTMs work is its technical committees, comprised of volunteer stakeholders who drive standards development. In 2015: - Industry stakeholders came to ASTM to form a new technical committee, F46 on Aerospace Personnel. Members of this committee have begun developing internationally accepted standards that define the core competencies for maintenance technicians and others. Employers will benefit from broader and more uniform acceptance of expected knowledge and skills. This committees work also addresses looming workforce retirements and shortages while improving job opportunities for thousands who work in this field and increasing public safety. - Under several other existing committees, new subcommittees that will help improve health, safety, and the environment were formed on: 1.) Burner fuels and diesel fuel oils (petroleum and lubricants committee) 2.) Education and workforce development (nanotechnology committee) 3.) Water use and conservation (sustainability committee) 4.) Rubber recycling (rubber committee) 5.) Environment, health and safety (additive manufacturing committee) 6.) Freestyle terrain jump features (snow skiing committee) 7.) Torch fuels (consumer products committee) New Standards Protect Consumers: A large number of ASTM standards protect consumers by establishing safety requirements for products used in our everyday lives. Here are just a few of many examples of how ASTM standards were introduced and used to help protect citizens in 2015: - ASTMs sports equipment committee published a standard for womens lacrosse headgear, which was developed by experts from the lacrosse community, the medical field, the biomechanics industry, and product testing laboratories. - ASTMs consumer products committee developed a new safety standard for labeling and packaging individually wrapped liquid-detergent laundry packets to help prevent accidental ingestion. - The U.S. Consumer Product Safety Commission adopted ASTMs fuel-container standard, which helps prevent injury from gasoline burns. - The ASTM standard for drywall was cited in the U.S. Federal Register, fulfilling a goal of the Drywall Safety Act of 2012 to create a standard for limited sulfur content in drywall. Supporting the Growth of Smart Manufacturing: New technologies are rapidly transforming manufacturing, resulting in greater efficiencies, cost savings, and better employment opportunities. Here are just a few of ASTMs contributions to smart manufacturing in 2015: - ASTMs Smart Manufacturing Advisory Committee continued to provide the opportunity for stakeholders across diverse smart manufacturing technologies to discuss innovations, standards development, and how ASTM can work with new partners in these areas. - A new standard was developed by ASTMs committee on 3D imaging systems that will help evaluate the performance of laser scanners used in 3D imaging. - The U.S. Food and Drug Administration adopted two ASTM nanotechnology standards to its List of Recognized Standards. Global Outreach Supports Economic Development and Global Trade: In line with World Trade Organization principles, ASTMs o |
