Mission and Program Overview

Mission

Eesi was formed more than 30 years ago as an independent not-for-profit organization by a bipartisan group of members of congress, including founder and board member, former representative richard ottinger (d-ny), who identified a need for policymakers to have greater access to fact-based information on energy and environmental issues, and created eesi to fill it. Today, eesi continues to be a trusted source of non-partisan information and innovative, common-sense approaches to energy, climate, transportation, and related policies. As part of its work, eesi conducts congressional briefings, produces fact sheets, and publishes free weekly newsletters ("climate change news and "sustainable bioenergy, farms, and forest"). All of these resources are available via e-mail and on our website, www.eesi.org.

IN 2015, AS PART OF OUR OVERALL EFFORTS TO ADVANCE RENEWABLES, EFFICIENCY, AND CLIMATE SOLUTIONS, EESI ORGANIZED 24 BRIEFINGS FOR MORE THAN 2,645 MEMBERS OF THE POLICY COMMUNITY AND MEDIA, INCLUDING BOTH IN-PERSON AND WEBCAST ATTENDEES. ALL CONGRESSIONAL OFFICES ARE INVITED TO OUR BRIEFINGS; STAFF FROM 221 CONGRESSIONAL OFFICES-FROM BOTH SIDES OF THE AISLE-ATTENDED THEM. IN ADDITION, MORE THAN 800 ATTENDEES PARTICIPATED IN OUR DAYLONG BIPARTISAN CONGRESSIONAL RENEWABLE ENERGY AND ENERGY EFFICIENCY EXPO AND POLICY FORUM. NONPROFITS, ACADEMICS, THE RENEWABLES AND EFFICIENCY INDUSTRY, THE MEDIA, AND OTHERS IN THE POLICY COMMUNITY BENEFIT FROM OUR EVENTS AND OTHER INFORMATION SERVICES. IN 2015, ONE OF EESI'S SERVICES WAS THE EXAMINATION OF THE KEY POLICY AND LEGAL ISSUES ASSOCIATED WITH THE ENVIRONMENTAL PROTECTION AGENCY'S CLEAN POWER PLAN. FOR THE FIRST TIME, THE UNITED STATES IS SEEKING TO LIMIT CARBON EMISSIONS FROM EXISTING POWER PLANTS UNDER THE CLEAN POWER PLAN. EESI CONVENED THREE BRIEFINGS ON THE ISSUE, WITH SPEAKERS EXAMINING A WIDE VARIETY OF COMPLIANCE OPTIONS AND LEGAL ISSUES. THE FORUMS WERE COVERED IN MULTIPLE MEDIA OUTLETS, INCLUDING C-SPAN.LAST YEAR ALSO SAW THE CONTINUED EXPANSION OF EESI'S INITIATIVE TO EXPAND RESIDENTIAL ENERGY EFFICIENCY RETROFITS THROUGH ON-BILL FINANCING. THIS INITIATIVE HELPS FAMILIES REDUCE THEIR ENERGY USAGE, CUT ENERGY BILLS, AND IMPROVE HOME COMFORT-ALL WITH NO UPFRONT COSTS. THIS IS ACHIEVED BY WORKING WITH LOCAL PARTNERS - STATE ENERGY OFFICES, LOCAL NONPROFITS, MUNICIPAL UTILITIES AND RURAL ELECTRIC CO-OPS - TO ESTABLISH "ON-BILL FINANCING" PROGRAMS. IN SUCH PROGRAMS, HOUSEHOLDS BORROW MONEY TO UPGRADE THEIR HOMES, AND REPAY THE LOANS THROUGH A MONTHLY CHARGE ON THEIR UTILITY BILLS. IN 2015, EESI'S PARTNERSHIPS WITH UTILITIES IN MICHIGAN AND IOWA SET THE STAGE FOR NEW ON-BILL FINANCING PROGRAMS IN 2016. WE ARE ALSO WORKING WITH PARTNERS IN NEW MEXICO, MINNESOTA, AND TENNESSEE TO PROVIDE TECHNICAL ASSISTANCE WITH AN EYE TO NEW PROGRAMS IN THOSE STATES AND BEYOND. EESI HAS BEEN WORKING WITH WHITE HOUSE AND USDA STAFF TO HELP MAKE THE USDA RURAL ENERGY EFFICIENCY LOAN PROGRAM EASIER FOR POTENTIAL BORROWERS TO NAVIGATE.

FOR THE FIRST TIME, EESI HELD A BRIEFING FOCUSING SPECIFICALLY ON HOW THE PRESIDENT'S 2016 BUDGET PROPOSAL WOULD SUPPORT ENERGY EFFICIENCY IN BUILDINGS. IN ADDITION, EESI PUBLISHED A FACT SHEET TO HIGHLIGHT THE BENEFITS OF SUSTAINABLE BIOFUELS, AS WELL AS THE HARMFUL HEALTH EFFECTS OF GASOLINE EMISSIONS.
