Governance Explanations

Form 990, Part VI, Section A, Line 8B

There were no committees delegated by the governing body.

Form 990, Part VI, Section B, Line 11B

A draft of form 990 is reviewed in its entirety by the executive director and chief financial officer, who compares the data and written statements to original, source documentation submitted to the tax preparers. Upon approval by the executive director, the reviewed form 990 is sent to the finance committee of the board of trustees for review, questions, and recommendation for approval by the board of directors. Upon approval by the board of directors, form 990 is signed by the executive director and is filed. Copies of the final, executed returns are filed for permanent archiving in accordance with the records retention and disposal policy, both in hard copy and electronic formats.

Form 990, Part VI, Section B, Line 12C

The conflict of interest policy applies to all trustees as well as others who serve on the board committees and/or task forces. If a conflict of interest arises, the member with the conflict is expected to disclose in writing the existence of the conflict to the board chair as soon as that member is aware of the conflict. The board chair will, in turn, determine the appropriate method for managing the conflict. Annual disclosure forms are completed to document actual and potential conflicts of interest and immediate written notice to the board chair if a conflict arises.

Form 990, Part VI, Section B, Line 15A

It is the practice of the breakthrough collaborative board of trustees to evaluate, assess, and set the compensation level of the executive director using a combination of factors including experience, education, background, skills, compensation & benefits data for organizations of similar size, function, and scope. This was last conducted during the most recent search for the executive director of the national office, which took place in the spring and summer of 2017. Since that time, the board of trustees has conducted one annual review of the executive director's performance.

Form 990, Part VI, Section C, Line 19

Form 990, audited financial statements, governing documents and policies are available for public inspection upon request.

Supplemental Narrative

Financial Statement Notes

PART X, LINE 2:

The organization is exempt from income tax under section 501(c)(3) of the u.s. Internal revenue code. Accordingly, no provision for income taxes has been provided in these financial statements. In addition, the organization qualifies for the charitable contribution deduction under section 170(b)(1)(a) and has been classified as an organization that is not a private foundation under section 509(a)(1). Unrelated business income, if any, may be subject to income tax. The organization paid no taxes on unrelated business income in the years ended june 30, 2018 or 2017. Generally accepted accounting principles require the recognition, measurement, classification, and disclosure in the financial statements of uncertain tax positions taken or expected to be taken in the organization's tax returns. Management has determined that the organization does not have any uncertain tax positions and associated unrecognized benefits that materially impact the financial statements or related disclosures. Since tax matters are subject to some degree of uncertainity, there can be no assurance that the organization's tax returns will not be challenged by the taxing authorities and that the organization will not be subject to additional tax, penalties, and interest as a result of such challenge. Generally, the organization's tax returns remain open for federal income tax examination for three years from the date of filing.

IRS990/Desc0THE BREAKTHROUGH COLLABORATIVE SERVES A NETWORK OF 24 AFFILIATES IN THE UNITED STATES AND ONE IN HONG KONG. OUR CORE 6-YEAR PROGRAM PROVIDES ACADEMICS, ENRICHMENT, RELATIONSHIPS AND SOCIO-EMOTIONAL LEARNING SUPPORT THROUGH MIDDLE AND HIGH SCHOOL TO MORE THAN 9,000 STUDENTS. THE PROGRAM ALSO PROVIDES A PRE-SERVICE TEACHER TRAINING PROGRAM PROVIDING HUNDREDS OF HOURS OF CLASSROOM AND LEADERSHIP LEARNING EVERY SUMMER TO MORE THAN 1,000 COLLEGE STUDENTS FROM ACROSS THE COUNTRY; 76% OF WHOM HAVE GONE ON TO WORK IN THE FIELD OF EDUCATION.BREAKTHROUGH COLLABORATIVE LAUNCHES HIGHLY MOTIVATED STUDENTS FROM UNDER-RESOURCED COMMUNITIES ON THE PATH TO COLLEGE AND DEVELOPS THE NEXT GENERATION OF INSPIRATIONAL TEACHERS.BREAKTHROUGH'S PURPOSE IS TO RECONCILE THE DISPARITY BETWEEN TWO UNACCEPTABLE TRUTHS:1) MOST PEOPLE NEED A COLLEGE DEGREE TO SUCCEED IN TODAY'S ECONOMY, AND 2) THERE ARE LONG-STANDING AND COMPLEX INEQUITIES THAT DISPROPORTIONATELY PREVENT STUDENTS OF COLOR AND STUDENTS FROM LOW-INCOME COMMUNITIES FROM GETTING THE RESOURCES AND SUPPORT THEY NEED TO ATTEND AND GRADUATE FROM COLLEGE AT THE SAME RATE AS THEIR MORE AFFLUENT PEERS.AS A DEFINING STRATEGY IN ITS APPROACH TO CLOSING THE OPPORTUNITY GAP, BREAKTHROUGH COLLABOATIVE HAS PIONEERED TWO UNIQUE MODELS OF INSTRUCTION:STUDENTS-TEACHING-STUDENTS AND TEACHERS-TRAINING-TEACHERS . THESE MODELS UNLOCK THE EXTRAORDINARY POTENTIAL FOR STUDENTS AND TEACHERS AT ALL AGES TO ENGAGE EACH OTHER IN LEARNING, TEACHING AND LEADING.OUTCOMES FOR OUR STUDENTS WHO PARTICIPATE IN THE BREAKTHROUGH PROGRAM AT 24 LOCAL AFFILIATES ACROSS THE COUNTRY AND ONE IN HONG KONG:ACCORDING TO A SPOTLIGHT REPORT FROM THE NATIONAL CENTER FOR EDUCATION STATISTICS 2016 CONDITION OF EDUCATION, STUDENTS FROM FAMILIES AT THE HIGHEST SOCIOECONOMIC LEVELS ENROLLED IMMEDIATELY IN BACHELOR'S DEGREE PROGRAMS AT FIVE TIMES THE RATE OF STUDENTS FROM FAMILIES AT THE LOWEST LEVELS (60% AND 12% RESPECTIVELY).BREAKTHROUGH STUDENTS (79% OF WHOM ARE ELIGIBLE FOR FREE/REDUCED PRICE LUNCHES THROUGH THE NATIONAL SCHOOL LUNCH PROGRAM, AND THE VAST MAJORITY OF WHOM ARE STUDENTS OF COLOR, FIRST GENERATION TO ATTEND COLLEGE, LIVE IN SINGLE-PARENT HOUSEHOLDS AND/OR SPEAK A PRIMARY LANGUAGE OTHER THAN ENGLISH) ARE MATCHING THE 4-YEAR ENROLLMENT RATE OF STUDENTS AT THE HIGHEST SOCIOECONOMIC LEVELS.A BRIEF SUMMARY OF ACCOMPLISHMENTS DURING THE ONE-YEAR TIME PERIOD CORRESPONDING WITH THIS RETURN:1) MORE INCLUSIVE GOVERNANCE PROCESS: IN ORDER TO BETTER REFLECT THE VOICES OF OUR AFFILIATES, BREAKTHROUGH EXPANDED THE NUMBER OF AFFILIATE EXECUTIVE DIRECTORS SERVING ON THE NATIONAL BOARD AND LAUNCHED A LARGER AFFILIATE COMMITTEE TO COLLECT AND COMPILE THE VIEWS OF ALL OF THE AFFILIATES AND TO HELP ENSURE EFFECTIVE COMMUNICATION BETWEEN THE NATIONAL BOARD, NATIONAL STAFF, AND AFFILIATE ENTITIES. THESE COMMUNICATIONS HAVE PROVIDED UNIFIED, RELIABLE INPUT TO NATIONAL STAFF AND INFORMED STRATEGIC BOARD DECISION-MAKING.2) STRATEGIC PLANNING PROCESS: IN CONJUNCTION WITH THE NEW GOVERNANCE PROCESSES, BREAKTHROUGH ALSO EMBARKED ON A THREE-YEAR STRATEGIC PLANNING PROCESS, ENGAGING BOTH INTERNAL AND EXTERNAL STAKEHOLDERS TO REARTICULATE OUR MISSION, VISION, AND VALUES; REEXAMINE THE IMPORTANCE OF THE COLLABORATIVE'S WORK AND ITS ROLE IN THE LARGER MARKETPLACE; CONTINUE TO EXPAND AND STANDARDIZE BREAKTHROUGH'S SERVICE TO ITS COMMUNITIES; AND CHART A COURSE FOR THE FUTURE FOR A MORE UNIFIED, IMPACTFUL COLLABORATIVE.3) DATA MANAGEMENT SYSTEM: LAST YEAR, BREAKTHROUGH BEGAN DEVELOPMENT ON THE "BREAKTHROUGH STARTER PACK" (BTSP), A MANAGED PACKAGE ON THE SALESFORCE APP EXCHANGE THAT WILL BE THE FOUNDATION OF THE COLLABORATIVE'S IMPROVED DATA MANAGEMENT SYSTEM. THE BTSP WILL MAKE DATA COLLECTION, MANAGEMENT, AND REPORTING EASIER AND MORE EFFICIENT AT THE AFFILIATE LEVEL. IT WILL ALSO ALLOW THE NATIONAL COLLABORATIVE TO TRACK STANDARDIZED, CONSISTENT METRICS IN ORDER TO BETTER DEMONSTRATE THE POWER OF OUR PROGRAM AND HELP US IDENTIFY, VALIDATE, AND SHARE BEST PRACTIC
