Mission and Program Overview

Mission

Eesi was formed more than 30 years ago as an independent not-for-profit organization by a bipartisan group of members of congress, including founder and board member, former representative richard ottinger (d-ny), who identified a need for policymakers to have greater access to fact-based information on energy and environmental issues, and created eesi to fill it. Today, eesi continues to be a trusted source of non-partisan information and innovative, common-sense approaches to energy, climate, transportation, and related policies. As part of its work, eesi conducts congressional briefings, produces fact sheets, and publishes free weekly newsletters ("climate change news and "sustainable bioenergy, farms, and forest"). All of these resources are available via e-mail and on our website, www.eesi.org.

The organization is dedicated to promoting environmentally sustainable societies.

Additional Explanations

Form 990, Part XII, Line 2C

The board of directors assumes responsibility for oversight of the audit and selection of independent auditors. The process has not changed from the prior year.

Financial Statement Notes

PART X, LINE 2:

Eesi requires that a tax position be recognized or derecognized based on a "more likely-than-not" threshold. This applies to positions taken or expected to be taken in a tax return. Eesi does not believe its financial statements include, or reflect, any uncertain tax positions. Eesi's irs form 990, return of organization exempt from income tax, is subject to examination by the federal and state authorities, generally for three years after they were filed.

IRS990/ProgSrvcAccomActy2Grp/Desc0HIGH PERFORMANCE GREEN BUILDINGS PROGRAM:THE GOAL OF THE HIGH PERFORMANCE GREEN BUILDINGS (HPGB) PROGRAM IS TO PROMOTE POLICIES THAT DRAMATICALLY REDUCE BUILDING ENERGY USE (BUILDINGS USE MORE THAN 40 PERCENT OF THE NATION'S ENERGY). BEYOND CLIMATE MITIGATION, HIGH PERFORMANCE GREEN BUILDINGS CAN PROVIDE IMPROVED AFFORDABILITY, HEALTH, SAFETY, AND RESALE VALUE. IN 2013, EESI AUTHORED AND DISTRIBUTED A PAPER ON "THE VALUE AND IMPACT OF BUILDING CODES," TO HELP LOCAL CODE ADVOCATES MAKE THE CASE FOR THE ADOPTION AND ENFORCEMENT OF UP-TO-DATE BUILDING SAFETY, HEALTH AND ENERGY CODES; PUSHED FOR MORTGAGE-UNDERWRITING REFORM THAT WOULD ENCOURAGE THE INCLUSION OF ENERGY EFFICIENCY AND RENEWABLE ENERGY IN APPRAISALS AND, THEREFORE, THE CONSTRUCTION AND SALE OF ENERGY EFFICIENT, SUSTAINABLE HOUSING; AND EXPLORED THE MULTI-FACETED TOPIC OF RESILIENCY IN OUR BUILT ENVIRONMENT, WHICH IS GROWING IN IMPORTANCE AS CLIMATE CHANGE LEADS TO MORE EXTREME WEATHER.

IRS990/ProgSrvcAccomActy3Grp/Desc0SUSTAINABLE BIOMASS AND ENERGY PROGRAM: THE SUSTAINABLE BIOMASS AND ENERGY (SBE) PROGRAM SEEKS TO ADVANCE RENEWABLE BIOENERGY (BIOFUELS AND BIOMASS) AS AN ESSENTIAL COMPONENT IN AMERICA'S CLIMATE CHANGE MITIGATION STRATEGY, AND AS A WAY TO REDUCE ITS DEPENDENCE ON OIL. IN 2013, EESI SUCCESSFULLY PROMOTED AND DEFENDED A STRONG ENERGY TITLE IN THE NEW FARM BILL, WHICH PROVIDES FUNDS FOR SEVERAL BIOENERGY PROGRAMS; PROMOTED AND DEFENDED THE FARM BILL'S CONSERVATION TITLE, WHICH PLAYS A CENTRAL ROLE IN ADVANCING SUSTAINABLE AGRICULTURAL PRACTICES; AND ADVOCATED THE PRESERVATION OF THE RENEWABLE FUEL STANDARD TO SUPPORT THE EMERGING DOMESTIC BIOFUELS INDUSTRY. OUR WEEKLY NEWSLETTER, "SUSTAINABLE BIOENERGY, FARMS, AND FOREST," NOW HAS MORE THAN 2,700 SUBSCRIBERS.

IRS990/ProgSrvcAccomActyOtherGrp/Desc0TRANSPORTATION AND SUSTAINABLE COMMUNITIES PROGRAM:THE GOAL OF THE TRANSPORTATION AND SUSTAINABLE COMMUNITIES (TSC) PROGRAM IS TWO-FOLD: TO ADVANCE SUSTAINABLE TRANSPORTATION POLICIES (CLEANER VEHICLES AND FUELS, PUBLIC TRANSIT, BIKING, WALKING), AND TO HELP COMMUNITIES MAKE GREATER USE OF LOCAL RENEWABLE ENERGY RESOURCES AND ENERGY EFFICIENT TECHNOLOGIES AND DESIGNS. IN 2013, EESI SHOWCASED PROPOSED COMPLETE STREETS LEGISLATION AND MULTI-MODAL STREET DESIGN THAT CREATES SAFE STREETS FOR ALL USERS (SUCH AS BICYCLISTS, PEDESTRIANS AND PUBLIC TRANSPORTATION RIDERS); BROUGHT ATTENTION TO THE PROBLEMS WITH AND OPPORTUNITIES AVAILABLE TO REMEDY THE NATION'S FUNDING MECHANISM FOR TRANSIT AND ROADWAY INFRASTRUCTURE; AND CONTINUED STRATEGIC OUTREACH FOR THE EXPANSION OF ON-BILL FINANCING, BASED ON OUR PARTICIPATION IN A HIGHLY SUCCESSFUL PILOT PROJECT IN SOUTH CAROLINA, AN INNOVATIVE FINANCING MECHANISM TO SCALE UP RESIDENTIAL ENERGY EFFICIENCY. THE FARM BILL NOW INCLUDES A NEW TITLE AUTHORIZING THIS VALUABLE ON-BILL FINANCING APPROACH.
