PART V, LINE 4:

Contributions to the endowment fund are subject to donor restrictions that stipulate the original principal of the gift is to be held and invested by the foundation indefinitely. Income from the fund may be expended to fund the foundation's general operations and various programs. The foundation board specifies a spending rate policy that authorizes spending a portion of the investment income generated by the endowment fund each year for research projects, public outreach, and educational efforts.

PART X, LINE 2:

The foundation follows accounting standards relating to accounting for uncertainty in income taxes. Management assessed whether there were any uncertain tax positions which may give rise to income tax liabilities and determined that there were no such matters requiring recognition in the accompanying financial statements. The foundation files income tax returns in the u.s. Federal jurisdiction. Generally, the foundation is no longer subject to u.s. Federal income tax examination by tax authorities for years before december 31, 2010.

HIGHLIGHTS FROM THE FOUNDATION'S 2013 WORK INCLUDE: COMPLETED 6 IN-HOUSE STUDIES: DISTRACTED AND RISK-PRONE DRIVERS; 2013 TRAFFIC SAFETY CULTURE INDEX; COGNITIVE DISTRACTION: SOMETHING TO THINK ABOUT; TEMPORAL TRENDS IN INDICATORS OF TRAFFIC SAFETY CULTURE AMONG DRIVERS IN THE UNITED STATES, 2009 - 2012; TIMING OF DRIVERS LICENSE ACQUISITION AND REASONS FOR DELAY AMONG YOUNG PEOPLE IN THE UNITED STATES, 2012; AND DISTRACTED DRIVING AND PERCEPTIONS OF HANDS-FREE TECHNOLOGIES.ADDITIONALLY, WORK WAS COMPLETED ON 3 STUDIES FUNDED AND MANAGED BY THE FOUNDATION AND CONDUCTED AT LEADING UNIVERSITIES: MEASURING COGNITIVE DISTRACTION IN THE AUTOMOBILE; IMPROVING PARENTAL SUPERVISION OF NOVICE DRIVERS USING AN EVIDENCE-BASED APPROACH; AND EVALUATING LATCH SYSTEM EASE OF USE AND KEY FEATURES IN NEW VEHICLES. FINDINGS ARE USED TO SUPPORT NATIONAL CAMPAIGNS, SUCH AS GLOBAL YOUTH TRAFFIC SAFETY MONTH, NATIONAL TEEN DRIVER SAFETY WEEK, AND DROWSY DRIVING PREVENTION WEEK. THEY ARE ALSO USED TO DEVELOP EDUCATIONAL MATERIALS, ATTRACT MEDIA ATTENTION, AND INFORM PUBLIC DEBATE. OUR PROJECT ON THE LATCH SYSTEM, FOR EXAMPLE, WAS PRESENTED TO THE NATIONAL HIGHWAY TRAFFIC SAFETY ADMINISTRATION AHEAD OF RULEMAKING TO IMPROVE CHILD PASSENGER SAFETY. STAFF EDUCATED NHTSA ON FOUNDATION EASE-OF-USE RECOMMENDATIONS FROM THE REPORT IN MAKING IMPROVEMENTS TO THE LATCH SYSTEM. FOUNDATION RESEARCH HAS ALSO SUPPORTED OUR NUMEROUS PARTNERSHIPS IN THE TRANSPORTATION AND SAFETY COMMUNITIES. FOR EXAMPLE, IN 2013 WE CO-SPONSORED THE FIRST TRB NATIONAL ROADWAY SAFETY CULTURE SUMMIT IN WASHINGTON, DC, WHICH ATTRACTED ROUGHLY 100 TRAFFIC SAFETY PROFESSIONALS FOR A DISCUSSION OF RESEARCH NEEDS AND NEXT STEPS IN THIS AREA. WE ALSO CONTINUED TO SUPPORT THE UN DECADE OF ACTION FOR ROAD SAFETY, THE LONG SHORT WALK, THE U.S. ROAD ASSESSMENT PROGRAM, TOWARD ZERO DEATHS, AND OTHER NATIONAL STRATEGIES, CAMPAIGNS, AND PROGRAMS THAT BRING MYRIAD SAFETY PARTNERS TOGETHER, AND WHICH WE CAN INFORM WITH ORIGINAL RESEARCH. FINALLY, IN 2013 WE INITIATED RESEARCH PROJECTS DESIGNED TO ADDRESS CRASH CAUSATION AND CONTRIBUTING FACTORS, CHILD PASSENGER SAFETY, SENIOR SAFETY AND MOBILITY, ROADWAY SAFETY, AND GRADUATED DRIVER LICENSING.
