The policy is reviewed annually with the Board of Directors. Conflicts are presented to the Board EXECUTIVE Committee and the Board PRESIDENT TO discuss the conflicts with the full Board. THEY TAKE ANY APPROPRIATE ACTION IF ANY CONFLICT IS DOCUMENTED.

Form 990, Part VI, Line 15A: Compensation Review & Approval Process - CEO, Top Management

The Board of Directors provide written input for the CEO's annual evaluation. The Board President compiles a report and is responsible to meet with the CEO and review the written annual evaluation and establish goals for the next fiscal year. Any increase in the CEO's salary is reviewed by an Independent Board Committee. Annually, the salaries for all positions are researched including the CEO/Executive Director.

IRS990/Desc0LEGAL AND ADVOCACY SERVICES - LASDomestic Violence and Sexual Assault Hotline Counseling: Toll-free, confidential, 24-hour hotline crisis counseling, safety planning, information and referrals to a host of follow-up services, including counseling, advocacy, legal assistance, medical care, shelter, food, and clothing. Hotline counseling is provided by certified Domestic Violence and Sexual Assault Victim Counselors.Domestic Violence Services: CCS operates County-funded DVS programs in East and Central Regions of San Diego County. Both programs offer legal and advocacy services to victims of domestic violence, including case management, lethality assessments, safety planning, education, court accompaniment, application assistance, information, referrals, assistance with temporary restraining orders, and assistance with other family law matters. Legal services are provided at CCS East County and Coastal Offices, as well as the El Cajon Courthouse, San Diego Police Department (SDPD) Mid City Division, and San Diego Family Justice Center (SDFJC). DVS Central includes a ride-along program with SDPD Mid City Division, where CCS Domestic Violence Victim Advocates ride along with SDPD patrol officers during shifts known to have high numbers of domestic violence incidents. Sexual Assault Victim Advocacy: CCS offers the only Rape Crisis Center for the City of San Diego. CCS provides in-person emergency response Sexual Assault Victim Advocacy (SAVA) to all survivors of sexual assault who reside in or were assaulted in North Inland, East, Central and South regions of San Diego County that undergo a sexual assault forensic examination. Advocates are staffed 24/7 and respond within 20 minutes of being called to support survivors during a forensic examination. CCS provides this service as a founding member of the San Diego Countywide Sexual Assault Response Team (SART), which includes victim advocacy (CCS), law enforcement, Sexual Assault Nurse Examiners, and the San Diego County District Attorney (DA). At the close of each SART response, CCS offers survivors the opportunity to engage in follow-up advocacy services. These include safety planning, education, accompaniment to sexual assault-related appointments (court, medical, detective interviews), information, and referrals to counseling, legal, medical, housing, and other resources. CCS SAVA services are also provided to walk-in clients and survivors who do not wish to engage in the criminal justice system.Victim Rights Legal Services (VRLS): CCS was awarded a highly competitive grant from the Federal Office on Violence Against Women to provide legal assistance for victims of SA, DV, and stalking, including direct representation. VRLS specializes in civil legal needs of victims of SA in the following areas: housing, employment, education, privacy, safety, and financial compensation, as well as child custody and support issues in the context of restraining orders. VRLS assists survivors with immigration concerns through a partnership with Casa Cornelia Law Center. VRLS represents clients as attorney of record in approximately 30% of its cases. VRLS provides legal services at CCS Coastal Office.North County Family Violence Prevention Center (NCFVPC) Legal and Advocacy Services: The San Diego County DAs Office contracts with CCS to lead the NCFVPC project and provide legal and advocacy services to victims of SA, stalking, and/or DV in the North Region of San Diego County. Services include thorough lethality assessment and safety planning, victim advocacy, legal screenings, assistance with temporary restraining orders (TROs), court accompaniment, assistance with family law matters, and direct representation on matters related to restraining orders.

IRS990/ProgSrvcAccomActy2Grp/Desc0COUNSELING AND RESIDENTIAL SERVICES - CRSDomestic Violence Shelter and Transitional Housing: CCS operates Project Safe House (PSH), a short-term 15-bed domestic violence emergency shelter in East San Diego County, and Hidden Valley House (HVH), a short-term 30-bed domestic violence emergency shelter located in North Inland San Diego County. Both shelters house women and children escaping domestic violence, and HVH also provides shelter for male victims of domestic violence and their children. Food, clothing, safety planning, case management and advocacy are provided to help residents secure longer-term housing after shelter. CCS also provides longer-term emergency domestic violence shelter for adults and children who need more support on the path to safety and self sufficiency. This Next Step program, includes up to 18 months of housing and advocacy support. Next Step includes 5 two-bedroom units in North Inland San Diego County and 1 two-bedroom apartment in East Region. Short-term and longer-term domestic violence emergency shelter are provided in confidential locations.Trauma-Informed Counseling: Marriage and Family Therapy therapists provide individual, group, family and child counseling using a variety of best practice, trauma-specific and trauma-informed approaches, including trauma-focused cognitive behavioral therapy (TF-CBT), Eye Movement Desensitization and Reprocessing (EMDR), guided imagery, art therapy, play therapy, sand tray therapy, and mindfulness therapies.
