The organization has a committee that assumes responsibility for oversight of the audited financial statements and selection of an independent accountant.

Dr. Taglia, and Dr. Bailey are contracted with the LVCHO to provide physician services to inmates when such services are requested by the Bureau of Prisons, and provide regular quality/utilization review of all medical services provided by contractors of the LVCHO. Dr. Schlosser is contracted to provide quality/utilization review. During fiscal 3/31/2024, compensation to Dr. Bailey, Dr. Schlosser, and Dr. Taglia fell below the reportable Schedule L threshold, and did not compromise voting independence for these particular services.LVCHO had a service contract with Lompoc Valley Medical Center (LVMC) for the provision of healthcare services, which are now provided by Primary and Specialty Care Clinics owned by LVMC. LVCHO Board members Stephen Popkin and Roger McConnell serve LVMC in the capacity of CEO and Board member, respectively. Since LVMC owns the Clinics, this material business transaction is reportable on the schedule L. The transaction amount listed represents the amount that LVCHO paid to the Clinics in the aggregate for all contract medical services received during the year.This reportable business transaction impairs the voting independence of Mr. Popkin and Mr. McConnell as Board Members.Lompoc Valley Medical Center (LVMC) - is a tax exempt governmental entity. LVCHO and LVMC are reported as related organizations, as they have common agents.

Over the years, LVCHO organized 12 WELL sessions, each addressing specific topics related to trauma, resilience, and mental well-being. These sessions attracted regular participation from 20-25 representatives from various local and county-wide organizations, including educational institutions, healthcare providers, and community-based organizations. As the program expands, LVCHO aims to strengthen collaboration among stakeholders and keep mental health and wellness at the forefront of its collective efforts.Healthcare Access and Community SupportUnderstanding the significance of Lompocs Hispanic population, which makes up 61.3% of the community, LVCHO has prioritized hiring staff reflective of this demographic to ensure equitable service delivery. In 2023, LVCHO hired a bilingual program coordinator who later transitioned into the role of community program manager. Another bilingual coordinator was brought on in early 2024. These staff members actively engage with the community, conducting health education and outreach at local events.Additionally, the LVCHO, in partnership with the Lompoc Valley Chamber of Commerce, organizes the annual Healthy Lompoc Night, inviting numerous local and county-wide organizations to participate and provide resources to the community. This event consistently attracts over 200 attendees and plays a vital role in addressing health disparities in Lompoc. LVCHO has been critical in mentoring and supporting the Savie Health Free Clinic, significantly expanding healthcare access for uninsured residents. By providing ongoing guidance, sharing resources, and fostering essential partnerships, LVCHO has helped the clinic grow into a vital healthcare provider for the community. This support has enabled the clinic to offer a wider range of services, reaching more individuals who otherwise might have gone without care. Through these efforts, LVCHO not only strengthens the clinics capacity but also reinforces its commitment to ensuring that all members of the community, regardless of their financial situation, have access to the healthcare they need.Through ongoing collaboration, strategic partnerships, and the consistent distribution of a monthly newsletter, LVCHO and its community coalitions actively promote health and well-being throughout the region. These efforts not only enhance immediate health outcomes but also align with LVCHOs broader mission to integrate health into the daily lives of the community. By embedding these values in local culture, LVCHO is cultivating a more resilient, informed, and health-conscious population, ensuring lasting well-being for all residents.

IRS990/ProgSrvcAccomActy2Grp/Desc0Community Health Improvement Program efforts including: History in HealthFounded in 1999, the Lompoc Valley Community Healthcare Organization (LVCHO) is a 501(c)(3) nonprofit in Lompoc, California. Established by concerned citizens, LVCHO was created to address the high rates of uninsured residents and the critical lack of health services in the community. Our mission is to ensure that all residents have access not only to essential treatment services but also to health promotion and disease prevention programs, making quality healthcare available to everyone in the community. A key contribution has been the healthcare services facilitated for the FBOP since 2003.In its efforts to assess community needs, LVCHO identified significant shortages in key services, including substance abuse treatment, dental care for the medically indigent, and ophthalmology services for Medi-Cal patients. The organization also found inadequate facilities at the low-income pediatric clinic and the absence of a facility for the Sexual Abuse Response Team (SART) to provide vital services. By the end of its first five years, LVCHO had secured grants and coordinated with community providers to create:1.A full-service dental clinic for the medically indigent2.A weekly ophthalmology clinic for Medi-Cal patients without access to services3.A full-service outpatient substance abuse clinic4.Provided base funding for the completion of an addition to the low-income pediatric clinic5.Found a facility and coordinated with the hospital and law enforcement to implement the SART services to provide a safe, non-threatening environment for the patients in need of the SART6.Implemented an indigent pharmacy program for those community members without insurance. This program provides short-term medicines free to those with acute care conditions who otherwise would not be able to purchase them. Recognizing the importance of preventive services, LVCHO also implemented two community health programs: cardiovascular risk reduction and family violence prevention.1.Formed a partnership with the Lompoc Chamber of Commerce, the YMCA, and the Lompoc Ministerial Alliance and received grant funding to implement a Heart Healthy Workplace Program for local employers. 2.Performed an assessment of available family violence prevention services in the community. As a result of this assessment, the LVCHO, in conjunction with multiple community partners, facilitated the development of the Lompoc Valley Family Violence Prevention Task Force. This group sought and received funding to implement a half-time community educator. Over the past fifteen years, the Lompoc Valley Community Health Organization (LVCHO) has shifted its focus towards improving community health through strategic changes in health policy and the built environment. Recognizing the urgent need to address childhood obesity and physical inactivity, LVCHO partnered with the Lompoc Unified School District to implement the Sports, Play, and Active Recreation (SPARK) program, a Surgeon General-approved initiative. Through SPARK, 200 teachers in the Lompoc district received hands-on training, and all elementary and middle schools were provided with the necessary equipment to integrate physical activity into students' daily routines.LVCHOs commitment to improving community health extended to policy advocacy through its Healthy Communities Task Force, a coalition of 40 community agencies, churches, and businesses. The Task Force undertook a comprehensive review of the City of Lompoc General Plan, recommending changes that were ultimately incorporated into the plan by the City Council. This effort led to enhanced safety measures, such as the expansion of sidewalks and bikeways around three elementary schools, funded by the State, to protect children walking and biking to school.
