Mission

Increase affordable housing for individuals with developmental disabilities and their families. Manage a pooled special needs trust for benefit of Californians with disabilities.

Affordable Housing DevelopmentA.Capacity Building EffortsAffordable housing, by its very nature, is collaborative. Various groups (e.g., seniors, those with other disabilities) are interested in safe, decent, affordable housing. For this reason, the Coalition is involved in networking, publication of a newsletter, and maintenance of a website.Networking with Sister Agencies -- Part of this work is building and maintaining effective (and beneficial) working relationships with NBRC, public housing authorities, centers for independent living, and support service agencies like those represented in the Coalition. Some of this work has been keeping track of information of value to individuals, families, and the agencies that fund and provide services and supports. This work includes keeping abreast of payment standards, shared living arrangement possibilities, and whether one can sign up for Section 8 rental assistance. B.Rental Housing Options1)Affordable Housing Managed by Others. - NBHC has played a role in bringing into being affordable housing for adults with intellectual or other developmental disabilities. This began with Pecan Court (mid-1990s), and most recently involved Sereno Village in Vallejo. Funds for "buying down" and making affordable selected rental units in larger complexes has come from the California Department of Developmental Services (DDS), sometimes through the California Department of Housing and Community Development (HCD). Besides facilitating transactions between funders and non-profit housing development corporations (e.g., Burbank, Citizens), NBHC is expected to continue to play a role in assuring that units remain available for use by those the funds were intended to serve. This involves getting the word out quickly to NBRC and independent/supported living agencies, when a unit has become vacant.Persons served: 15Home Ownership by NBHC Manage home currently owned by NBHCPersons served: 2Increasing Use of Section 8 Home Choice Vouchers -- A major coup for the Coalition two years ago was partnering with the City of Napa Housing Authority to bring 30 new Section 8 Mainstream Vouchers to Napa County. These vouchers are not limited to individuals and families with developmental disabilities. The local public housing authority designated NBHC as the mechanism for receiving referrals from a variety of sources (human service agencies), and keeping a Mainstream Voucher waiting list. The City of Napa Housing Authority was the only public housing authority in the State of California to obtain an allocation of new Mainstream vouchers.Persons served: 33Housing RegistryThis registry is a service offered in collaboration with other disability advocates and agencies. Its purpose is to assist in the location of affordable housing that meets one's needs. IRS990/Description0The Golden State Pooled Trust (GSPT) was created by NBHC in 2004. Since its inception, it has grown to serve 132 beneficiaries in 2010 with a total trust corpus of $ 8,054,565.74 as of 12/31/10. It provides both reliable asset management and continued eligibility for government benefits such as: Supplemental Security Income (SSI), Medi-Cal, and In Home Support ServicesGSPT holds proceeds from a lawsuit or inheritance which is critical if:1.Sudden availability of funds will prevent a disabled individual from qualifying for essential public benefits.2.The award recipient requires ongoing care or advocacy for an extended period.3.The award will be exhausted quickly in order to meet medical expenses which would otherwise be payable by Medi-Cal, and the recipient has no other means of support to meet his or her needs. Pooled Special Needs Trusts are an effective management tool for litigation, unexpected inheritances or other types of proceeds when preservation of benefits is, or in the future, may be, essential to the well-being of the individual.Funds held in a properly drafted Pooled Special Needs Trust, such as the GSPT, will not count as a resource for purposes of qualifying for SSI, Medi-Cal or In Home Support Services (IHSS).It is very important to strike a balance between the need to maintain public benefits and the burden of the restrictions inherent in Special Needs Trusts. The chief restriction of a Special Needs Trust is that the disabled person (the "beneficiary" of the trust) loses control of the funds. Moreover, cash cannot be given directly to the beneficiary. Instead the Trustee must pay for the services and goods directly. The burdensomeness of these restrictions can be minimized with the use of trustees and advisors who are trained and experienced in managing Special Needs Trusts. Golden State Pooled Trust is an appropriate option that can protect the litigation proceeds in order to provide for the beneficiary's well-being, as well as provide reliable asset management and advocacy for the trust beneficiary. IRS990ScheduleO/GeneralExplanation/Explanation4OTHER PROGRAM SERVICES 4: NBHC entered into a contract with North Bay Regional Center to achieve the following outcomes involving the creation of New Housing Opportunities and Ongoing Management of Existing Housing1. NBHC will develop at least 20 new housing opportunities. In 2010, NBHC was an instrumental partner with the Napa Housing Authority's successful application for an additional 100 vouchers.In 2003, a major coup for the Coalition two years ago was partnering with the City of Napa Housing Authority to bring 30 new Section 8 Mainstream Vouchers to Napa County. These vouchers are not limited to individuals and families with developmental disabilities. The local public housing authority designated NBHC as the mechanism for receiving referrals from a variety of sources (human service agencies), and keeping a Mainstream Voucher waiting list. The City of Napa Housing Authority was the only public housing authority in the State of California to obtain an allocation of new Mainstream vouchers. NBHC continued to manage this waiting list in 2010.2. NBHC developed new and nurtured existing relationships with the following affordable housing developers:*Burbank Housing*Napa Valley Community Housing*Community Housing Sonoma County*Affordable Housing Affiliates*First Community Housing*EAH*Chelsea Investment Corporation3. NBHC identified specific projects that can include units for people with developmental disabilities including locate sites, assist developers with funding applications, and prepare market data and other needed information. An online housing search center is under development for implementation in 2011. 4. NBHC created and nurtured existing partnerships with cities and counties in appropriate areas such as the collaboration with Suisun City's funds from their Redevelopment Agency to purchase home.5. NBRC advocated for the development of housing that is affordable to individuals with developmental disabilities. 6. NBHC hired consultant to review files, advocate with state legislators for support, and propose policy and documentation. 7. NBHC acquired homes in accordance with the needs of NBRC. Per separate contract with North Bay Regional Center under Community Placement Plan, NBHC purchased three homes in 2010 allowing persons living in institutional settings to move into the community8. NBHC began discussions with local city regarding possible 811 development; it also sought out including small, scattered site model from other agencies in Southern California and Wisconsin.9. NBHC hired consultant to explore co-housing and co-op models10. NBHC continued to manage the waiting list for Sereno Village (5 set-aside units) in Vallejo11. NBHC continued to manage the four single-family homes owned by NBHC. All homes are occupied by persons with developmental disabilities at affordable rents. OTHER PROGRAM SERVICES 5: PathfindingNBHC entered into a contract with North Bay Regional Center to achieve the following outcomes involving the Pathfinding services1. NBHC developed a registry and intake process that will provide basic housing information and enroll people in the NBHC database2. NBRC developed an assessment process whereby NBHC staff will meet with the individual and/or the family to assess housing needs, timelines, and barriers. This would involve discussions with the service coordinator as well3. NBHC identified all internal and external wail lists to make sure every person on the NBHC waitlist is on all appropriate lists4. NBHC assisted in housing search for housing with the individual and the family when they are ready. 5. NBHC continues to develop a Property Manager Network- this will include developing a relationship with property managers in the area that will call NBHC when there is availability6. NBHC acts as resource for reasonable modifications/accommodations assistance7. NBHC interviewed the local Housing Authority programs. This includes payment standards, shared living arrangement policies, and status, a
