Mission and Program Overview

Mission

Native governance center is a native american-led nonprofit dedicated to assisting tribal nations in strengthening their governance systems and capacity to exercise sovereignty. Sovereignty is the inherent right of tribal nations to govern themselves by establishing systems that provide organization to their society, offer programs and services to their members, and work with other governmental entities on a nation-to-nation basis. When we say nation building, we mean the processes by which a native nation enhances its own capacity for effective self-governance and self-determination. Native governance center helps tribes improve their governance systems because research shows that strong tribal governance leads to more successful tribal communities and economies. Native governance center does this work through two main program areas: leadership development and tribal governance support. We serve both elected tribal leaders and grassroots native leaders (including native youth).

Working to strengthen the capacity of native nations to exercise their sovereignty.

Governance Explanations

Form 990, Part VI, Section A, Line 1

There are currently 5 committees: governance, audit and finance, investment, executive and development/fundraising. They have various levels of authorities, all spelled out in their charters.

Form 990, Part VI, Section B, Line 11B

Management reviews the 990 and the full board approves either through meeting or action without meeting.

Form 990, Part VI, Section B, Line 12C

In connection with any actual or possible conflicts of interest, an interested person must disclose the existence and nature of his or her financial interest or fiduciary responsibility and all material facts to the executive director and/or directors and members of committees with board-delegated powers considering the proposed transaction or arrangements. The executive director shall report to the board all potential conflicts of interest disclosed to the executive director. After disclosure of the financial interest or fiduciary responsibility and all material facts, and after any discussion with the interested person, he or she shall leave the board or committee meeting while the final determination of a conflict of interest is discussed and voted upon. The remaining board or committee members shall decide if a conflict of interest exists. An interested person may make a factual presentation at the board or committee meeting, but after such presentation, he or she shall leave the meeting during the discussion of, and the vote on, the transaction or arrangement that results in the conflict of interest. An interested person shall not actively participate in the discussion of, or vote on, the transaction or arrangement that results in the conflict of interest, either formally at a board or committee meeting or informally through contact with individual board or committee members. In addition, the interested person should not be counted in determining whether a quorum is present for the board or committee meeting at which the transaction or arrangement that results in the conflict of interest is to be voted upon. Each key staff, director, principal officer, and member of a committee with board-delegated powers shall annually sign a conflict of interest acknowledgment/disclosure form.

Form 990, Part VI, Section B, Line 15

The board determines a reasonable market rate based on organizations of similar size and purpose. This process was last completed in 2018 for the executive director of the organization. All minutes of the process are recorded. The executive director determines compensation for other key employees of the organization by using mcnp data and other consultants. This process was last completed in 2017.

Form 990, Part VI, Section C, Line 19

Governing documents, conflict of interest policies, and financial statements are available upon request.

IRS990/Desc0NATIVE GOVERNANCE CENTER EMPOWERS NATIVE LEADERS OF ALL AGES TO STRENGTHEN THEIR COMMUNITIES THROUGH OUR NATIVE NATION REBUILDERS AND YOUTH REBUILDERS PROGRAMS. NATIVE NATION REBUILDERS: WE PROVIDE LEADERSHIP DEVELOPMENT OPPORTUNITIES FOR NATIVE AMERICANS (BOTH EMERGING AND ESTABLISHED GRASSROOTS LEADERS) THROUGH THE NATIVE NATION REBUILDERS PROGRAM, A TWO-YEAR, COHORT-BASED LEADERSHIP EXPERIENCE THAT EQUIPS PARTICIPANTS WITH TRIBAL GOVERNANCE KNOWLEDGE AND ADVOCACY SKILLS. THE PROGRAM EMPOWERS NATIVE LEADERS TO CARRY OUT NATION BUILDING PROJECTS TO POSITIVELY IMPACT THEIR COMMUNITIES. BY NATION BUILDING, WE MEAN THE PROCESSES BY WHICH A NATIVE NATION ENHANCES ITS OWN CAPACITY TO EXERCISE SOVEREIGNTY. YEAR ONE CONSISTS OF FOUR IN-PERSON SESSIONS DURING WHICH REBUILDERS PARTICIPATE IN LEADERSHIP DEVELOPMENT EXERCISES AND LEARN THE PRINCIPLES OF NATION BUILDING. IN YEAR TWO, REBUILDERS IMPLEMENT AN ACTION PLAN, OR A NATION BUILDING-RELATED PROJECT THAT BENEFITS THEIR HOME COMMUNITY. THE PROGRAM WAS CREATED IN RESPONSE TO A NEED SHARED BY MANY OF THE REGION'S TRIBAL LEADERS, WHO IDENTIFIED SUPPORT FOR EXISTING AND EMERGING NATIVE LEADERS AS CRITICAL TO THE LONG-TERM SUCCESS OF THEIR NATIONS. YOUTH REBUILDERS: YOUTH REBUILDERS IS A NEW, YOUTH-CENTERED WING OF OUR LEADERSHIP DEVELOPMENT PROGRAM AREA. YOUTH REBUILDERS GREW OUT OF THE NATIVE NATION REBUILDERS PROGRAM (OUR FLAGSHIP PROGRAM FOR NATIVE LEADERS AGES 25+) AS A WAY TO EQUIP NATIVE YOUTH WITH NATION BUILDING TRAINING AND GROW THE NEXT GENERATION OF NATIVE LEADERS.

TRIBAL RESOURCE GRANTS: TRIBAL RESOURCE GRANTS CONNECT NATIVE NATIONS TO FINANCIAL SUPPORT FOR CARRYING OUT SHORT- AND LONG-TERM GOVERNANCE PROJECTS. GRANTS CAN BE USED TO FUND INITIATIVES SUCH AS CONSTITUTIONAL REFORM, CONVENING TRIBAL LEADERSHIP FOR VISIONING EXERCISES, AND ENGAGING COMMUNITIES IN NATION BUILDING TRAINING, AMONG OTHERS. EDUCATION: NATIVE GOVERNANCE CENTER HOSTS A VARIETY OF EDUCATIONAL EVENTS TO TRAIN BOTH NATIVE AND NON-NATIVE AUDIENCES ON STRENGTHENING TRIBAL SOVEREIGNTY. TRIBES MAY SUBMIT A REQUEST FOR NATIVE GOVERNANCE CENTER TO HOST AN EDUCATIONAL GATHERING WITHIN THEIR COMMUNITY. NON-NATIVE ORGANIZATIONS ARE ALSO WELCOME TO INQUIRE ABOUT OUR EDUCATIONAL SESSIONS.
