Part X : FIN48 Footnote

Income Taxes and Uncertain Tax Positions Income Tax Status TCCA qualifies as an organization exempt from income taxes under Section 501(c)(3) of the Internal Revenue Code and is subject to a tax on income from any unrelated business, as defined by Section 509(a)(1) of the Code. TCCA currently has no unrelated business income. Accordingly, no provision for income taxes has been recorded.TCCA has adopted the recognition requirements for uncertain income tax positions as required by generally accepted accounting principles. Income tax benefits are recognized for income tax positions taken or expected to be taken in a tax return only when it is determined that the income tax position will more-likely-than-not be sustained upon examinations by taxing authorities. TCCA has analyzed tax positions taken for filing with the Internal Revenue Service. TCCA believes that income tax filing positions will be sustained upon examination and does not anticipate any adjustments that would result in a material adverse effect on TCCAs financial condition, results of operations, or cash flows. Accordingly, TCCA has not recorded any reserves, or related accruals for interest and penalties for uncertain income tax positions at April 30, 2018.TCCA files forms 990 in the U.S. federal jurisdiction. Federal income status dictate that tax returns filed in any of the previous three reporting periods remain open to examination. Currently, TCCA has no open examinations with the Internal Revenue Service.

IRS990/Desc0PRE- SCHOOL EDUCATIONTCCA HS/EHS vision statement is to: Provide quality child services that promote health, and development to children and families in our communities, and to foster partnerships with other agencies to meet the needs of diverse families in a rapidly changing world.Project Head Start/Early Head Start is comprehensive child development program for children and families who meet the age and income criteria. The program is deeply rooted in providing children with medical, dental, mental wellness, nutritional, and educational services. TCCA serves 626 children ages 0-5. The Early Head Start program serves 154 children in a center base setting and 40 children in a home base setting. The Head Start program serves 80 children in Home Base setting and 352 in Center base. TCCA serves children and families in the following counties; Shelby, San Augustine, Sabine, Jasper, Tyler, Newton, and Angelina. The program also served 2 expectant mothers through the Home Base program. Head Start takes pride in providing parents with an ongoing source of educational opportunities. Head Start takes pride in providing families with the best services and resources. In this past year 5 Family Advocates have received their Family Engagement Administration Credential, and the Family Service Manager has received her Family Engagement Credential in Supervisory so we can better serve our families and communitiesWe have partnered with a variety of health and human services agencies to provide parent education in the areas of health, nutrition, and child development. Best Living in Texas which is a part of First Start program that is a 4 week program which works with parents in such things as growing gardens, and other activities such healthy life styles recipes, budgeting, and saving with coupons.TCCA partners with other social service agencies and area resources to ensure parents and community members know what resources are available. TCCA does this through partnerships, MOUs, and joint community events. TCCA hosts a Resource Fair every year in October in each one of our counties which allows us to reach over all our families and families in the community that are not Head Start families, which is over 1500 families sharing information about our services as well as connecting them to other resources in their community. TCCA has also implemented Family Service Advisory meeting twice a year. We connect with all the communities in all the counties, and invite all community vendors to come and share their service and their criteria. Parents are also invited so they can get knowledge of any new resources that are available to them.We had 1060 volunteers for Head Start/ Early Head Start last year

The need to eradicate hunger is so great that it was important for our agency to become a part of this plan to assist with doing that. In 2018, Tri-County assisted with a total of members with providing food bags/boxes. Each Thursday, our pantry allows for new clients to sign-up to receive assistance with food allowance. After which, every 30 days that same client is eligible to receive more food bags/boxes. Being funding through the State of Texas, Tri-County spent approximately $9,948.70 in the year of 2018, and served approximately 1,074 to contribute to the eradication of hunger within our community.Also, every 4th Wednesday of each month, we provide fresh produce to the community and surrounding areas. This is also a partnership made with the East Texas Food Bank. Produce from the local farmers and grocers provide the overflow through the ETFB to be distributed within several different counties. In 2018, we distributed produce to approximately 928 individuals.
