Mission and Program Overview

Mission

The purpose of the partners program is to create relevant and responsive programs and partnerships that support nearly 200 low-income oakland unified school district students and their families each year in their quest to find and access high quality college preparatory educational opportunities and eventually to attend and graduate from college. We do this through three programs: a summer academic enrichment program for middle school students (entering its 28th year); an academic year mentoring and tutoring program to support the summer students during the academic year; and, a high school transition program to help 8th graders and their families better understand the process of high school admissions. The goal is to create a pipeline for these students and their families, guiding them through the transitions between school levels (middle to high school) and through academic and personal challenges, all the way to college matriculation.

To help low-income students access high quality college preparatory educational opportunities.

Governance Explanations

Form 990, Part VI, Section A, Line 8B

The organization does not have any committees that have authority to act on behalf of the governing body.

Form 990, Part VI, Section B, Line 11B

A full copy of the return is emailed to all trustees with an invitation to join a meeting to review the entire return.

Form 990, Part VI, Section B, Line 12

As a supporting organization, the trustees of the the partners program primarily serve in a fundraising capacity and do not customarily engage in material transactions that could give rise to potential conflicts. The college preparatory school, its related organization, is primarily responsible for engaging in material contracts and relationships that could potentially give rise to conflicts of interest. Therefore, the trustees, officers, directors, and key employees of the college preparatory school are required to disclose annually whether any interests may give rise to conflicts and regularly monitor and enforce compliance with the established conflict of interest policy.

Form 990, Part VI, Section C, Line 19

The organization's financial statements, form 990, and governing documents are available upon request. A notice describing availability is posted in plain view in the business office and the partners' office.

FORM 990, PART VI, SECTION B, LINES 13-14:

All business functions are handled by the college preparatory school which does have such policies.

IRS990/ProgSrvcAccomActy2Grp/Desc0ACADEMIC YEAR MENTORING (AYM) PROGRAMTHE ACADEMIC YEAR MENTORING (AYM) PROGRAM HAD ANOTHER PRODUCTIVE YEAR, COLLABORATING WITH OUR 3 FORMAL PARTNER MIDDLE SCHOOLS AS WELL AS OTHER LOCAL MIDDLE SCHOOLS WHO CONSTITUTE NEW SCHOOL PARTNERSHIPS. DURING THE ACADEMIC YEAR, 14 STUDENTS WERE MENTORED FROM CLAREMONT MIDDLE SCHOOL; 12 STUDENTS WERE MENTORED FROM KIPP BRIDGE CHARTER; 6 STUDENTS WERE MENTORED FROM WESTLAKE MIDDLE SCHOOL; AND STUDENTS FROM 7 OTHER LOCAL MIDDLE SCHOOLS TUTORED AT PARTNERS. WITH AN AVERAGE OF 32 MENTOR-TUTORS PER SEMESTER AND A PROGRAM MANAGER TO SUPPORT THE STUDENTS DURING AFTERSCHOOL TUTORING, WE MAINTAINED A 1-TO-1 STUDENT-MENTOR RATIO PER SEMESTER ON MOST WEEKS. OUR AFTERSCHOOL ENRICHMENT SESSIONS CONSIST OF TUTORING AND SPECIALIZED HOMEWORK SUPPORT IN ALL ACADEMIC CORE CLASSES (MATH, READING, SCIENCE, AND WRITING) WITH A CONCENTRATED FOCUS ON MATH AND SCIENCE. THIS FORMAT ALLOWS FOR MORE FOCUSED, COMMON CORE-BASED INSTRUCTION FOR EACH GRADE LEVEL AND OFFERS NEEDED SUPPORT IN PARTICULAR DISCIPLINES IN THE CASE OF FOUNDATIONAL GAPS IN STUDENT SKILLS. IN 2017-2018, PARTNERS PILOTED AN ADAPTIVE LEARNING SOFTWARE CALLED "FRECKLE." THUS, THE AFTERSCHOOL TUTORIAL CONTENT ADDRESSED THE REAL-TIME ACADEMIC NEEDS OF OUR PARTNERS SCHOLARS.THE CONSISTENT PAIRING OF THE SAME MENTOR AND MENTEE, WEEKLY, AT OUR PARTNER SCHOOLS PROVIDED HIGH QUALITY AND INDIVIDUALIZED ACADEMIC SUPPORT. OUR MENTOR-TUTORS ARE ABLE TO CHECK ON THE PROGRESS OF ASSIGNMENTS, TESTS, AND COMPREHENSION OF CORE CONCEPTS, AS WELL AS BUILD STRONGER RELATIONSHIPS WITH STUDENTS THROUGH COMMUNITY-BUILDING ACTIVITIES. IN ADDITION, OUR 1-TO-1 STUDENT-MENTOR ACADEMIC YEAR RATIO ALLOWS FOR STRONG TRUST RELATIONSHIPS TO FORM BETWEEN OUR MENTORS AND THE MIDDLE SCHOOL STUDENTS.

IRS990/ProgSrvcAccomActy3Grp/Desc0HIGH SCHOOL ADVISING (HSA):THE HIGH SCHOOL ADVISING (HSA) COMPONENT COMPLETED THE 2017-2018 HIGH SCHOOL ADMISSIONS YEAR WITH GREAT SUCCESS AND OUTCOMES IN OAKLAND UNIFIED SCHOOL DISTRICT SCHOOLS AS WELL AS IN OTHER HIGH SCHOOLS IN THE EAST BAY. THE PROGRAM PROVIDED BOTH STANDARDIZED TEST PREP (AND TESTING TIME MANAGEMENT) WORKSHOPS AND HIGH SCHOOL APPLICATION WORKSHOPS THROUGHOUT THE FALL OF 2017. DURING THESE WORKSHOPS, PARTNERS STAFF ASSISTED FAMILIES WITH THE APPLICATION PROCESS FOR INDEPENDENT (PRIVATE), PAROCHIAL (PRIVATE), PUBLIC CHARTER AND TRADITIONAL PUBLIC HIGH SCHOOLS. THE WORKSHOPS RESULTED IN SUCCESSFULLY ENROLLING 22 EIGHTH GRADE STUDENTS IN A TOTAL OF 11 HIGH SCHOOLS IN THE OAKLAND AREA. THE WORKSHOPS UTILIZE SMALL GROUPS AND LECTURES WITH A 1 TO 5 RATIO OF STAFF TO FAMILIES TO ENSURE STUDENTS WERE APPLYING TO SCHOOLS THAT MATCHED THEIR INTERESTS AND FUTURE PLANS. TO ENSURE PROGRAM REACH AND RELEVANCE, THE WORKSHOPS ALSO PROVIDE AT LEAST 2 COMMUNITY MEMBERS WHO SPEAK LANGUAGES OTHER THAN ENGLISH (SPANISH AND CANTONESE). IN 2017-2018, THE EIGHTH GRADE FAMILIES ALSO PARTICIPATED IN A HIGH SCHOOL FINANCIAL AID WORKSHOP IN DECEMBER FOR LOW-INCOME FAMILIES IN COLLABORATION WITH THE COLLEGE PREP ADMISSIONS OFFICE.
