These internationally recognized documents promote public health and safety, support sustainable practices and overall quality of life, contribute to material reliability and facilitate international commerce. The following contains a list of some of the developments and activities through which ASTM fulfilled its mission in 2013. Established in 1898, ASTM International provides a forum in which a broad range of stakeholders from around the world come together to create voluntary consensus standards that serve as the building blocks of international trade, product quality and public safety. ASTM's standards are developed by some 30,000 individual members from multinational corporations and small businesses, government and academia. In addition to its standards, ASTM offers expansive solutions from training in the use of its standards to certification programs and laboratory proficiency testing. Protecting the Environment, Ensuring Public Safety, ASTM International's stakeholder-driven technical committees and the standards they develop provide the basis of sustainable industrial processes and testing that translates into a cleaner environment and improved public safety. ASTM standard D7611, Practice for Coding Plastic Manufactured Articles for Resin Identification, was revised in 2013 to update and simplify marking symbols that define the resin used in packaging, laying the groundwork for future improvements that will aid recycling efforts. ASTM standard E1527, Practice for Environmental Site Assessments: Phase I Environmental Site Assessment Process, has long defined the performance of all appropriate inquiries when conducting environmental site assessments. A 2013 revision to the standard that clarified language and strengthened the final report resulting from the site assessment was cited in an Environmental Protection Agency ruling as an acceptable practice for complying with the EPA's All Appropriate Inquiries Rule. In 2013, ASTM Committee D19 on Water formed Subcommittee D19.09 on Water - Hydraulic Fracturing Fluids, to develop standards that will assess water quality and determine the impacts of a spill and possible contamination. In 2013, industry stakeholders involved in water safety and stewardship gained a comprehensive technical resource for clean water when the new Water Portal was launched on the ASTM website; it provides convenient links to ASTM standards and related products and services in water quality, extraction, preservation, recycling and usage. New Subcommittee D34.02 on Discharge of Organic Wastes into Sanitary Sewers was formed in 2013 to develop standards that will address organic compounds that may be damaging to infrastructure or aquatic species. ASTM standards are also key in other areas connected to consumer safety. ASTM Subcommittee F15.22 on Toy Safety received the U.S. Consumer Product Safety Commission's 2013 Chairman's Circle of Commendation Award in September for its development and ongoing maintenance of ASTM F963, Standard Consumer Safety Specification for Toy Safety. In 2013, ASTM issued standards that help improve the safety of glass furniture, adult jewelry, gloves that protect workers from electric arc flashes, crib mattresses and trampoline courts, among many others.
