Mission and Program Overview

Mission

The purpose of the partners program is to create relevant and responsive programs and partnerships that support nearly 200 low-income oakland unified school district students and their families each year in their quest to find and access high quality college preparatory educational opportunities and eventually to attend and graduate from college. We do this through three programs: a summer academic enrichment program for middle school students (entering its 28th year); an academic year mentoring and tutoring program to support the summer students during the academic year; and, a high school transition program to help 8th graders and their families better understand the process of high school admissions. The goal is to create a pipeline for these students and their families, guiding them through the transitions between school levels (middle to high school) and through academic and personal challenges, all the way to college matriculation.

To provide educational opportunities for under-resourced oakland public middle schoolers.

Governance Explanations

Form 990, Part VI, Section A, Line 7A

The partners program (tpp) is a type i supporting organization of the college preparatory school (cps). Cps is a public charity described in internal revenue code sections 501(c)(3) and 170(b)(1)(a)(ii). Tpp's directors are appointed by cps.

Form 990, Part VI, Section A, Line 8B

The organization does not have any committees that have authority to act on behalf of the governing body.

Form 990, Part VI, Section B, Line 11B

A full copy of the return is emailed to all trustees with an invitation to join a meeting to review the return. All trustees must respond affirmatively authorizing filing before the return is filed.

Form 990, Part VI, Section B, Line 12C

As a supporting organization, the trustees of the partners program primarily serve in a fundraising capacity and do not customarily engage in material transactions that could give rise to potential conflicts. The college preparatory school, its related organizations, is primarily responsible for engaging in material contracts and relationships that could potentially give rise to conflicts of interest. Therefore, the trustees, officers, directors, and key employees of the college preparatory school are required to disclose annually whether any interests may give rise to conflicts and regularly monitor and enforce compliance with the established conflicts of interest policy.

Form 990, Part VI, Section C, Line 19

The partners program's governing documents, conflict of interest policy, and financial statements are available upon request. A notice describing availability is posted in plain view in the college preparatory school's business office and the partners program's office. These documents are available for the same period of time set forth in sec. 6104(d).

FORM 990, PART VI, SECTION B, LINES 13-14:

All business functions are handled by the college preparatory school which does have such policies.
