FORM 990, PART III, LINE 4A, PROGRAM SERVICE ACOMPLISHMENTS (CONTINUED):We were most focused in 2019 on a voting method called ranked choice voting (RCV).Our work has contributed to RCV becoming a mainstream proposal that is being discussed and implemented in states and cities around the country.Highlights of our work and its impact are listed below.THOUGHT LEADERSHIP: FairVote helped shape the views of key thought leaders over the past year, including editorials in support of adopting ranked choice voting in New York City in the New York Times and Daily News. Our staff published more than 40 published op-eds and articles, including in The New Yorker, Democracy Journal, Guardian and The Washington Post. We were featured in an excellent national television story on RCV that ran on CNBC and werethe key background source for one on NBC.FairVote was a regular source of analysis, inspiration, and editorial feedback to authors of new books and other scholars that feature support for RCV and/or the Fair Representation Act, including New Americas Lee Drutman, Ohio State University Laws Edward Foley, journalist Jesse Wegman, and independent reformer Neal Simon. FairVote testified for the Commission on the Practice of Democratic Citizenship and is an ongoing resource for its leadership, as the Commission ultimately released a report in 2020 draw serious attention and feature calls for national action on RCV and multi-winner districts. ASSISTING UNDERSTANDING OF FAIR REPRESENTATION FORM OF RCV AS A VOTING RIGHTS REMEDY: FairVote and our allies demonstrated that the proportional form of ranked choice voting can be adopted to resolve Voting Rights Act lawsuits. Eastpointe (MI) and Palm Desert (CA) became the first cities to adopt this as a remedy for voting rights lawsuits and the first city councils to enact this form of RCV in decades. Working with groups like More Equitable Democracy, we invested in helping Eastpointe implement RCV well in its first election in 2019 to show it works and holds real promise of major expanded use as a voting rights remedy. ENGAGEMENT IN STATES:We provide assistance to various civic groups. We focused in particular in 2019 on Utah, where we provided financial, research, and logistical support to Utah RCV. FairVote also supported the Utah County Clerks office in RCV implementation by giving advice, including in how to visualize the results and implement best practices in the first RCV elections held in Vineyard and Payson in November 2019. The results were extremely encouraging, with over 90% of voters ranking more than one candidate and increased turnout over the previous comparable elections. We recognizing them in person among state reformers, election administrators, and elected officials at our national Champions of Democracy event in Washington, D.C in November. AMONG OTHER STATES:- New York City: We were a trusted source of information for New York Citys 2019 charter commission as it considered and recommended RCV for all primary and general elections. Its final report regularly cites FairVote, and we were able to comment and improve upon the commissions final recommendations before they were issued and, ultimately, approved by the voters. -Maine: FairVotes Rob Richie educated various stakeholders in Maine through his engagement with journalists, work with the League of Women Voters of Maine, public lecture at Colby College, and educational meetings with legislators interested in hearing about ranked choice voting in practice. The legislature later approved legislation to enact ranked choice voting for presidential primary and general elections.
