IRS990/Description0In FYE 2012/2013 The Coffee Trust project of The Global Community Trust, expanded its work beyond the Ixil region of Guatemala to western Honduras. The program service accomplishments narrative will be divided into the two areas, Guatemala and Honduras.Guatemala: The department of Quiche and the municipalities of San Gaspar Chajul, Santa Maria Nebaj and San Juan Cotzal.) During FYE 2012/2013 The Coffee Trust responded to a fundamental change that took place at the end of the previous fiscal year. Up until that point, with a few minor exceptions, The Coffee Trust had worked strictly with Fundacion Ixil, a non-profit organization in Guatemala of which, Bill Fishbein, president of The Coffee Trust, was a founding member. The responsibilities were structured so that Bill would supervise the development projects in the Ixil region, while Fundacion Ixils executive director, Paula Rodriguez, would carry out the projects. Bill and Paula worked closely from the inception of the program to develop the education, health care, food security, and economic diversification projects. However, as FYE 2011/2012 came to a close, it became apparent that values of the board of directors at Fundacion Ixil had changed. The Coffee Trust decided to continue to support the projects on its own, bypassing Fundacion Ixil. The Coffee Trust then engaged Paula Rodriguez to supervise these projects in Guatemala as she had done previously. That meant finding new funding sources and developing an administrative procedure to replace what was lost with the foundation.Mujeres Chajulense Savings and Micro-Credit and Womens Weavings Coop:The most dramatic example of The Coffee Trusts program work during FYE 2012/13 is the womens savings and micro-credit project, Mujeres Chajulense. This project was always being criticized by the board of Fundacion Ixil, as they never quite understood how long it takes for such programs to become sustainable. During FYE 2012/2013, Mujeres Chajulense became close to two-thirds financially sustainable. (During FY2013/2014 the program is 90% sustainable on track to be 100% financially sustainable over this next year.) In fact, this year the coffee cooperative from which the savings program was born is deeply in trouble while the womens saving program is thriving. Chajulense Honey Farmers:Beekeeping is always a challenge, as the changing climate is a variable that always keeps production off balance. Once again, the honey farmers sold 100% of their production, but production was down due to extreme climate conditions. Food Security and Health:The Coffee Trust Food Security Program was renamed during the fiscal year to be called the Food Sovereignty Program. This was done to acknowledge that it is more important that the farmers to control their own food supply and become self-sustaining when it comes to their food production. In this regard, we began to shift our work from providing a fair amount of the materials to the community to placing these responsibilities on the communitys shoulders. This has not been a simple matter. When we began the projects we were deeply aware of the culture of dependency that had been nurtured by well-intended NGOs after the brutal Guatemalan civil war. After that war in 1996, NGOs flooded the region with give-a-way programs. Eventually the indigenous culture that had been strong and self-reliant became deeply dependent upon outside help to the point that they had adopted victimization as a way of life. When we started our program we knew that we would have to confront this issue, but didnt want to do so head on. We decided the best place to begin was in food security where we provided most of the seeds, most of the chickens and most of the components to the efficient stoves. We gave less and less each year, but decided that 2012/2013 would be a fulcrum year where we would begin the process of shifting to a more self-reliant program. IRS990ScheduleO/GeneralExplanation/Explanation5Client Note 1 - Continued - Schedule O - Program Service AccomplishmentsThe foundation selected Peter Rodriguez as its executive director and in January of 2013, The Coffee Trust helped the foundation select and hire its program director. At this stage, the role of The Coffee Trust was to act as a consultant, advising the foundation on its next steps. I cannot say that the foundation followed all of our advice, however we were there to advise just the same.During this time, The Coffee Trust incurred expenses for trips, hotels, etc,.. but did not charge any expenses to the foundation. It was decided that we would continue to purse a relationship with the foundation and if established, we would define the terms of our service. Despite our objections, the foundation started two projects, an efficient stoves project and a university scholarship program. The expenses of the foundation were being covered by Beneficio Santa Rosa, and its president wanted to get something started. Ultimately, the stoves project failed as it was located in a community that did not want the stoves. And, 2 of 6 scholarship students had to leave as one became pregnant, as the dormitory they lived in was unsupervised. The Coffee Trust was then asked to play a more active role in program development and a commitment of $300,000 was made to The Coffee Trust to be designated for Fundacion Amigos del Caf projects. It was a challenging year, as Bill became the point person on the project. The year was spent building relationships and promoting a grass roots approach to development. A great deal of time was spent on the program, but few concrete results were seen until the next fiscal year when 2 health clinics were rehabilitated and plans were made to implement a womens savings and micro-credit project, a healthy homes project and a project to help youngsters attend elementary school. The remaining university scholarship students were also supported. An agreement was made with Beneficio Santa Rosa that The Coffee Trust would accept contributions from Beneficio Santa Rosa, charge a minimal 15% service fee, and supervise the projects.ConclusionIn conclusion, during FYE 2012/2013, The Coffee Trust grew from an organization that basically supervised and funded one NGO (Fundacion Ixil) in one region (the Ixil region of Guatemala), to one that supervised and funded several NGOs in the Ixil region directly without the intermediary Fundacion Ixil, and also expanded our program to western Honduras where we worked in several departments on several expanding projects. In all cases, The Coffee Trust maintained its commitment to comprehensive, integrated development by supporting education, health care, food security, and economic diversification in all the regions where it worked. We maintained the grass roots nature of our support, and we laid the groundwork for an even more dynamic following fiscal year.
