OTHER PROGRAM SERVICES 4: Legislative Monitoring and OutreachCalifornia ReLeaf monitors State and Federal legislation for opportunities to educate and participate in public debate and policy related to urban forestry. Of particular interest is how urban forestry is being increasingly integrated into other policy and funding arenas, such as storm water, additional mitigation measures, and even museum planning. Furthermore, the steadily mounting recognition of the value of urban forest co-benefits is particularly gratifying as found, for example, in connection with Californias Cap & Trade programs. Through our website, newsletter, emails and action alerts, ReLeaf ensures that Network members and other interested community members are aware of what is happening at the state and federal level and also provides information for how local groups can make their voices heard.California ReLeaf staff continued communication with multiple environmental and social justice partners on policy priorities during the report period with specific focus on highlighting urban forestry in the current Cap and Trade discussions. IRS990/Desc0Program Grant ManagementIn fiscal year 2016, California ReLeaf was awarded two large pass-through grants as well as Arbor Week grant funding, which was bundled with other education and outreach grant funding.2015 Urban Forest Greenhouse Gas Reduction GrantsIn July 2015, California ReLeaf was awarded two Greenhouse Gas Reduction Grants from CAL FIRE with an emphasis on planting in Disadvantaged Communities as identified by CAL EPA. These grants will continue through December 2019. One grant program entitled Social Equity focuses on tree planting while the other, entitled Planting with Purpose, is a green innovation grant. Both of these pass-through grant programs are intended to provide funding to smaller community groups and encourage new community groups to make tangible improvements to their neighborhoods with trees. The Request for Proposals for the Social Equity grant program was released in the fall of 2015 and resulted in 9 grant awards in the spring totaling $385,000 for the organizations listed below. IRS990/ProgSrvcAccomActy2Grp/Desc0Education and Outreach This program strengthens grassroots efforts by engaging the general public, community leaders, interested organization, and urban and community forestry professionals. California ReLeafs programs are designed to educate Californians about the value and benefits of trees as well as sound tree care practices. In addition to USDA Forest Service funding, two CALFIRE grants supported the expansion of educational opportunities and resources:2014 CAL FIRE Beyond Capacity GrantCalifornia ReLeaf started work on this grant in the spring of 2015 and completed the grant in December 2015. The grant addressed capacity building so that urban forest community groups and under-resourced communities can better work together to plant and care for trees where trees are needed the most in California cities. The goal of the grant was to provide new training and resources at various levels for California ReLeaf, the current ReLeaf Network Members and for new community groups interested in building better communities through trees. On demand webinar trainings were created or accessed from complementary organizations, resulting in 12 new webinars while 12 new videos resulted from filming the Communications Training and Leadership Workshop in August 2015. In addition to webinars, ReLeaf added significant new online resources for starting new tree organizations, including foundational document samples and links to additional online resources.2015 Technical Education GrantIn the fall of 2015, California ReLeaf was awarded a Technical Education Grant by CAL FIRE to support several small educational projects including: the revamp of the California Arbor Week educational activities to align with Common Core standards, the funding of a 2016 Arbor Week Tree Planting Grant, and the launch of a Tree Care for Birds and Other Wildlife Best Management Practices project. The Tree Care for Birds and Other Wildlife BMP project is subcontracted to a consultant with a working group. The Technical Education Grant continues through December 2016.FY2016 Education & Outreach Accomplishments:Newsletters Circulation for mailed newsletters: 2,285 recipients. Newsletters can be found online in PDF format at http://californiareleaf.org/newsletter/The Spring 2016 issue highlighted the On-Demand Educational resources available on the ReLeaf website, which cover a range of issues from Cultural Competency 101, Latino Engagement with Nature and the Outdoors, Building Solidarity for Racial Justice to Social Media 101, Social Media Advocacy, and Tips & Tricks to Make Good Photos Great. Legislative and Network Highlights are also included in addition to a Network Member Profile of Los Angeles Beautification Team (formerly Hollywood Beautification Team).The Summer 2016 issue discussed the positive impact of tree care job development on communities and youth workforce development. Other articles included a legislative update and a Network Member Profile of Growing Together in Oakland. E-Communications Circulation: Over 900 Recipients. Over 60 eBlasts were sent covering a variety of topics such as: introducing urban forest grant opportunities, Arbor Week Poster Contest, Arbor Week Grants, opportunities to support urban forest advocacy, and the California ReLeaf Network Retreat and the Power of Trees Urban Forest Conference held in August 2016. Social Media Circulation: In addition to publishing California ReLeafs periodic newsletter, California Trees, in a shorter format with an online version featuring live hyperlinks, ReLeaf is very active in using social media to share urban forestry issues of interest to community groups, government employees, and green industry professionals. Especially in the past year, social media has been very effective in helping ReLeaf reach new community audiences, including environmental justice and Latino organizations. IRS990/ProgSrvcAccomActy3Grp/Desc0California ReLeaf NetworkThe California ReLeaf Network is a statewide forum for the informational exchange, education, and mutual support of community-based organizations. The members have common goals of community development by planting and protecting trees, promoting community engagement and volunteer involvement, and fostering an ethic of environmental stewardship.The ReLeaf Network enables individual groups to use their collective power to improve the urban and community forests in their home towns. Through membership in the Network, groups build their organizational and technical skills, share their enthusiasm, experiences and ideas, address issues of common concern, and work together to advance urban forestry throughout the state. 2015/16 accomplishments of this program include:The Network had 92 members that varied from small groups of dedicated volunteers to mature nonprofit organizations with paid staff. Network members represent diverse demographics and a broad geographic reach throughout California. Our Education & Communications Program Manager sent regular Network Updates to Network members throughout the year. These emails reached over 200 recipients and covered a variety of topics, including information about funding opportunities, upcoming conferences and workshops, research reports, job announcements and more. Online surveys were used to seek input from ReLeaf Network Member organizations on drought concerns and ReLeafs 2016 -2020 Strategic Plan.As part of a capacity grant from the California Department of Forestry and Fire Protection, ReLeaf added over a dozen new webinars and training videos addressing the need for greater diversity, equity, and inclusion in the mainstream environmental movement. Some of the webinars provide training to prepare and encourage new community groups to become active in tree planting and protection while other webinars explore racial assumptions and issues facing communities of color. Outreach sessions were held to engage non-traditional community groups to plant trees by sharing new neighborhood grant opportunities. One session was in the Central Valley while another was held in Los Angeles. Over 50 community members attended these meetings.In July 2015, a new drought campaign called Save Our Water And Our Trees was developed and launched in partnership with SaveOurWater.com and the ReLeaf Network. A bookmark and an FAQ flyer were developed based on CAL FIRE tree care recommendations and were distributed at the 2015 State Fair as well as through the ReLeaf Network Members. A joint press release by the California Department of Water Resources, the Association of California Water Agencies and California ReLeaf was coordinated with ReLeaf Network members for local release to draw attention to the need to water trees during drought, especially when lawn irrigation is turned off. Drought response efforts continued into the fall in partnership with the USDA Forest Service with the development of short YouTube videos on How to Care for Young Trees and How to Care for Mature Trees during drought. These two videos are also available in Spanish. The Save Our Water And Our Trees campaign extended into summer 2016 in partnership with SaveOurWater.com, with the translation of key webpages into Spanish as well.

ReLeaf staff advocated for including funding for Cal Fires Urban and Community Forestry Program in the Cap and Trade Expenditure Plans within the State Budget for fiscal years 15-16 and 16-17, as well as funding for a new Green Infrastructure Program administered by the California Natural Resources Agency. California ReLeaf also advocated for forest health funding in 2016. California ReLeaf met with the California Air Resources Board, the Governors Office, CAL-EPA, California Natural Resources Agency, CAL FIRE, and the Legislature on this issue. Our advocacy efforts also included getting our Network of urban forest nonprofits, other environmental groups, as well as social justice organization to sign on to letters of support for the legislature actions described above.2. ReLeaf staff advocated for including urban forestry in a proposed park bond (Assembly Bill 2444) that could be scheduled for the 2016 ballot. Also advocated for including urban forestry in a proposed water bond citizens initiative that would act as a companion to Proposition 1 passed by the voters in 2014. These efforts were focused primarily on building support among those closely connected to the effort, Including the Nature Conservancy and Resources Legacy Fund. We met only with non-profit and private stakeholders on the proposed initiative; but did meet with multiple legislators and staff on AB 2444. 3. Our advocacy efforts also included getting our Network of urban forest nonprofits, other environmental groups, as well as social justice organization to sign on to letters of support for the legislature actions described above. Some of the nonprofits are run by volunteers vs paid staff.4. Our other activity was a spur of the moment creation of two brief videos including approximately 25 40 people cheering in support of Cap & Trade funding for trees and in support of AB 1550.Supported several pieces of legislation related to climate change and cap-and-trade expenditures. This included (in 2015): SB 350, SB 32, AB 1288, and SB 398. In 2016, the list includes AB 1550, AB 1613, AB 2480, AB 2722, AB 2796, AB 2222, SB 32, SB 1294, SB 859, SB 824, and SB 1386.
