When joining the board of directors, members are required to sign a "board member agreement" in which they pledge to identify any conflicts of interest and recuse themselves from voting on any related decisions. The board president is also responsible for identifying any potential areas of conflict of interest with directors, officers, trustees, etc. And requiring anyone with such a conflict to recuse him/herself from decisions related to the conflict.

Form 990, Part VI, Section B, Line 15

Salaries for the organization's director and key employees are determined and specifically stated in home resource's annual budget. The entire budget, including all salary and wage information, is meticulously reviewed and approved by the board annually in december and january. In general, salaries for the calendar year are approved at this time and remain unchanged until the following year. Any mid-year adjustments must be approved by the board of directors and documented in the minutes.

IRS990/Desc0STORE OPERATIONS: WASTE REDUCTION, BUILDING A VIBRANT AND SUSTAINABLE LOCAL ECONOMY, SUSTAINABLE BUILDING PRACTICES AND CREATIVE REUSE - HOME RESOURCE STORE OPERATIONS CONTINUE TO COLLECT AND SELL USED BUILDING MATERIALS TO REDUCE WASTE, PROVIDE AFFORDABLE MATERIALS, AND KEEP THEM IN THE LOCAL ECONOMY. OVER 50,000 WESTERN MONTANA RESIDENTS ACROSS THE DEMOGRAPHIC SPECTRUM SHOPPED, DONATED AND VOLUNTEERED IN SUPPORT OF OUR MISSION. OUR STORE OPERATIONS FACILITATED THE REUSE OF ALMOST TWO MILLION POUNDS OF MATERIAL, ELIMINATING THE TRANSPORTATION AND PRODUCTION-RELATED PHYSICAL DEGRADATION, ENERGY AND POLLUTANTS ASSOCIATED WITH PRODUCING NEW ITEMS, REDUCING LANDFILL-RELATED GREENHOUSE GAS EMISSIONS, PROMOTING A CULTURE OF REUSE AND PROVIDING AFFORDABLE BUILDING MATERIALS TO THE COMMUNITY. IN 2017, HR MAINTAINED THEIR 2016 SALES INCOME AND STAFFING LEVELS BUT DID NOT GROW THESE (2016 WAS A BIG GROWTH YEAR). WHILE SALES WERE FLAT, HR RECEIVED A HIGHER VOLUME OF DONATED MATERIALS, INCREASING INVENTORY SO THAT TOTAL INCOME LOOKS HIGHER. THE INVENTORY INCREASE ALSO MEANS HR KEPT MORE MATERIALS OUT OF THE LANDFILL, (THOUGH THEY MAY NOT BE OUT IN THE COMMUNITY YET), INCREASING THE AMOUNT OF WASTE AND ASSOCIATED POLLUTION THAT HOME RESOURCE HELPED KEEP OUT OF OUR LAND, AIR AND WATER. IN 2017, HOME RESOURCE EMPLOYED 47 MISSOULIANS, THE RETAIL STORE AVERAGED 131 TRANSACTIONS A DAY, 44% OF ALL SALES WERE $5.00 OR LESS AND ONLY 1% OF SALES WERE $200 OR MORE. 95% OF HOME RESOURCE'S TOTAL EXPENDITURES WERE IN THE LOCAL ECONOMY.

IRS990/ProgSrvcAccomActy2Grp/Desc0DECONSTRUCTION OPERATIONS: WASTE REDUCTION, SUSTAINABLE BUILDING PRACTICES AND BUILDING A VIBRANT AND SUSTAINABLE LOCAL ECONOMY - HOME RESOURCE'S DECONSTRUCTION OPERATIONS HAVE DISMANTLED BUILDINGS BY HAND SO THAT THE SALVAGED MATERIALS CAN RETURN TO THE LOCAL ECONOMY THROUGH OUR RETAIL STORE SINCE 2007. DECONSTRUCTION SERVICES BY ALL OPERATORS CONTRIBUTES SIGNIFICANTLY TO ACHIEVING THE CITY OF MISSOULA'S ZERO WASTE RESOLUTION BY REDUCING LANDFILL WASTE, ENSURING A FLOW OF AFFORDABLE MATERIALS, AND KEEPING THEM IN THE LOCAL ECONOMY. IN 2017, THE QUANTITY AND QUALITY OF HOME RESOURCE'S DECONSTRUCTION PROJECTS, MATERIALS REUSED IN THE COMMUNITY AND NUMBER OF EMPLOYEES REMAINED STRONG, AND HOME RE SOURCE'S DECONSTRUCTION SERVICES SHOWED THAT DECONSTRUCTION WORKS AT ALL SCALES AND SCOPES. RECOGNIZING THAT THE DECONSTRUCTION SERVICES ARM OF HOME RESOURCE NO LONGER NEEDED A NON-PROFIT HOME, WE SOLD THAT OPERATION TO A LOCAL BUSINESS TO BECOME ITS OWN FOR-PROFIT BUSINESS, MONTANA DECONSTRUCTION SERVICES, WHICH STILL DONATES ALL MATERIALS FROM EACH DECONSTRUCTION JOB TO HOME RESOURCE TO GO BACK INTO THE LOCAL COMMUNITY. DECONSTRUCTION OPERATIONS ACCOUNTED FOR APPROX. 29% OF HOME RESOURCE'S TOTAL MERCHANDISE SALES IN 2017 THOUGH THEY WERE ONLY PART OF OUR OPERATIONS FOR TEN MONTHS.

IRS990/ProgSrvcAccomActy3Grp/Desc0COMMUNITY SUSTAINABILITY PROGRAMS: REDUCING WASTE, BUILDING A MORE VIBRANT AND SUSTAINABLE LOCAL ECONOMY, AND EDUCATING THE PUBLIC ABOUT REUSE. HOME RESOURCE COMMUNITY SUSTAINABILITY PROGRAMS STRIVE TO ADDRESS SOME OF THE MOST PRESSING ISSUES OF OUR DAY IN A COMPREHENSIVE, INTEGRATED MANNER, LEADING MISSOULA TO MORE SUSTAINABLE ENVIRONMENTAL, SOCIAL AND BUSINESS PRACTICES BY HONORING THE VALUE IN PEOPLE AND MATERIALS. OUR ZERO WASTE PROGRAMS BUILD A CULTURE ZERO WASTE AND HELP REACH MISSOULA'S ZERO BY FIFTY GOALS BY ADDRESSING POLICY, EDUCATION, ACCESS AND INFRASTRUCTURE WITH MULTIPLE COMMUNITY PARTNERS. DUE TO A SHORTAGE OF RECYCLING MARKETS, WASTE REDUCTION INFRASTRUCTURE, AND REUSE INCENTIVES, MONTANANS GENERATE 60% MORE WASTE AND RECYCLE 50% LESS THAN THE AVERAGE AMERICAN. IN 2017, HOME RESOURCE, WITH THE CITY OF MISSOULA, CONDUCTED COMMUNITY LISTENING SESSIONS AND HELPED DEVELOP THE CITY'S ZERO BY FIFTY PLAN; WE REACHED OVER 200 STUDENTS, ENGAGED CITIZENS, BUSINESS AND CIVIC LEADERS WITH OUR ZERO WASTE PROGRAMMING; HR SUPPORTED THE LAUNCH OF TWO ZERO WASTE BUSINESSES, INSPIRED MISSOULA COUNTY PUBLIC SCHOOLS TO STOP USING STYROFOAM AND DOWNTOWN EVENT VENUES TO MINIMIZE WASTE-GENERATING FOOD SERVICE WARE AND SINGLE USE CONTAINERS AND HAVE PROMPTED SEVERAL BUSINESSES AND SCHOOLS TO CREATE ZERO WASTE SYSTEMS. IN 2017, OUR FLAGSHIP EDUCATION PROGRAM, THE ZERO WASTE AMBASSADORS PROGRAM (ZWAP!) REACHED 86% OF MCPS 5TH GRADERS (AND MANY BEYOND MCPS BORDERS) WITH ITS STEM-ALIGNED, INQUIRY-BASED CURRICULUM THAT TEACHES STUDENTS WHERE MATERIALS COME FROM, WHERE THEY GO, AND EMPOWERS THEM TO MAKE CHOICES THAT LEAD US ALL TO A SUSTAINABLE FUTURE. HR ALSO OFFERED VARIETY OF CLASSES AND WORKSHOPS WITH MULTIPLE COMMUNITY PARTNERS TO TEACH REUSE AND SHOP SKILLS WHILE BUILDING ITEMS THAT BENEFIT OUR COMMUNITY, LIKE BENCHES FOR SCHOOL GARDENS AND THE PUBLIC SHADE STRUCTURE ON THE KIM WILLIAMS TRAIL. THE WORK PROGRAMS EMPLOYED 20 PARTICIPANTS EXPERIENCING BARRIERS TO EMPLOYMENT - FROM AGE, TO A HISTORY OF INCARCERATION OR ADDICTION, TO MENTAL AND PHYSICAL CHALLENGES - IN JOBS WITH MENTORING, DIGNITY, AND JOB SKILLS TRAINING. 47 INDIVIDUALS LEARNED REUSE AND JOB SKILLS IN WORKSHOPS AND BUILDING COMMUNITY PROJECTS WITH REUSED MATERIALS. OUR YOUTH PROGRAMS PARTNER WITH HIGH SCHOOLS AND YOUTH-FOCUSED ORGANIZATIONS TO OFFER A SAFE, STRUCTURED WORK ENVIRONMENT AND SKILL-DEVELOPMENT TO LAUNCH THE CAREERS OF YOUTH <24 YRS OLD. WE HAD EIGHT PARTICIPANTS AND HIRED TWO PROGRAM GRADUATES ONTO OUR STAFF IN 2017. THROUGH OUR MATERIALS GIVING PROGRAM, HOME RESOURCE SUPPORTED 97 LOCAL NONPROFITS, SCHOOLS AND CHURCHES BY DONATING $17,299 WORTH OF CONSTRUCTION AND PROJECT MATERIALS.
