Eesi was formed more than 30 years ago as an independent not-for-profit organization by a bipartisan group of members of congress, including founder and board member, former representative richard ottinger (d-ny), who identified a need for policymakers to have greater access to fact-based information on energy and environmental issues, and created eesi to fill it. Today, eesi continues to be a trusted source of non-partisan information and innovative, common-sense approaches to energy, climate, transportation, and related policies. As part of its work, eesi conducts congressional briefings, produces fact sheets, and publishes free weekly newsletters ("climate change news and "sustainable bioenergy, farms, and forest"). All of these resources are available via e-mail and on our website, www.eesi.org.
Be a trusted resource on energy and the environment for our elected officials and the public.

| IRS990/Desc | 0 | ENERGY AND CLIMATE CHANGE PROGRAM:THE ENERGY AND CLIMATE CHANGE (ECC) PROGRAM ADVANCES ALL FORMS OF ENERGY EFFICIENCY AND RENEWABLE ENERGY (E.G., SOLAR, WIND, GEOTHERMAL, WATER) TO MOVE OUR COUNTRY TOWARD A CLEAN ENERGY ECONOMY. EESI IS A TRUSTED SOURCE OF NON-PARTISAN INFORMATION AND INNOVATIVE POLICY APPROACHES. WE CARRY OUT WELL-REGARDED CONGRESSIONAL BRIEFINGS, AND PUBLISH FACT SHEETS (8 IN 2015) AND FREE WEEKLY NEWSLETTERS, "CLIMATE CHANGE NEWS AND "SUSTAINABLE BIOENERGY, FARMS, AND FOREST." ALL OF THESE RESOURCES ARE AVAILABLE VIA E-MAIL AND ON OUR WEBSITE, WWW.EESI.ORG. OUR PUBLIC BRIEFINGS ARE ALSO LIVECAST AND RECORDED FOR ONLINE DISTRIBUTION, TO MAXIMIZE THEIR REACH AND IMPACT. IN 2015, AS PART OF OUR OVERALL EFFORTS TO ADVANCE RENEWABLES, EFFICIENCY, AND CLIMATE SOLUTIONS, EESI ORGANIZED 24 BRIEFINGS FOR MORE THAN 2,645 MEMBERS OF THE POLICY COMMUNITY AND MEDIA, INCLUDING BOTH IN-PERSON AND WEBCAST ATTENDEES. ALL CONGRESSIONAL OFFICES ARE INVITED TO OUR BRIEFINGS; STAFF FROM 221 CONGRESSIONAL OFFICES-FROM BOTH SIDES OF THE AISLE-ATTENDED THEM. IN ADDITION, MORE THAN 800 ATTENDEES PARTICIPATED IN OUR DAYLONG BIPARTISAN CONGRESSIONAL RENEWABLE ENERGY AND ENERGY EFFICIENCY EXPO AND POLICY FORUM. NONPROFITS, ACADEMICS, THE RENEWABLES AND EFFICIENCY INDUSTRY, THE MEDIA, AND OTHERS IN THE POLICY COMMUNITY BENEFIT FROM OUR EVENTS AND OTHER INFORMATION SERVICES. IN 2015, ONE OF EESI'S SERVICES WAS THE EXAMINATION OF THE KEY POLICY AND LEGAL ISSUES ASSOCIATED WITH THE ENVIRONMENTAL PROTECTION AGENCY'S CLEAN POWER PLAN. FOR THE FIRST TIME, THE UNITED STATES IS SEEKING TO LIMIT CARBON EMISSIONS FROM EXISTING POWER PLANTS UNDER THE CLEAN POWER PLAN. EESI CONVENED THREE BRIEFINGS ON THE ISSUE, WITH SPEAKERS EXAMINING A WIDE VARIETY OF COMPLIANCE OPTIONS AND LEGAL ISSUES. THE FORUMS WERE COVERED IN MULTIPLE MEDIA OUTLETS, INCLUDING C-SPAN.LAST YEAR ALSO SAW THE CONTINUED EXPANSION OF EESI'S INITIATIVE TO EXPAND RESIDENTIAL ENERGY EFFICIENCY RETROFITS THROUGH ON-BILL FINANCING. THIS INITIATIVE HELPS FAMILIES REDUCE THEIR ENERGY USAGE, CUT ENERGY BILLS, AND IMPROVE HOME COMFORT-ALL WITH NO UPFRONT COSTS. THIS IS ACHIEVED BY WORKING WITH LOCAL PARTNERS - STATE ENERGY OFFICES, LOCAL NONPROFITS, MUNICIPAL UTILITIES AND RURAL ELECTRIC CO-OPS - TO ESTABLISH "ON-BILL FINANCING" PROGRAMS. IN SUCH PROGRAMS, HOUSEHOLDS BORROW MONEY TO UPGRADE THEIR HOMES, AND REPAY THE LOANS THROUGH A MONTHLY CHARGE ON THEIR UTILITY BILLS. IN 2015, EESI'S PARTNERSHIPS WITH UTILITIES IN MICHIGAN AND IOWA SET THE STAGE FOR NEW ON-BILL FINANCING PROGRAMS IN 2016. WE ARE ALSO WORKING WITH PARTNERS IN NEW MEXICO, MINNESOTA, AND TENNESSEE TO PROVIDE TECHNICAL ASSISTANCE WITH AN EYE TO NEW PROGRAMS IN THOSE STATES AND BEYOND. EESI HAS BEEN WORKING WITH WHITE HOUSE AND USDA STAFF TO HELP MAKE THE USDA RURAL ENERGY EFFICIENCY LOAN PROGRAM EASIER FOR POTENTIAL BORROWERS TO NAVIGATE. |

| IRS990/ProgSrvcAccomActy2Grp/Desc | 0 | HIGH PERFORMANCE GREEN BUILDINGS PROGRAM:THE GOAL OF THE HIGH PERFORMANCE GREEN BUILDINGS (HPGB) PROGRAM IS TO PROMOTE POLICIES THAT DRAMATICALLY REDUCE BUILDING ENERGY USE (BUILDINGS USE MORE THAN 40 PERCENT OF THE NATION'S ENERGY). INCREASING ENERGY EFFICIENCY IN BUILDINGS IS ONE OF THE BEST WAYS TO ADDRESS CLIMATE CHANGE AND LOWER ELECTRICITY CONSUMPTION AND BILLS. INDEED, BEYOND CLIMATE MITIGATION, HIGH PERFORMANCE GREEN BUILDINGS CAN PROVIDE IMPROVED AFFORDABILITY, HEALTH, SAFETY, AND RESALE VALUE.IN 2015, EESI PUT ENERGY EFFICIENCY IN BUILDINGS FRONT AND CENTER. FOR THE FIRST TIME, EESI HELD A BRIEFING FOCUSING SPECIFICALLY ON HOW THE PRESIDENT'S 2016 BUDGET PROPOSAL WOULD SUPPORT ENERGY EFFICIENCY IN BUILDINGS. THE FEDERAL GOVERNMENT FUNDS R&D TO IMPROVE THE ENERGY EFFICIENCY OF LIGHTING, BUILDING MATERIALS AND ENVELOPES, AND HEATING AND COOLING TECHNOLOGIES. EESI ALSO SUBSTANTIALLY EXPANDED THE NUMBER OF EXHIBITORS FROM THE BUILDINGS INDUSTRY AT THE 2015 CONGRESSIONAL RENEWABLE ENERGY AND ENERGY EFFICIENCY EXPO. THIS PROVIDED THE INDUSTRY WITH A VALUABLE SHOWCASE ON CAPITOL HILL, HELPING THEM HIGHLIGHT THE CASE FOR ENERGY EFFICIENCY POLICIES. |

| IRS990/ProgSrvcAccomActy3Grp/Desc | 0 | SUSTAINABLE BIOMASS AND ENERGY PROGRAM: THE SUSTAINABLE BIOMASS AND ENERGY (SBE) PROGRAM SEEKS TO ADVANCE SUSTAINABLE BIOENERGY (BIOFUELS AND BIOMASS) AS AN ESSENTIAL COMPONENT OF OUR COUNTRY'S CLIMATE CHANGE MITIGATION STRATEGY, AND AS A WAY TO REDUCE ITS DEPENDENCE ON OIL. THE PROGRAM ALSO PROMOTES SUSTAINABILITY IN OUR FARMS AND FORESTS. IN 2015, EESI HELD THREE BRIEFINGS ON BIOFUELS AND ON AGRICULTURAL CONSERVATION PRACTICES. IN ADDITION, EESI PUBLISHED A FACT SHEET TO HIGHLIGHT THE BENEFITS OF SUSTAINABLE BIOFUELS, AS WELL AS THE HARMFUL HEALTH EFFECTS OF GASOLINE EMISSIONS. GASOLINE CONTAINS AROMATICS THAT FORM ULTRA-FINE PARTICLES AS THEY ARE BURNED. SUCH PARTICLES ACT AS CARRIERS FOR TOXIC CHEMICALS, CARRYING THEM INTO SOFT BODY TISSUES AND BLOODSTREAMS. OIL COMPANIES USE AROMATICS TO PROVIDE AN OCTANE BOOST TO GASOLINE, BUT A CLEANER ALTERNATIVE EXISTS: ETHANOL, A RENEWABLE FUEL SOURCED FROM AGRICULTURAL FEEDSTOCKS AND ORGANIC WASTES. EESI HIGHLIGHTED RESEARCH INDICATING THAT USING ETHANOL INSTEAD OF AROMATICS WOULD IMPROVE AIR QUALITY, IN ADDITION TO LOWERING CARBON EMISSIONS. EESI ALSO EXAMINED WHAT CAN BE DONE TO REDUCE NUTRIENT LOSS ON OUR FARMS. EXCESS NUTRIENTS RUN OFF FIELDS INTO THE WATER SUPPLY, CONTAMINATING IT AND CAUSING DEADLY ALGAL BLOOMS IN THE GULF OF MEXICO. SUSTAINABLE FARMING PRACTICES CAN REDUCE SUCH RUN-OFF. EESI'S BRIEFING BROUGHT TOGETHER VARIOUS STAKEHOLDERS TO DISCUSS SOLUTIONS.EESI PUBLISHES A WEEKLY ELECTRONIC NEWSLETTER, SUSTAINABLE BIOENERGY, FARMS, AND FORESTS (SBFF), REACHING MORE THAN 2,400 SUBSCRIBERS WITH CUTTING-EDGE ISSUES. |

| IRS990/ProgSrvcAccomActyOtherGrp/Desc | 0 | TRANSPORTATION AND SUSTAINABLE COMMUNITIES PROGRAM:THE GOAL OF THE TRANSPORTATION AND SUSTAINABLE COMMUNITIES (TSC) PROGRAM IS TWO-FOLD: TO ADVANCE SUSTAINABLE TRANSPORTATION POLICIES (CLEANER VEHICLES AND FUELS, MOBILITY SOLUTIONS INCLUDING PUBLIC TRANSIT, BIKING, WALKING), AND TO HELP COMMUNITIES MAKE GREATER USE OF LOCAL RENEWABLE ENERGY RESOURCES AND ENERGY EFFICIENT TECHNOLOGIES AND DESIGNS. IN 2015, EESI HELPED ENSURE THE FEDERAL GOVERNMENT WOULD CONTINUE TO STRONGLY SUPPORT PUBLIC TRANSPORTATION. A SERIES OF CONGRESSIONAL BRIEFINGS AT THE BEGINNING OF THE YEAR, HELD IN PARTNERSHIP WITH THE AMERICAN PUBLIC TRANSPORTATION ASSOCIATION, AND SOME COLLABORATION WITH KEY CONGRESSIONAL OFFICES HELPED PAVE THE WAY FOR A BIPARTISAN SIX-YEAR TRANSPORTATION BILL WITH 23 PERCENT MORE FUNDING FOR MASS TRANSIT. AS PART OF ITS TRANSPORTATION WORK, EESI ALSO PUBLISHED AN IN-DEPTH FACT SHEET ON VEHICLE EFFICIENCY AND EMISSIONS STANDARDS. BETTER FUEL EFFICIENCY REDUCES GREENHOUSE GAS EMISSIONS AND CAN LOWER OTHER FORMS OF HARMFUL EMISSIONS, SUCH AS AIR TOXICS AND ULTRAFINE PARTICULATES.MAKING COMMUNITIES MORE SUSTAINABLE AND RESILIENT IS A CRITICAL PIECE OF EESI'S WORK. CLIMATE CHANGE IS ALREADY HAPPENING, AND COMMUNITIES THROUGHOUT THE UNITED STATES ARE ALREADY SUFFERING FROM ITS IMPACTS. IN A SERIES OF FOUR BRIEFINGS AND ONE ISSUE BRIEF, EESI MADE THE CASE FOR CLIMATE CHANGE ADAPTATION AND RESILIENCE. ONE OF THESE BRIEFINGS WAS HELD AT THE REQUEST OF REP. MATT CARTWRIGHT'S OFFICE. IT PRESENTED THE PREPARE ACT, BIPARTISAN LEGISLATION THAT WOULD IMPROVE OUR NATION'S ABILITY TO WITHSTAND EXTREME WEATHER. ANOTHER BRIEFING FOCUSED ON THE THREATS FACING A TRIBAL NATION LIVING ON LAND THAT IS SLOWLY BEING ERODED DUE TO STORM SURGES AND SEA LEVEL RISE AND THEIR EFFORTS TO OBTAIN LAND TO RELOCATE. IN 2016, THE TRIBE WAS AWARDED FUNDING TO MOVE TO HIGHER GROUND THROUGH A NATIONAL COMPETITION HIGHLIGHTED AT A 2014 EESI BRIEFING. |
