OTHER PROGRAM SERVICES 4: Legislative Monitoring and OutreachCalifornia ReLeaf monitors State and Federal legislation for opportunities to educate and participate in public debate and policy related to urban forestry. Of particular interest is how urban forestry is being increasingly integrated into other policy and funding arenas, such as affordable housing, additional mitigation measures, and potentially climate adaptation programs. Furthermore, the steadily mounting recognition of the value of urban forest co-benefits is particularly gratifying as found, for example, in connection with Californias Cap & Trade programs. Through our website, newsletter, emails and action alerts, ReLeaf ensures that Network members and other interested community members are aware of what is happening at the state and federal level and also provides information for how local groups can make their voices heard.California ReLeaf staff continued communication with multiple environmental and social justice partners on policy priorities during the reporting period with specific focus on highlighting urban forestry in the annual Cap and Trade discussions as well as other arenas, such as affordable housing and urban planning. IRS990/Desc0Program Grant ManagementIn 2019, California ReLeaf received generous grant funding for pass-through California Arbor Week grants from Pacific Gas & Electric Service, Edison International, San Diego Gas & Electric, and Southern California Gas, and continue with the format of a year-long program. ReLeaf managed 41 Arbor Week Grants totaling $76,000 in pass-through funding.In California Releaf managed five California Climate Investment (CCI) pass-through grants funded through the California Department of Forestry and Fire Protection. In July 2019, California ReLeaf was awarded new Prop 68 Grant called Relief through ReLeaf to provide funding to state regions that had not received CCI grants.Urban Forest California Climate Investment GrantsIn July 2015, California ReLeaf was awarded its first two California Climate Investment Program (CCIP) grants (formerly known as Greenhouse Gas Reduction Fund grants) from CAL FIRE with an emphasis on planting in Disadvantaged Communities as identified by CAL EPA. These grants continued through December 2019. One grant program entitled Social Equity focused on tree planting while the other, entitled Planting with Purpose, was a CAL FIRE Green Innovation grant, which tended to allow for more community gardens and fruit tree planting. All of the California ReLeafs CCIP grants are intended to provide funding to smaller community groups and encourage new community groups to make tangible improvements to their neighborhoods with trees. In FY2019, California ReLeaf continued to closely support the original twenty grantees, as well as grantees from two subsequent CCI Grants: the 2017 Social Equity Grant (aka Forest Improvement) and the 2019 Social Equity Grant (aka Urban Forest Management) making many site visits as well for the grants closing in 2019. In the lists below, Grantees who have been awarded two CCIP grants over the last four years are indicated by asterisks. California ReLeafs programs are designed to educate Californians about the value and benefits of trees as well as sound tree care practices. In addition to USDA Forest Service funding, a CAL FIRE grant started in 2017 supported the better understanding of urban planning and urban design concerns and priorities with respect to urban forests.Integrated Grant Project Development completed in FY2019Started in FY2017, California ReLeafs goal is to foster better communications and connection between urban forest community-based organizations and urban design professionals, who have significant authority and impact on the built environment and where urban trees can be planted. The project was completed in May 2019. The California Chapter of the American Planning Association was a partner on this project and assisted by inviting their 7,000 members to fill out a survey on urban trees and planning. The survey results as well as the many educational resources about urban planning for urban forest activists and advocates were collected and are available at: https://californiareleaf.org/resources/plan4urbantrees/, including a PDF of the Urban Forest Advocates Guide to California Planning.FY2019 Education & Outreach Accomplishments:Newsletters California ReLeaf has transitioned away from paper newsletters and is doing the majority of its communication via e-communications: email lists, social media, and the website. Dozens of eBlasts were sent covering a variety of topics such as: introducing urban forest grant opportunities, Arbor Week Poster and Video Contests, Green Gentrification information, California Arbor Week Grants, surveying urban forest organizations on their perceptions of urban planning, the Urban Forest Advocates Guide to California Planning, opportunities to support urban forest advocacy, the California ReLeaf Network Retreat in Los Angeles, and the Facilitating for Difference Workshops.Website Spanish Translation Update: The California ReLeaf website was updated to include links in the upper right-hand corner to Spanish translations of ReLeaf resources. The members have common goals of community development by planting and protecting trees, promoting community engagement and volunteer involvement, and fostering an ethic of environmental stewardship.The ReLeaf Network enables individual groups to use their collective power to improve the urban and community forests in their home towns. Through membership in the Network, groups build their organizational and technical skills, share their enthusiasm, experiences and ideas, address issues of common concern, and work together to advance urban forestry throughout the state. 2018/19 accomplishments of this program include:The Network had nearly 100 members that varied from small groups of dedicated volunteers to mature nonprofit organizations with paid staff. Network members represent diverse demographics and a broad geographic reach throughout California.Network member organizations:?Planted 63,000+ trees?Engaged 39,000+ volunteers giving 161,700 hours of their time?Hosted 1,297 outreach events, reaching just over 150,000 community members. These emails reached over 200 recipients and covered a variety of topics, including information about funding opportunities, upcoming conferences and workshops, research reports, job announcements and more. IRS990ScheduleC/SupplementalInformationDetail/ExplanationTxt0From July 1, 2018 through June 30, 2019, California ReLeaf managed a public policy portfolio with emphasis on diversifying funding for Cal FIREs Urban and Community Forestry Program as follows:1.Advocated for including funding for Cal Fires Urban and Community Forestry Program in the Cap and Trade Expenditure Plan within the State Budget for fiscal year 19-20. California ReLeaf met with the CAL-EPA, California Natural Resources Agency, CAL FIRE, and the Legislature on this issue. Funding for urban forestry was included for $10 million.2.Advocated for urban forestry language and funding in a climate resiliency bond initiative that would open the door to using bond dollars to maintain the existing urban forest. We were successful in securing at least fifty millions dollars ($50,000,000) pursuant to Section 4799.12 to protect or augment California's urban forests within the language for the initiative, which served as a template for a legislative measure later in 2019 that will be revisited in 2020. 3.Advocated for the inclusion of General Fund dollars in the FY 19-20 State Budget to support Cal FIRE efforts to address the PSHB crisis through on-the-ground action. California ReLeaf met with Cal FIRE, CDFA and the Legislature on this issue. $5 million was approved in the Budget for PHSB.In addition, we met with numerous Secretaries in the Newsom Administration to offer insights and suggestions on how this new administration could advance urban forestry and elevate its relevance in the larger natural resources discussion. We also submitted multiple comment letters to the California Air Resources Board and California Natural Resources Agency offering recommendations and edits to the proposed Scoping Plan updates, CALAND modeling efforts for natural and working lands, and the states Natural and Working Lands Implementation Plan. California ReLeaf met with the California Air Resources Board, CAL EPA and the California Natural Resources Agency on these issues.We sponsored Assembly Bill 1252 by Assembly Member Robert Rivas (D Hollister) which would authorize advance payments through CAL EPAs Environmental Justice Small Grants Program. Most of the work on this bill occurred prior to July 1, 2019. However, Governor Newsom vetoed the bill later that year.Finally, we registered support for the following legislation (2018): AB 2627, AB 2534, AB 2377, SB 961, SB 1017, SB 1072; (2019): AB 209, AB 454, AB 782, AB 1080, AB 1252, AB 1300, AB 1578, SB 1, SB 54, SB 474.
